On the afternoon of February 20, the Municipal Party Committee and the Municipal Government held the first leading group meeting for constructing Yichang as the national best trustworthy city of food safety. Huang Chuping, the Standing Committee member of CPC Hubei Provincial Committee and Secretary of CPC Yichang Municipal Committee, attended the meeting and delivered a speech. He stressed that the government should carry out construction confidently and eagerly with a lofty aspiration, high standard, and efficient supervision, and promotes all the work actively and steadily with the spirit of reform and innovation, building Yichang as a Model City of Safe and Fine Food with the widest areas covered, the highest safety and the most efficient supervision.

　　All members heard the reports on the progress of building Yichang as the national best trustworthy city of food safety, discussed and passed the implementation plan. It was agreed at the meeting that the Food Safety Department in the past year had responded actively, solved problems courageously, and impelled the whole work steadily, contributing to the remarkable progress made in the pre-construction. But they must remain sober and be aware that the construction job is a long-term and intricate task.

　　The reporters have learnt from the meeting that Yichang City will reform the regulatory system of food and drugs at grassroots level in counties, strengthen the training of supervisory teams and related employees, implement four pilot programs including the rapidly-linked grid management service, the construction of the credit system of Enterprises, the construction of food traceability system of agricultural products and so on, and carry out six thorough renovation plans namely the governance of edible agricultural product resources, renovating the process of food production , distribution, catering and consumption, renovating the major types of bulk consumed food and high-risk food and so on to highly promote the overall food safety level, and significantly improve the public satisfaction.

　　Huang Chuping pointed out in his speech that food is the first necessity of the people while safety is the first necessity of the food. The construction of the best trustworthy city of food safety is the largest project benefiting people\'s livelihood, the important project promoting the development, the complicated and systemic project influencing the whole development of the city. He said that the government should deepen the acknowledge of building the best trustworthy city of food safety from a strategic and overall perspective, thoroughly implement the work with the spirit of reform and innovation and explore the new standards, models, systems featuring Yichang to Yichang as a Model City of Safe and Fine Food with the widest areas covered, the highest safety and the most efficient supervision, fulfilling the citizen\'s dream of megacity and happiness.

　　He stressed that the government should carry out construction confidently and eagerly with a lofty aspiration, a high standard and efficient supervision, and further improving the level of the construction of the best trustworthy city of food safety. He said that, according to the top-ranking requirements at home and abroad, experience abroad should be learnt to form innovatively a set of reliable scientific standards system of food safety in line with the specific situation of Yichang city. Information technology should be fully utilized to whole procedure of source management, production process control, strict market access, and traceability system, so as to build a model with Yichang characteristics with the integrated construction of National Intelligence City, E-commerce Demonstration City, Demonstration City of Information Benefiting the People and grid management. Moreover, efforts should also be made to the establishment of high-efficient regulatory system featured with standardization, preciseness, reasonability, efficiency, iron-handed law enforcement and heavy penalties.

　　Huang Chuping said that it is a difficult and demanding systemic project to build the national best trustworthy city of food safety, which asks for the cooperation and active involvement of the whole city to further form the magnificent pool efforts for work. He demanded that the Municipal Party Committee and the Municipal Government should regard the project as the most important jobs under the department leaders\' responsibility, and all the departments over the city should bring it into the overall plan and the annual work plan. Efforts should be made to ensure the establishment of target management responsibility system, strict appraisal mechanism, and adequate publicity to make the project known to all. In addition, the government should agglomerate the forces from all the walks to build the national best trustworthy city of food safety through two to three years, assuring another bright visiting card for Yichang.
