On behalf of the municipal government, I now present to you the work report for your deliberation and for comments from the members of the Municipal Political Consultative Conference and other non-voting delegates.
1. Review of Work in 2013
In 2013, under the correct leadership of the Municipal Party Committee, the supervision and the support of Municipal People\'s Congress and People’s Political Consultative Conference, we, following the principle of the "four first-rate"(outstanding mental state, working standard, working style and working performance) and closely uniting and relying on people, countered the severe impact of the complex macroeconomic environment and the economical pressure successfully by effective measures taken to ensure the steady economic growth, the continual structural adjustment, reform, and people’s well-being. As a result, Yichang has made steady progress in economic development. Its major economic growth index was much higher than that of the national and provincial standard, standing out among the cities in the central area of the Yangtze River and marking a good start of building a mega-city. In general, the GDP of Yichang in 2013 is 281.8 billion yuan, an increase of 11.5% than the same period of last year; local public budget revenue20.63 billion yuan, an increase of 34.6%; total fixed asset investment 210.7 billion yuan, an increase of 30%; the per capita disposable income of urban residents and the per capita net income of rural residents were 20,934 yuan and 9,121 yuan respectively, an increase of 11.5% and 13.4% over last year; 2.02 billion dollars on exports, an increase of 21.2%; 86 billion yuan on total retail sales of social consumer goods, an increase of 14.9%. In a word, we had basically achieved the goals decided on the third session of Fifth National People\'s Congress of Yichang city.
(1) New steps in reform and innovation
By adhering to mind emancipation and top-level design enhancement, we have further improved the ideas, policy frameworks and institutional mechanisms of building a modern megacity, hence the successful construction of the "four platforms" including Yichang New District, Yichang High-tech District, the Three Gorges Pivotal Port District and Three Gorges Tourism District, which was followed by the establishment of an efficient decision-making mechanism in Yichang New District Promotion Office, Three Gorges Pivotal Port Management Committee and the Three Gorges Tourism Management Committee. We have perfected the management system of Yichang High-tech District, expanded Baiyang Industrial Park and Bio-industrial Park, established a new electronic information industrial park, and rationalized the decision-making power in terms of human resources and finance at urban and district levels was rationalized. At the same time, progress was made in adjusting and improving urban finance system, and completing the reformation of urban construction management system and education management system successfully. A Billion Industry Development Plan was worked out, namely, promoting the development of Six Billion Industry Project including fine chemicals, food biomedicine, advanced equipment manufacturing, new materials, cultural tourism, and logistics with supporting policies. The construction of seven municipal state-owned financing companies was standardized, which financed 15 billion yuan in total that year. The management mechanism of key projects has been innovated, and the movement named "major projects constructing year" got effective result. The reform of Food and Drug Administration system has been sped up; the construction of the National Best Food Safety City has been advanced. Smooth progress has been made in the reform of medical and health system and cultural system. Direct financing has been intensified, resulting in 3.36 billion yuan bonds issued by local enterprises and thirteen enterprises got their positions in Wuhan Equity Exchange. Hubei Yichang Central China Culture Assets and Equity Exchange CO., LTD, Wuhan Optical Valley United Property Rights Exchange Yichang branch went into business. In addition, sixteen policies have been formulated to support technological innovation. Sixty-three national high-tech enterprises have been newly identified, and fourteen new provincial engineering technology research centers have been established, together with 255,000 square meters newly increased incubators and accelerators area. Three experts have been brought in by means of the national "Thousands Plans" and provincial "Hundred Plan". Meanwhile, ten workstations for academicians and experts were built, and seventeen experts of provincial or above level were introduced. Finally, we successfully ranked among the National Innovation Pilot Cities and National Quality Model Cities.
(2) Improving quality and efficiency for upgrade.
--- Speed up industrial restructuring and upgrading. In the past year, we have yielded 140.58 billion yuan above-scale industrial added value, with an increase of 13.7%. The added value of four industries including fine chemicals, advanced equipment manufacturing, food biological medicine, and new materials accounted for more than 70%. Food biological medicine becomes the second industry (after the fine chemical one) whose output value exceeds hundreds of billions. Moreover, Yichang was selected as one of the pilot cities for the National Strategic Emerging Industry Cluster Development, and became the only National Model City for the new material industry development; Yichang has been listed in the national adjustment and transformation plan for the old industrial bases; its high-tech industry was expected to achieve 31.8 billion yuan added value, accounting for 11.3% increase for the proportion of GDP; its High-tech Zone was one of the national innovative featuring parks; its net increase scaled industrial enterprises have numbered 214;and the enterprises with output value over ten billion yuan reached seven, three of which were selected as the top 500 private enterprises in China, and Xingfa Chemical Group was conferred "Yangtze River Quality Nomination Award". At present, there are 30 famous Chinese trademarks in Yichang.
--- All around development in rural economy. In 2013, the agricultural production got a full harvest, with the tenth consecutive increase in grain output, continuous production growth of citrus, tea, vegetables, aquatic products, livestock products. The agro-processing output value in 2013 reached 120 billion yuan, and its newly increased provincial agricultural industrialization leading enterprises reached sixteen, among which Zhijiang Wine became the second leading agricultural industrialization enterprise with over ten billion yuan annual sales income. In addition, the number of farmer professional cooperatives and family farms reached 4056 and 928 respectively; its comprehensive operation level of agricultural mechanization increased to 61.5%; its circulation area of household contracting reached 64 acres, and its 56.8 acres of land have been reclaimed. Finally, we have endeavored to eliminate dangers and reinforce the bank of 97 small reservoirs, newly constructed and renovated 1882 kilometers of sub-irrigation system, provided safe drinking water for 13.2 million rural residents, and increased rural clean energy projects for 37,000 households.
--- Accelerated development of the tertiary industry. In 2013, the tertiary industry investment accounted for 47.3% among the whole, an increase of 3.3% in the same period of last year. The cultural tourism got rapid development with 41.6 billion yuan output value, an increase of 29% over last year. In 2013, Yichang received 33,200,000 tourists, resulting in 26.0 billion yuan total tourism income, an increase of 25.8% and 29.8% respectively over last year. It’s should also be mentioned that more tourist resorts have been created in Yichang, namely, three 4A class scenic spots, one national mine geological park and six Hubei Tourism Villages. At present, there are sixteen cultural enterprises whose output value was over billion. Meanwhile, modern logistic industry has also got rapid development, yielding 71.7 billion yuan output value, an increase of 19.5%, and resulting in the completion and operation of many logistic projects, such as the Yunchi Port Phase II project, the Agricultural Products Trade Market of the Three Gorges Logistics Park, and the accelerated construction of the Three Gorges Fanba Park. At present, Yichang City was listed among the national layout cities with secondary level logistic park. The coverage rate of township business center and village shop reached 90.7% and 83.6% and there has been newly established a total of 217 village-level integrated service, 740 above norm commercial enterprises and 30 banking, insurance, small loan companies and other institutions, among which the deposits and loans of financial institutions were 238.2 billion yuan and 174.9 billion yuan, an increase of 18.2% and 19.8% over last year.
