On February 19, the industrial economic work conference was held in Yichang. Ma Xuming, Mayor and Deputy Sectary of Yichang Municipal Party Committee, pointed out that the highest priority of the industrial economy development was to focus on key points and overcome difficulties by taking strong and specific measures and vigorously promote the sustainable and healthy development of the industrial economy with rigid measures, optimal policy, good working style and courage.

　　Ma addressed that the modern megacity construction should be supported by substantial industry, and we should promote the strategy of industry strong city unswervingly. According to Yichang government work report, the city’s large-scale industrial value-added output should rise 15 percent this year. To achieve it, the government needs to do the following things in its practical work: first, it should focus on the projects and investments around industry and pay close attention to industrial investment projects, industrial projects fulfillment and the growth of industrial investment. Second, it must focus on services and reform around industry. In this year, the main efforts should be made to innovate working mechanism, optimize service environment, make more progress and ensure the realization of development objectives that the output value of fine chemical industry should exceed 150 billion yuan, food biomedicine over 135 billion yuan, advanced equipment manufacturing over 100 billion yuan and new materials over 60 billion yuan. In the specific work, government should innovate industrial development promotion mechanism and the investment mode of industrial capital, consummate working objective assessment methods and provide industries and enterprises with more services. Third, the government should focus on innovation around transformation around industry. It will lead enterprises to speed up the technical transformation and innovation, intensify industry-university-research cooperation mechanism and firmly take the path of green development.

　　Last year, the industrial output value reached 453 billion RMB in Yichang City, growing 15.2 percent year on year; the added value created by above-scale industrial reached 140.58 billion RMB with an increase of 13.7 percent, 1.9 percentage points higher than that of other cities in Hubei Province. The industrial economy growth speed was better than the forecast at the beginning of this year. At the meeting, the Yichang Municipal Government and the county and municipal government (Hi-tech Zone) signed the “2014 Object Responsibility of Annual Industrial Economy Development and Improving Project of SMEs” with governments of various counties and districts, and relevant commercial banks signed a credit agreement with representatives of small and micro enterprises.
