Yichang, Pearl of Three Gorges, is a National Civilized City.

　　As the Overall Planning of Yichang City was approved by the government of Hubei province on 6th, Feb last year, the project of Yichang to build itself as a modern megacity has commenced since then.

　　One year has passed, how is the Yichang “Mega City Dream” going?  City is the carrier and industry is the support. Yichang, as one of the best resourceful areas with green resources and water resources, should think about how to continually advance the green development and accelerate the integration of city and industry. For days, representatives of Yichang group had heated debating at this topic.

　　Urban agglomerations of the Three Gorges act as industry support.

　　Take a broad view of the upper and middle reaches of the over 1,000 kilometers long Yangtze River. For now, there are only two metropolises: Chongqing and Wuhan. Generally speaking, the radiation radius of a metropolis is about two or three kilometers. Yichang is in the middle of the two metropolises, which means Yichang is a key to guarantee the circulation of Yangtze River.

　　In 2013, GDP in Yichang was expected to be 281.6 billion yuan, with a year on year growth of more than 11.5%. Local public budget revenues exceeded 20.6 billion yuan, with an increase of 34.6%. Yichang has become the second city whose local public financial budget revenue exceeded 20 billion yuan after Wuhan in Hubei Province.

　　Huang Chuping, member of Hubei Provincial Party Committee and secretary of Yichang Municipal Committee, said that the city\'s economy and society sequentially maintained a strong momentum of fast and sound development which was a good start for realizing the construction of a modern megacity, and laid the foundation for the development of Three Gorges city group with Yichang as the core City.

　　Ma Xuming, deputy of the provincial people’s congress, mayor of Yichang, suggested in the accelerating implementation “two circles and two belts” (Wuhan city circle and ecotourism culture circle of western Hubei province)”one center (Wuhan) and two sub-centers (Yichang and Xiangyang)” development strategy. He explicitly pointed out that we should seize the opportunity of enhancing freight capacity of the Three Gorges of Yangtze River to support the construction of Yichang Three Gorges hub port.

　　The promoting of “Three Year Plan of Building Six 100 Billion RMB Industries” in Yichang is muscles and bones of metropolis. The six 100 billion RMB industry groups include: fine chemical, food, biological medicine, advanced equipment manufacturing, new materials, cultural tourism and the modern logistics. Last year, the added value of four industries, namely fine chemical, food, biological medicine, advanced equipment manufacturing and new materials, accounted for over 90 percent of the city, food biological medicine became the second over 100 billion industry after fine chemical.

　　Last year, Yichang was selected as the national top ten cities with the most attractive investment, and became a national pilot city of innovative orientation and concentrated development for strategic emerging industry with unique new materials. Guangzhou Automobile Group Co., Ltd. (GAC Group) located in Yichang successfully marked the four major carmakers gathered in Hubei Province.  The new fine glass and ultra-thin electronic glass projects of CSG Holding Co., Ltd realized starting, finishing and putting into production in one year

　　How to expand industry and enhance it? Wen Yuan, deputy of the provincial people’s congress and mayor of Zhijiang city, suggests that transformation and upgrading are important for enterprises. Market-oriented means is not enough, and our government force is also in need as it is a revolution for enterprises. Wen Yuan, member of Provincial People\'s Congress and mayor of Zhijing City said, attention paid to the transformation and upgrading of existing enterprises should be the same as that of privatization of industrial enterprises and investment promotion in terms of industrial development planning, implementation of land use index and the related matching fund support.

　　Li Wanqing, deputy of the provincial people’s congress and chairman of Hubei Sanning Chemical Co., Ltd., puts forward two suggestions: first, setting up a new transformation and upgrading model of innovation-oriented enterprise, led by powerful enterprises; second, taking various measures to support the development of the real economy: on one hand, reducing or exempting relevant fees and taxes appropriately, and on the other hand, promoting banks to support the development of the real economy.

　　Shi Xianyin, member of Provincial People\'s Congress and sectary of Xiaoting District Committee in Yichang, said that on the one hand, the bold exploration of pillar industry should be expanded and strengthened by adjusting structure, accelerating transformation in order to consolidate the industrial base of Yichang\'s modern megacity construction and on the other hand, the bold exploration should be carried out in expanding opening up, transformation and development, integration of city and industry, social governance and other aspects to set a demonstration model.

　　Extraordinary Landscape of Yichang Lives up to Natural Endowments.

　　The beauty of Yichang lies in mountains and waters. The fundamental connotation of metropolis of Yichang is large and strong, excellent and beautiful.

　　Yichang\'s urban planning and construction is not to violate natural endowments, but to respect, fear, maintain and comply with nature. A pleasant city should be created in the light of post - modern philosophy to ensure that the water in the Three Gorges Reservoir is clean when it flows toward east. Representatives said.

　　Luhui, the representative of Hubei People’s Congress and head of Zigui County, suggested that we should formulate policies supportive to ecological improvement, establish a platform for negotiations, promote the treatment on resource pollution and help sewage treatment factories in the villages and towns function well. At the same time, we should strive to improve the mechanisms and systems, including establishing a tributary-led system of the branch river and shutting down small hydroelectric stations step by step to keep the Yangtze River clean and clear. What’s more, we should endeavor to invest in the upgrading of the transformation in the development zones.

　　He Weijun, the representative of Hubei People’s Congress and president of the Three Gorges University advised to establish a long - term effective mechanism to protect the ecological environment by carrying out the policy of “ecological capitalization”, bringing its eco-efficiency into full play.

　　Wugang, the representative of Hubei People’s Congress and head of Wujiagang District of Yichang, said that a new type of urbanization is a people-oriented one and is to shift farmers and is in the interest of farmers. The employment encouragement fund has been set up to help the farmers whose lands have been demolished during the process of urbanization. The fund will also give them free training and financial assistance to help them find jobs in the local area or create their own businesses.