--- Notable achievements in projects construction. In the past year, we have invested billions of yuan in more than 900 projects with an increase of 40.6%, and have successfully held large scaled investment attraction activities in Beijing, Hong Kong, Guangdong, Shanghai, introducing a total of 687 projects, 483.1 billion yuan investment with agreement, as well as 93 billion yuan paid-in investment funds. A number of strategic cooperation projects including the cars from Guangzhou Automobile Group, display device and optical glass of CSG Group and Guanke electronics co ., ltd were introduced successively. Meanwhile, the projects such as CSG display devices and caprolactam of Sanning Chemical Industry co., Ltd were completed and launched into production; paces were quickened in the construction of drug export base of Yiichang Humanwell pharmaceutical company , the Three Gorges Cloud Computing Centers and other projects. We not only have already managed to get 1283 investment projects within the central and provincial budget, 2.65 billion yuan free capital, 1.06 billion yuan subsidy for the follow-up work of Three Gorges, but also carried out financial settlement of the 9.62 billion yuan planned counterpart funds for the support of Three Gorges. We fully pushed forward city-wide entrepreneurship, resulting 1.36 times increase of the total number of market players, with 1.87 times increase derived from the private enterprises. Yichang was named the 2013 China Most Attractive City for Investment.
--- Rapid county economic development. In 2013, Yidu, Yiling, Dangyang joined the top ten economic counties of Hubei province. Seventeen towns became members of the top hundred towns, the largest number in Hubei province, among which Lucheng Street and Zhangcunping Town became the provincial top ten. At present, Yidu is making efforts to become the national top hundred county-level cities, and other cities and counties are seeking for progress. All of these contribute to the flourishing situation in economic and social field.
(3) New progress in coordinated development of urban and rural areas
In 2013, Hubei provincial government approved the first detailed planning of Yichang---the overall planning of Yichang city and its New District construction. Subsequently, we have implemented 183 urban construction projects with the completion of 12 billion yuan investment; adhering to “four priorities” involving the road network, public construction, settling, ecology, we have started 92 major projects, which formed the initial results in New District construction: 89.8 km of urban roads intensively opened to construction, 548,000 square meters gross floor area of public construction under planning, 38,000 units (an area of 3,830,000 square meters) of resettlement housings which were under construction and have been completed. Steady progress was also made in the urban greening, lighting and beautification project with the completion of 122,100 units of comprehensive building renovation, 100 lighting projects, 10,000 meters of landscape-style fence, the planting of 20,000 green seedlings, initially built of the ecological corridor in the east part of the city and along the river, demolition of 170,000 square meters illegal buildings, 10,000 square meters of illegal outdoor advertising, and acceleration of canal restoration. In addition, the comprehensive management evaluation of Yichang was in the leading position in Hubei for three consecutive years, and the digital city management information system was completed and has already passed the provincial evaluation.
Meanwhile, we have speeded up the new-type urbanization, which is manifested in the breakthroughs of Yidu and Zhijiang town construction, the smooth relocation for avoiding risks in Wufeng County, the accelerated construction of key towns, special town, and livable village with more than 2.4 billion investment. At present, Longquan Town and Anfu Temple were selected as the pilot villages in Hubei province for adopting “the development way with industrialization, informatization, urbanization and agricultural modernization”. Two towns and six villages got the title of provincial eco-towns and eco-villages, and 127 administrative villages were listed in the pilot project called “environmental remediation for thousands of village" in Hubei. Besides, we have invested 10.2 billion yuan in transportation construction, basically completed the construction of Yiba expressway and all the expressway sub-grades of Bao-Yi expressway, speeded up the construction of Zhang-Yi, Yi-Yue Expressway and nine first-class expressway involving Zhijiang section of the 318 National Road, Dang-Zhi expressway and the Three Gorges airport road, made Miaozui Yangtze River Bridge open to traffic. Most importantly, we have steadily pushed forward the construction of ecological civilization. Yichang was listed as the first batch of National Model Base for its comprehensive utilization of middle and low grade phosphate rock, and was identified as the national pilot urban city for its inefficient use and redevelopment of land; Yiling County and Yuanan County obtained the title of the model county of National Economical and Intensive Use of Territorial Resources. In 2013, the city\'s energy consumption of per unit GDP fell by 5% and land consumption drop by 8%. In addition, After the completion of 24.77 acres of afforestation, 62 square kilometers area of soil erosion control, 139 items of emission reduction, we began to monitor urban PM2.5, and have completed the annual energy saving task in full-scale.
(4) New progress in social undertakings.
In 2013, the annual fiscal expenditure on people’s well-being totaled 24.7 billion yuan, an increase of 20.3%, which led to desirable benefits: additional 10.3 million urban jobs were created, the registered urban unemployment rate dropped to 3%, 3,807,000 people were covered by five insurance schemes, the rate of insured and renewal of old-age insurance system for relevant rural residents reached 99.9%, and old-age insurance was smoothly connected and transferred to medical insurance. In addition, we have fully established a severe illness insurance system for urban and rural residents, and have basically realized the remote treating medical settlement in the province as well as the health insurance card. Therefore, the integrated insured rates of urban residents and worker’s health insurance enrollment reached 98.9%, the new type of rural cooperative medical care rate reached 99.5%, and the compensation proportion of hospitalization reached 75%. More importantly, the standard of the minimum wages, benefits of social security, subsistence security in urban and rural area, medical assistance, temporary assistance have been further improved. The subsidy system for senior citizens over 80 years covered urban and rural residents, benefiting 8.5 million people, a top level in Hubei province. Besides, we have established as a social security system and service system for the disabled and have implemented 26,000 units of affordable housing projects, of which 19,600 housing units were completed and subsidies for 2902 households of low-rent house were newly increased. A new round of shantytown renovation was officially started and dilapidated houses of 14300 households were renovated; the regional poverty alleviation plan for Wuling Mountain, Qinba mountainaous area in Yichang was successfully implemented; A total of 38,000 people finally overcame poverty and market prices were generally stable.
