During the Spring Festival, residents from Changjiang Neighborhood Committee, which is under the administration of Gulaobei Sub-district Office, Xiaoting District, Yichang City, got their dividends as shareholders for the first time, which demonstrates the tangible fruit produced by the reform of village-collective propriety rights system.

　　To activate the development of collective economy, vitalize and strengthen collective propriety, and ensure land-lost farmers their distribution rights to income of former collective propriety, Xiaoting District started to accelerate the reform of collective propriety rights system in 2012. Changjiang Neighborhood Committee was listed as one of the first batch of pilot units. And in November, 2012, Yichang Xinchangjiang Asset Management Co., Ltd. was founded. Based on the verification and evaluation of assets, the company brought in 10,000,000 RMB of monetary capital, 3,940,000 RMB of houses and buildings, 2,800,000 RMB of ports and docks, 2,310,000 RMB of land use right, which in all made the total assets 19,050,000 RMB. The company converted the assets into shares and turned farmers into shareholders by means of individual quantification of collective property. As a result, 1347 residents in the community became its shareholders.

　　In 2013, Xinchangjiang Company, making full use of the 0.8671 hectares of warehouse land by Yangtze River, cooperated with Yichang Fine Chemical Industry Park, Xingfa Group in leasing business and rented the dock and houses which belong to Changjinag Neighborhood Committee to Gulaobei Port Company, which earned more than 300,000 RMB.

　　At the scene of the shareholders’ meeting, Hu Faqun, Branch Secretary of CPC Changjinag Neighborhood Committee and Chairman of Xinchangjiang Asset Management Co., Ltd., said that for this time the average dividend is 303,871.91 RMB, and that there were 49451 shares in total and the bonus of each share was 6.68RMB. The 73-year-old shareholder Ruan Haizheng was very glad when he got his dividend. He said, “Being a shareholder I can get the bonus, which will increase the income of my family.
