On February 21, a working conference of 2014 was held by the municipal civil affairs system. At the conference, it is pointed out that efforts should be made on the following three key tasks this year: first, strengthening the livelihood security that mainly focuses on social assistance; second, promoting basic public services of civil affairs that mainly focuses on services of social basic elderly support; third, deepening innovation work of grassroots social administration that mainly focuses on the construction of “Happy Village, Happy Home” .
It was stressed at the meeting that livelihood security work that mainly focuses on social assistance should be effectively strengthened so that those eligible citizens will receive the entitled benefits. Meanwhile, the actual subsidy treatment of subsistence allowance system according to the security standards should be implemented so as to ensure that subsidy per capita would not be lower than 65% of the security standards.
Basic public services of civil affairs that mainly focuses on services of basic elderly support should be vigorously promoted. The construction of service center of urban community care for elderly people at home and the construction of rural old-aged mutual assistance and care center should be accelerated. The coverage rate of these two centers in urban area should reach 80% and 40%. Efforts should be made on the goal that there will be 29 beds for every 1,000 senior citizens by the end of this year and that the number of people who can enjoy the services of basic elderly support will increase by 15%.
In the all-around construction of “Happy Village”, four mountainous counties should carry out the work in a comprehensive way, and other counties, cities and regions should do a good job in pilot projects.