The development of pre-school education was accelerating: 44 public kindergartens were newly built, renovated and expanded, and the gross pre-school enrollment rate rose to 83%; Nine counties (cities, districts) passed the review for the balanced development of compulsory education. Efforts have been made to accelerate the construction of vocational park, where the Three Gorges Tourism College successfully got settled; the Three Gorges University obtained the right to award PhD. In addition, we basically completed the project to improve the safety of school buildings. In the field of public education, we have firstly implemented the agent-construction system for investment project, and have improved the system of financial aid to students from poor families from preschool through graduate school. Until now, 319 000 students have been funded with 147 million yuan assisting funds. In the field of medical care, we have made smooth progress in the pilot integrated reform for the public hospital of county-level, and have carried out eleven categories of the basic public health services and six national major public health projects, all of which contributed to initial fulfillment, in Hubei province, of disease control “Grassroots Construction” project in all the advanced cities and counties. In the field of public cultural service system, continuous improvements have also been attained, for instance, we began to build a new museum and the Olympic center, have completed the building of the new People’s Cultural Center and opened it to the public; seven libraries of city and county level were selected as the national first class library; Wireless signal coverage project of radios and televisions got started. Besides, people’s expectation to enjoy the public cultural service facilities free of charge came true. We have successfully held the Ninth China International Folk Art Festival, the Fourth China Three Gorges International Tourism Festival, the Third Yichang Yangtze River Piano Festival and the Fourth Municipal Sports Meeting and other major festivals. We have also arranged relevant literary and art workers to perform in the countryside more than 1806 times, and have held 22 national and provincial sporting events. It should be mentioned that the “Funeral Ceremony of Tujia Tribute” won “Sange Award” which is the highest prize for Chinese folk performing arts, and "Wufeng bench dragon" and other three works won the Galaxy Award at the Tenth China Festival. Moreover, people cultural and sports activities flourished, municipal reading activities got further promotion, and the provincial social science popularization education base was newly established. In terms of intangible cultural heritage, seven items were newly included in provincial one, and five units were identified as the national heritage conservation.
In the sphere of social service, management innovation have been deepened by perfecting urban grid management and all around initiation of rural grid management, which led to the employment of 8709 grid management staffs in both areas. We are happy to find that Yichang still remain the first place in Hubei province in terms of urban civilization index test, Luo Changjie became the first "national moral models" of Yichang, and the level of urban and rural community building constantly improved, especially, the building experience named "Happy Village" of Zigui County has won the appreciation of the country. Meanwhile, efforts have also been made to propel the construction of “law-based Yichang”, to stabilize production safety. As so many works have been done in the social management, we were firstly awarded the “Changan Prize”, the highest award for the comprehensive management of social management, among the other cities of Hubei.
(5) Administrative efficiency improved.
Efforts have been made to remodel the administrative approval process, which contributed to the reduction of 64% transaction time of municipal administrative approval and management services, the standardization of services for government affairs and improved informatization level. Meanwhile, we have established an integrity supervision platform, further standardized the mediation service before administrative approval, and cleaned and regulated administrative powers with 1710 items reduced, a rate of 35%. We have fully implemented the responsibility system of the construction of an honest Party and a clean government; constantly strengthened the corruption punishment and prevention system, deliberation on the ideological and work styles of government officials, administrative supervision and audit supervision, and bettered long-term mechanism to uproot mediocre management and to build up its responsibility system; effectively implemented different kinds of regulations such as improving work style and maintaining close ties with the people; carefully deliberated the views and suggestions from the Municipal People\'s Congress deputies and Municipal Political Consultative Conference members, dealing with 247 pieces of suggestion, comments and proposals of the Municipal People\'s Congress on schedule, and 475 pieces of recommendations and proposals of Municipal Political Consultative Conference with 100% completion rate.
Great achievements have also been made in the service of “safe operation of the Three Gorges Project”, in the deep-going aid program of Tibet and Xinjiang, in the continuously strengthened work of national defense mobilization, militia and reserve construction and “double support” (support the army and give preferential treatment to the families of the army man and martyrs, the army support the government and cherish the people). Besides, the low birth rate continued to be stable, and new breakthroughs were made in the construction of “birth civilization” and “happy family”; the construction experience of industry and commerce league of the county level got popularized around the country; the work of Taiwan-oriented affairs, overseas Chinese affairs, foreign affairs, confidential letters, petition letter, statistics, archives, local records, meteorology, people’s air defense, food, ethnic and religious, earthquake disaster reduction and others were actively promoted. Meanwhile, the undertakings involving women and children, youth, concern about next generation got sound development.
Fellow Deputies,
These achievements and progress over the past year were gained in a difficult situation where constrains against development continuously increased and temporary difficulties frequently popped up. They witnessed the concerted efforts of all the citizens, the support from every field, showing the vitality of Yichang as a rising megacity. Here, on behalf of the municipal government, I’d like to extend my sincere gratitude and great respect to every deputy of the Municipal People’s Congress and member of the Municipal Political Consultative Conference, to all the officials, people, retirees, to all the democratic parties, association of industry and commerce, nonparty personage, people\'s organizations, to the People’s Liberation Army Yichang Garrison, armed police and departments in Yichang directly leaded by the central and provincial departments, to all the friends at home and aboard who have shown understandings, supported and took part in the construction of a better Yichang.
We are clearly aware that the microenvironment remains complex, the regional competition has become fiercer, and we are challenged by the demand of accelerating development and transformational development. Meanwhile, the overall competition force is not strong enough, the dual structure and contradiction of urban and rural areas still remains, and more efforts need to be taken to boost “Four Modernizations”; the resource constraint has become severer, which determines the heavy work of environment governance and ecological environment protection. Moreover the financial strength and the social security have not yet satisfied people’s expectations, which determines the hard work of increasing people’s incomes and improve their wellbeing. In addition, government functions needs to be further transformed, and environment development needs to be further optimize. We must take effective measures to solve these problems.
2. Major Tasks for 2014
2014 is the first year to thoroughly implement the guiding principles of the Third Plenary Session of the 18th CPC Central Committee and the first year to fully initiate a new round of reform and carry out new policies, and it is also the crucial year of building Yichang as a megacity with “image shaped within 3 years and scale formed in 5 years”. The central government decided to comprehensively deepen the reform at this new start point in the history, designated the general goals and tasks of the reform, and released the driving force of reform and system benefit, opening a new “window of opportunity” for the reform. Relying on the golden waterway of Yangtze River, the central government has constructed an upgraded support belt for its economy, has been supportive in megalopolis constructions in the middle reach of the Yangtze River, in thorough implementation the strategy of “the Rising of Central China” and in carrying out the overall follow-up work of the Three Gorges Project. When putting into effect the instruction of General Secretary Xi Jinping when he delivered a speech in his inspective visit of Hubei, the provincial Party Committee and government made the strategic decision of quickening the pace to “construct the support and develop in the lead” and to accelerate the implementation of the regional development strategy of “one center (Wuhan) and two sub-centers (Yichang and Xiangyang)” and “two circles and two belts” (Wuhan city circle and ecotourism culture circle of western Hubei province). These important strategies are forming superimposed effect upon Yichang and will bring strong drive and ample space for its reform and development. In recent years, we have been continuous innovating our developmental ideas and have defined the fundamental connotation of a modern megacity as “large, strong, excellent and beautiful”, formulated city development goal of “2-3-5”, the comprehensive force goal of “1-3-2”, the specific work idea of “1-4-5-6-7”, and initially formed the general reform scheme of “1 + 10”, laying a strategic, groundbreaking and long-term foundation for the city development in the next period. Yichang has entered a brand-new development phase, and we are confident about its future.
Under the guidance of Scientific Outlook on Development, we will thoroughly implement the principles of the 18th People’s National Congress, the Third Plenary Session of the 18th CPC Central Committee, the Fourth Plenary Session of the 10th Provincial Party Committee and the Fourth Plenary Session of the 5th Municipal Party Committee, free our minds, grasp opportunities for development, highlight reform, innovation, transformation, upgrade, competition and development, focus on vitalizing market, balance urban and rural area development and improve people’s well-being. With a stronger force, we will propel the construction of a megacity and make a breakthrough in the goal realization of “construct support and develop in the lead” in Hubei province, serving province developing agenda with Yichang’s progress, transformation and excellence.
This year, the goals of Yichang’s economic and social development are: GDP will be increased by 12%, fixed investment 25%, the total retail sales of consumer goods 15%, the local financial budget revenue 12%, the foreign trade export 12%, the per capita disposable income of urban residents 12%, the per capita income of rural residents over 12%, the registered urban unemployment rate will stay less than 4.2% and the price level remains stable. In addition, the task of energy saving and emission reduction regulated by the provincial government must be fully accomplished, a sustainable and healthy economy must be remained, and the society must be stable and harmonious.
To realize the goals above, efforts must be preferentially made in the following six aspects.
(1) Highlight transformational development and improve industrial strength
In the integrate development of “bigger and stronger” advanced manufacturing industry, modern agriculture, and modern service industry, the nuclear strategy of sustainable development with high-quality must be faithfully implemented so as to upgrade the traditional industries, expand 100-billion-RMB industries, foster new ones and elevate the efficiency and quality of industrial development in an all-around way.
---To strengthen the supporting role of industry. To achieve this, we need to strengthen the policy guidance for industries, and drive the leading industry to stretch its industry chain and to climb toward the top of the value chain; to make sure that the total industrial output of enterprises above designed size exceeds 150 billion RMB yuan, with the added value increased 15%; to take detailed measures to promote the development of the 100-billion-RMB industry, and ensure that the output value of the fine chemical industry exceeds 150 billon RMB yuan, the food, biological and pharmaceutical industry output 135 billion RMB yuan, the advanced equipment manufacturing industry 1 billion RMB yuan, and the advanced material industry 60 billion RMB yuan. We also have to take full advantage of the national policy and give support to the development of some special advanced materials such as graphite, magnetoelectricity, fluoro-based material, silicon substrate, etc. ; to accelerate the pace of fostering a batch of leading enterprises with an output value of 5 billion and build a concentrated area of advanced material industry with international competitiveness; to foster the strategic emerging industries such as electronic information, new energy resources, energy conservation and environment protection, forming new pillar industries as soon as possible; to make the most of the national policy of adjustment reconstruction of the old industrial bases to complete the major projects of technological transformation, promote middle-sized and small enterprises to upgrade themselves and move to industrial parks from the urban area; to vigorously resolve the problem of excess capacity. Meanwhile, we have to continue the project of doubling strong enterprises and nurturing middle-sized and small enterprises, and ensure the number of enterprises above designed size exceeds 120; to carry out widely the activity of “high quality makes prosperous enterprise”, encouraging enterprises to build brand with quality goods and to promote actively modern management such as performance managing mode, thus comprehensively elevate the quality in products, project, service and environment and rank among the National Model Cities of high quality. Moreover, efforts must be made to strengthen the coordination of production factors and carry on the activity of “enter enterprises, send service, solve problems”, which aims to help enterprises solve problems and ensure their good running.
--- To accelerate the pace of agriculture modernization. That means we need to make practical efforts to realize the goal of “strong agriculture, wealthy farmer and beautiful rural area” and solve “the problems of farmer, rural area and agriculture”; to make the added value of agriculture improved by 5% and the per capita net income of rural residents exceed 10 thousand RMB yuan; to make the six 10-billion industries of orange, tea, vegetable, livestock, aquatic products and edible oil grow much bigger and stronger and to nurture the four emerging industries of flowers and plants, edible mushrooms, konjak and traditional Chinese medicinal material, and construct the standard base for agricultural products. Besides, we must make a breakthrough in developing intensive processing of agricultural products, must thoroughly carry out the project of nurturing 10-billion RMB yuan enterprises, the project of constructing Model Park for agricultural products processing and the project of building excellent and famous brands so as to expand a batch of leading enterprises, to construct national and provincial Model Parks for agricultural products processing, and to foster famous brands. Therefore, the output value of processing is expected to increase over 15% and two more top China brands needs to be created. Moreover, we are demanded to comprehensively deepen the rural reform, put into practice the collective ownership, stabilize the contracting right of farmer households, flexibly manage the land management right, and encourage the contracting and management rights of rural land transfer orderly to professional and major farms, family farm, farmers’ cooperatives and agricultural enterprises; to quicken the pace to construct and improve comprehensive trading centers of rural property right at city and town levels; to remold basic farmland of 266 km2 with high standard; to improve the irrigation and water conservancy in farmland, reinforce 41 middle-sized and small reservoirs, and construct and remold canal system of final stage of 600 km. In addition, we must ensure the security of drinking water for over 100 thousand people, must comprehensively improve the rural environment, regulating the livestock pollution, plastic pollution and soil pollution, must accomplish the install of clean energy in 250 thousand households and strive to build two more provincial ecological villages or towns, six more ecology villages and five more model villages of well-off immigrants.
--- To develop modern service industry. In order to achieve this goal, we must grasp the opportunity to accelerate the construction of some infrastructure like modern service park and to nurture modern industries such as sci-tech finance, e-commerce, IT and service outsourcing when Hubei is constructing the business functional zone at the middle reaches of Yangtze River. In the field of tourism, efforts must be made to fully promote the construction of new tourism area in Three Gorges, to initiate the work of editing and revising the city’s overall tour plan, to construct the major projects such as Pinghu Lake Peninsula and Cruises Center and to build national tourist resort in Three Gorges, to deepen the construction of A-level scenic spots, featured model countryside and village tourism spot, and to promote famous towns and villages such as Lotus Town, Yuyangguan Town and Jiuwanxi Town so as to ensure 36.5 million tourist per year and 30 billion yuan total tourism revenue. We also advocate the coordinated development of culture and tourism, encourage the construction of the International Ecology and Wisdom Town, Piano Culture Innovation Park, Three Gorges International Jewelry Garden, Guangong Cultural Tourism City, and begin to make a scheme for the Advertising Innovation Park of Three Gorges. At the same time, we will build Yichang Three Gorges Broadcasting Group, expand stably the management scope and range of the cultural property exchange and ensure that the output value of cultural tourism exceeds 50 billion RMB yuan. At the precious time when the central government plans to elevate the carrying capacity of the Three Gorges Dam, we will promote the port district construction, actively introduce and foster logistics enterprises and develop industries related closely to ports, airports and iron resource so as to ensure over 80 billion RMB yuan output value of logistics. In addition, efforts will be made to promote headquarters economy and commercial real estate economy, and to strengthen the pre-listing tutoring for enterprises, striving for the increase of one more listed enterprise, two more pre-listing enterprises and a batch of enterprises to list on New Three Boards. We also will enhance the financial and credit system, and improve the financial ecological environment; accelerate the construction of modern circulation system to guarantee the market supply; speed up to develop e-commerce, and populate and deepen its application; do all we can to increase two hundred commercial enterprises above norm; put into practice the structural tax reduction policy, and expand the pilot industries of value-added tax reform which replaces the business tax in the past.
--- To enhance the construction of projects and parks. To do this, we need to, with the “four platforms” and key industries as the focuses, well plan a batch of major projects and build a project library of 100-billion RMB yuan industry. Efforts should also be made to bring invested projects into operation, to promote 100 city major projects such as Guanke Electronics, GAC car and CSG panel display, to optimize the project construction environment including the innovation of project promotion system, time-limited efficient examination and approval of key links of a project such as project set-up, land choosing, planning and operation, ensuring that the annual investment exceeds 260 billion RMB yuan. Moreover, we will stick to coordinated development of industries and city, improve the development plan of high-tech zones, innovate the developing mode, expand financing channels, make more efforts to construct the infrastructure and public platforms in industrial parks and enhance the function of supporting service, for instance, improving the economic and social management as well as investment and financing system in high-tech zones, elevating its operating efficiency, and inspiring the scientific and technological innovation so as to ensure the introduction of 200 projects and 50 billion RMB yuan investment. In terms of park construction, we will strongly promote the concentrated development of biology industrial park, accelerate the development pace of Baiyang Industrial Park and Electronic Information Industrial Park in order to build a core zone as soon as possible, encourage the establishment of specialized industrial park in county’s urban areas and categorized and concentrated development of different enterprises and projects. We will further construct more industrial parks such as Wufeng Nationality Industrial Park and Xiaoting Xingfa Industrial Park, and expedite the economic development in enclaves. We will speed up the renovation and extension project of the Three Gorges Airport, promote the construction of Navigation Industrial Park and propel the growth of state-owned investing and financing enterprises at city level, accomplish 15 billion RMB yuan investment and financing.
(2) Highlight integration of urban and rural areas, and expedite megacity construction
With simultaneous development of New District and remolding of old city, the construction of center city and development of medium and small sized township at the same time, efforts will be made to fully promote the new-type urbanization with people as its core and quicken the pace to build a modern megacity of Yichang.
--- To impel efficiently the construction of Yichang New District. To realize that, we need to accelerate the development of New District which will pave a solid foundation of “image shaped within 3 years and scale formed in 5 years”, and deepen the research on development strategy of the New District and form a pattern with harmony between human and nature by applying the post-modern ideas, taking the path of scientific and ecological development and fostering ecological road net and energy-saving buildings. Importance will also be attached to the city characteristics and the creation of an architectural style in accordance with the mountainous land in Yichang. Therefore, we will further improve the New District program, expedite the editing and revision of detailed control regulations as well as make and publish Yichang New District Construction Standard, which will be followed by bringing 96 major projects into operation, and strong promotion of the construction of infrastructure, major public buildings, resettlement house for residential removal, landscape garden and complexes, aiming to invest over 26.4 billion RMB yuan. We will also initiate the construction of major public projects such as Yichang Science and Technology Museum, Grand Theater and Teenage Educational Practice Base, accelerate the construction of Olympic Sports Center, museums and City Planning Exhibition Gallery, promote the social investment projects such as Wahaha Yichang Shopping Mall, CBD, etc., and bring in high-quality institutions of education, medical treatment and so on to the New District. In addition, we will continue or newly start the construction of resettlement house with a total area of 7 million square meters according to the principle “resettlement first”.
--- To expedite the infrastructure construction in urban and rural areas. After early design and scientific planning, we will construct a comprehensive and fully functional transportation system in Yichang, a crucial node in the national transportation corridor, which will be followed by an accelerated construction of speed road net in urban area, the building of a ring road feature with “Two Vertical and two horizontal lines” such as Xiazhou Boulevard, Jiangcheng Boulevard, Huaxi Road and viaduct of Xilin No. 2 Road. Within this year, efforts will be made to complete the road construction surrounding the East Railway Station including the extended segment of Dongshan Boulevard, Bolinhe Road, East Railway Station Road, Gonglian Road, to build the roads surrounding Dianjun District including Jiangnan Boulevard, Double-ten Road, South Railway Station Road, and to further improve the road net in the area surrounding Tangjiawan Village and in Xiaoting District. Besides, we will build Bus Rapid Transit System on Dongshan Boulevard, initiate the construction of greenway system made up by greenways of walking, cycling and scenery and increase 1000 more public parking spaces. As for the traffic issues, priorities should be given to promoting the acceleration of major transportation projects construction, to ensuring accomplishment and operation of Baoding-Yichang freeway. Of course, we will speed up the construction of Yichang-Yueyang freeway, Yichang-Zhangjiajie freeway and Miaozui Yangtze River Bridge, will start the building Xiangxi Yangtze River, attempt to initiate the construction of Wujiagang Yangtze River, and well prepare to build Baiyang Yangtze River Bridge, Yichang-Laifeng freeway and Cross-dam freeway. Efforts will also be made to ensure the completion and operation of Three Gorges Airport Road, the extended segment of Luyu Road and Baiya Road, to expedite the construction of the first-class highway such as Dangyang-Zhijiang First Road and No.318 national road in Zhijiang segment, and to begin building the first-class highways like Pangu-Pengzhen Road of Yuanan. Moreover, we will make great efforts to construct 10 major ports in Baiyang Town, Maoping County, Honghuatao Town and gateway of Three Gorges, etc., to build second-class roads of 100 km, county and town roads of 80 km, cement roads in villages of 600 km, to promote buses in urban-rural passenger transport by implementing project of “buses enter villages” in administrative villages, covering both urban and rural areas with modern transportation net. Meanwhile, we are to speed up the building of Zi-Yun Railway and strive for the railway projects such as Zhenghou-Chongqing Railway, Yichang-Changzhou Railway and Cross-dam Railway; to fully remold the old district in central city and implement organic renewal in the old city; to further remold the 10 major areas such as the Huangcheng South Road district and the 403 factory district, developing and remolding areas of 1 million square meters as well as renovating areas of 1.2 million square meters; to deeply promote the city renovation and the projects of green city, beautiful city and light city; to comprehensively improve 220 buildings, plant 30 thousand seedlings for greening, and attach importance to install night-scenery lights at important places; construct in a higher speed people-wellbeing projects such as Xiaoting First Water factory and Dianjun water and gas supply; to remold and upgrade the rural power grid, completing 13 major projects of power grid; to speed up to build a digitized, web-based and intelligent smart city.
--- To promote new-type of urbanization. To accomplish this, we must speed up the integration process of urban and rural planning, industrial development, infrastructure and public service, improve urban system of “one belt (urban areas along Yangtze River) and four corridor (Xiangxi Stream, Juzhanghe River, Qingjiang River and Yuyanghe River)” and “one center (Yichang central city) and five sub-centers (urban areas in county-level cities of Dangyang, Zhijiang, and Yidu, Longzhouping Town of Changyang District and Maoping Town of Zigui District)”, build strong central city, excellent towns, special central towns and beautiful central villages, elevate the urbanization quality and strive for a urbanization rate of 58%. We must help Wufeng complete the major part of the task --- moving the town to Yuyanggyan Town in order to avoid natural disasters, must pay attention to the 11 new-type of urbanization pilots including Longquan Town and Anfu Tample Town, must strongly promote the construction of beautiful villages as well as cities and towns with their own features, and carry on area renovation in villages. Moreover, efforts should be made to expedite the development of county economy and support Yidu City (county-level city of Yichang) to rank among the 100 Top National Cities, to help Zhijiang City (county-level city of Yichang), Dangyang City (county-level city of Yichang)and Yilng District develop rapidly, to support Yuanan, Xingshan and Zigui County in building strong mountainous counties in terms of ecological economy, and help Changyang County and Wufeng County develop Wuling Mountain Model Site in a scientific way. In addition, we must work hard to promote overall urban and rural development in Yidu City and Yilinag District, and to construct pilot and model areas of urban agriculture in Dianjun District.
(3) Highlighting the driving role of innovation and accelerating competitive advantage in development.
Innovation, the main driving force of development, will occupy an important position in the overall development of Yichang city in terms of deepening the system reform of science and technology, the integration of science, technology with economy and society, and the accelerating construction of national innovation-oriented city.
--- To improve independent innovation capacity. It includes the establishment of a sound mechanism of finance and technology investment for steady growth in the course of support policy improvement and the stimulation of enterprises’ innovation vitality, the thorough realization of Growing Project for high-tech small and medium-sized enterprises, the substantial development of high-tech industries for the ensuring increase of more than 40 new national high-tech enterprises, 20% or more increase output value and added value of high-tech industry, and more than 1% growth of added value share of GDP. At the same time, we will strength the application and protections of intellectual property right, enhance the quality of work, and create actively a national IPR model city. With key industries and emerging ones as the core, the collaborative innovation improvement of production, teaching and research will be realized to carry out a number of major scientific and technological innovation projects, aiming to make a breakthrough in key technologies and to promote achievement transformation of scientific and technological innovations in Yichang locally.

We will push on the construction of Academicians & Experts Workstations and Post-Doctoral Research Centers, introduce and cultivate innovative carriers like high-end research and development, and technology incubators to ensure that there will add 200,000 square meters new incubators and accelerators, and the total number of incubating enterprises will reach 300 or more.

Efforts will be made to promote the effective joint of scientific and technological resources and financial resources, accelerate the construction of a diversified, multi-level, multi-channel technological investment and financing system, actively introduce various professional financial institutions of services and technology enterprises, support strong banks, insurance companies and security companies to establish science and technology specialized institutions. Moreover, we will innovate vigorously the financial services, adopt comprehensively all kinds of mode such as the buyers and sellers credit, intellectual property, stock right mortgage loan, corporate bonds, collective trust etc. to help science and technology enterprises carry out technical innovation financing. As for the small, medium and micro-sized high-tech enterprises’ development, we will give a full play to the municipal-owned investment and financing companies, and resort to stage equity participation. Of course, venture capital institutions and private capital are encouraged to participate in the incubator construction in the form of equity investments, thus enhancing investment and financing services of the incubating enterprises.

We will vigorously implement the "Yichang Talent project" to enhance the influence of famous brands, promote the construction of reform and pilot area designated for reinvigorating Yichang through talents, improve policy mechanisms for supporting talents’ innovation, business-starting and achievement-yielding, introduce all kinds of talents especially industry leading talents and high-level creative and innovative talents, and significantly increase the total amount and the quality of talents. We will support high-level talents for establishing technology enterprises, implement major talent project to foster industrial innovation teams, professional and technical personals in shortage etc., speed up building Model Residential Area for talents and young talents in particular, improve the working and living conditions of personnel, innovate talents working mechanism, and improve the quality of serving talents. We will advocate the idea of “pursuing success and tolerating failure”, thus creating a relaxed and free atmosphere for innovation and business-starting in the whole society.
(4). Highlighting reform and opening up, speed-up in releasing the vitality of development
Reform policy will be implemented throughout all aspects of economic and social development in various fields for the purpose of expanding opening-up to both domestic and foreign market, for the enhancement of social vigor and momentum increase of development, and for a broader space for building a modern megacity.
--- To promote reform in key areas in all-around way. In accordance with the municipal committee’s overall deployment of "1 +10" reform and with problem solving as the lead, efforts will be made to carry out in-depth reform in all-around way, to renovate mechanism, and to recreate new advantages of modern megacity construction. Focusing on the promotion of new pattern of human-oriented urbanization, we will reform the system of household management, social security, land management, and promote the integrated development of urban and rural area. To transform government functions as a breakthrough, we will also vigorously streamline administration and institute decentralization, deepen the reform of administrative examination and approval system, strengthen the in-the-course and ex post regulation, enhance administrative efficiency, and strive to build a first-class development environment of "low cost, high efficiency, internationalization, and legalization". We will further promote government institutions reform, optimize the institutional settings, strictly rein the size of personnel, and push forward the reform of public institutions in classified way. We will optimize the urban management system, devolve part of the municipal government responsibilities to the district, strengthen functions and responsibilities of the district-level government, and establish a system in which power can adapt to the expenditure responsibilities. We will promote food and drug administration system reform, implement food safety network management, food traceability and food integrity management, and build a modernized food safety management system. Meanwhile, we will establish and improve the most stringent source protection system, environmental management and ecological restoration system, and damage compensation and accountability system, thus using the systems to protect the ecological environment. We will improve the budgetary performance management, establish financial regulatory mechanism for government\'s key investment projects, and implement the competitive allocation reform of special funds in municipal finance. We will reform the commercial registration system, lower the threshold for market access, and promote market players to improve the quantity and quality. We will further open the channels for private capital to invest, stimulate their investment activity, encourage, support and guide the development of non-public sectors, deepen the reform of state-owned enterprises, improve the modern enterprise system, enhance the vitality and creativity of the state economy, and overall push forward some other reforms.
--- To improve comprehensively the quality and efficiency of investment. Adhering to the balance of rights and obligations, insist sharing the investment information and resource, we will overall promote cities, counties, and urban areas to hold joint investment, innovate the mechanisms of investment project\'s evaluation, advance and accountability, focus on investment attraction and capital election, and improve the actual effect of investment. We will strive to start 360 new billion- level investment projects and attract 108 billion yuan investment in the whole year, and fight for 7 billion yuan available funds for counterpart support of Three Gorges Project. Focusing on the development of six billions-level industries, we will vigorously introduce the investment projects of industry chain and of affiliate enterprise, thus giving full play to the role of Yichang trade institutions, associations and entrepreneurs in promoting business to canvass business and entrusted investment attracting. We will strengthen the cooperation with Wuhan East Lake High-tech Development Zone and Shanghai Lingang Industrial Park, and strive to introduce a number of high-tech projects and industrial transfer projects. We will enhance strategic cooperation with enterprises under the supervision of the central and provincial government such as China Three Gorges Corporation and China Gezhouba Group Corporation, and strive to add new cooperative investment of more than 6 billion yuan.

We will strengthen the leading role of Yichang in the integrated development of western Hubei Province, strive to turn Yichang into the western strong point in the construction of city agglomeration in the middle reaches of the Yangtze River, expand the collaborative areas with the city agglomeration of Yangtze River Delta, Chengdu Province and Chongqing Province, strengthen the effective docking with the cities in Yangtze River Economic Zones, and actively participate in regional industrial labor division and exchange so as to build an inland riverfront Opening-up Heights. Efforts should also be made to strengthen export base construction, set up public service platform, improve the competitive advantages and benefits of exports, actively dock to Shanghai Free Trade and Pilot Area, speed up pushing forward the comprehensive tax declaration work in Yichang, improve the port construction, and promote speedy customs formalities. We will strive to increase international passenger and cargo routes, support enterprises to explore overseas markets, expand the exportation of serving products in tourism, culture, engineering, labor etc, and increase the trade shares in services.
(5) Highlighting green development and accelerating the construction of beautiful Yichang
Ecological civilization construction will be placed at a more prominent position so as to strengthen environmental management and ecological protection, to pass the inspection of the National Environmental Protection Model City, to strive for the building of a National Ecological Garden City, and to further display the charm of a livable city.
--- To reinforce the ecological construction and environmental protection. Aiming at strengthening the protection and utilization of the mountains and waters, we will begin to build Qiuyutai Park, Chengdong Park, Bolin River Park and Juanqiao River Park, construct Yanzhiba Wetland Park, promote the water landscape construction of the East Railway Station area, and continue to build the colorful forest landscape along the main roads. In the following year, Dianjun District will be comprehensively developed into a green and low-carbon ecological district. We will progressively carry out “Returning Grain Plots to Forestry Program”, natural forest protection and the Yangtze River shelterbelt construction, planting 20 acres of trees, consolidating the management of forest resources and dealing with 50 square kilometers of soil erosion land. Based on the Major Function Oriented Zoning, we will complete the overall planning of urban environment. Similarly, the Three Gorges Reservoir, Qingjiang reservoir and the Yangtze River area which are ecologically sensitive will receive greater protection and restoration. We will implement the Yangtze River regulation project, key river comprehensive management and canal comprehensive regulation project. We will intensify the protection of key centralized drinking water supply source, strengthen prevention and control of geological disasters, further promote joint prevention and control of air pollution, establish environmental label management for motor vehicles, and keep a tight grip on fugitive dust from construction sites and industrial waste gas. We will regularly release the monitoring data of environmental quality, improve environmental health monitoring and management, and strictly punish salient environmental law violations.
--- To facilitate energy conservation and resource utilization. Progress will be made in phasing out the backward production capacity, tracking the polluting factories, monitoring key energy companies online, and supervising energy conservation of the public agencies. Due to the green energy-efficient building project, we have 146 square meters of renewable energy buildings to be built, 180,000 square meters of energy-saving buildings to be remolded, and 90,000 square meters of green buildings to be constructed. We will greatly develop the circular economy, promote Xiaoting park circular economy transformation pilot project, launch the construction of a number of eco-industrial parks and renewable resource bases, promote the construction of phosphate resources trading platform, and implement the most detailed farmland protection and water management system. We will continue to carry out the three new pilot project: urban and rural construction land regulation, comprehensive development and utilization of low hills and gentle slopes and re-development inefficient urban land, speeding up the transformation of old towns, old plants and old villages to ensure that the city\'s land consumption per unit of GDP can drop more than 8%.
--- To take steps to improve urban management and environmental remediation. We will improve the urban management appraisal system and the long-term urban management mechanism, and advocate digital urban management. We will carry out urban environment comprehensive management, including punishing illegal acts, beautifying city appearance and environment, keeping traffic order, improving civilization qualities, etc.. We will complete the urban sewage pipe network and improve sewage disposal and collection rate. We will dredge the main city drainage networks to enhance urban waterlogging prevention and draining capacity. We will improve the domestic waste disposal system by building three city solid waste transfer stations, starting the first phase of Huangjiawan landfill project, accelerating the Xiaoting waste dump project with the aim that the urban life garbage harmless disposal rate can reach 95 %. We will implement the national kitchen waste recycling pilot project and the provincial solid waste sorting and collection pilot project. It is also inevitable for us to raise the mechanization level of sanitation work, ensuring that 55% of the road can be cleaned by mechanical sweeper.
(6) Giving high priority to improving people\'s wellbeing and promoting people\'s welfare
Trying our best within our means, we will make full use of limited finance in the improvement of people’s livelihood, in solving the most pressing and realistic problems deeply concerned by the people, and in making more citizens benefited from the growing fruits of reform and development in a fair way.
--- To promote adequate employment in urban and rural areas. Strides will be made in building an urban and rural integration human resources market, carrying out vocational training for urban and rural employment, and providing employment services for the public and enterprises. We will increase coordinately job opportunities for university graduates, urban young people, rural migrant labor force and the urban residents who have difficulty finding jobs, enhance job placement for the ex-servicepersons and the military families, and guarantee higher employment quality. In order to build a national entrepreneurial city, we will support small and micro business, encourage "business-starting at the second time", promote employment by entrepreneurship vigorously and ensure 7.7 million people’s new urban jobs. We will improve wage-paying mechanism and regular wage-raising mechanism for migrant workers to maintain harmonious labor relations. We will take measures to increase people\'s property income through a variety of channels and push forward a new round of poverty alleviation and development: carry out the anti-poverty program for the 30 poorest villages and the development plan for 86 villages, making sure that 3.5 million people will get out of poverty. We will steadfastly help the Yangtze River migrants at the last phase, bringing them security and wealth.

We will expand the coverage of social insurance and keep the rate of the urban and rural residents who meet the age demand and buy or renew the social endowment insurance above 90%, and implement the new rural cooperative medical system at municipal level actively and establish comprehensively the critical illness insurance system. It is of great importance to build the housing security system with the public rental housing as the major part, probe common property protection mode, improve the distribution of property and trade adjustment mechanism, and gradually solve the housing difficulties for low-income families. We plan to declare 64,000 houses of various types for low-income groups and transform rural dilapidated houses for 15,000 households, and determine to improve the social and old-age service system, making the coverage rates of urban community care service centers and rural elderly mutual help centers respectively reach 80% and 40%, and yielding simultaneous improvement of social relief, special care and placement, social welfare and the average standard of living of urban and rural residents.

We will cultivate and practice the socialist core values, promote and normalize voluntary activities of “Learning from the Moral Model” and “Learning from Leifeng” to continuously improve the moral awareness of public civilization. In 2014, we will launch the three-year action plan to build the model area of the National Public Cultural Service System. We will accelerate the construction of public cultural and sports facilities, including the City Music Hall, radio and TV towers, the news center and sports stadiums. We will carry out the digital culture construction program, developing a number of communities and villages with cultural characteristics. Supporting the non-government cultural undertakings is also a big issue. We will prepare for the 1st Yichang Art Festival, Zigui Dragon Boat Festival, the Yangtze River Piano Music Festival, and the "A Reading City--Yichang" campaign and the fourth session of the provincial sports meeting to promote competitive sports, mass sports and coordinated development of the sports industry. We will consolidate the protection, inheritance and use of cultural heritages, strengthen market supervision for culture, press and publication, and foster healthy Internet culture, flourishing literature and art, philosophy and the social sciences.

We will speed up the relocation of Yichang NO.1 High School and Yichang NO.13 High School, and finish the first-stage project of Zhijiao Park. To boost the development of higher education, we will support China Three Gorges University in purchasing its characteristics and racing to the top.
We are resolute to promote higher education and vocational education’s integration with industries and serve local economy. We will deepen medical and health system reform with a focus on promoting comprehensive reform of public hospitals in the counties, optimize the layout of urban medical and health resources, speed up the infrastructure construction of the Central Hospital and its Dianjun branch, set off the construction of Women and Children\'s Hospital, build the Rehabilitation Hospital for the disabled, and encourage private medical institutions so as to create more regional health centers. We will, at the same time, improve the overall community-based medical and health care services, complete the urban community health service system, and strengthen rural doctor group and village health team construction to provide safe, effective, convenient and affordable basic health care services for urban and rural residents. We will consolidate and improve the construction of the National Health City and strive to qualify Yichang as a Provincial Health City. (1).To work diligently for the people. we will seriously implement the regulations issued by Central Committee, the provincial and municipal committee of CPC to improve the work style and maintain close ties with the masses, go down to different grass-roots units with compassion, handle concrete affairs in a down-to-earth manner by changing the work style to promote the cadres into officials who will strive to keep the faith, serve the people, be diligent and pragmatic, dare to take responsibility and be incorruptible. Meanwhile, we will accomplish the standardized and information-based construction of the government affairs service centers at city, county, town and village levels, strengthen the construction of E-Government, and provide all-round high quality government services for the people in multiple ways of serving on and off line. We will scientifically allocate different government affairs services to different levels. In order to bring convenience to the people, those public services involving people’s livelihood would be transferred to government affairs service centers in streets, communities, towns and villages. Moreover, we will endeavor to regulate government’s purchasing process of public services from social sectors and make good efforts to fulfill the work of government by fully developing the responsibility system and forging the channel to taking concrete measures.
