A national teleconference on family planning was held by the State Council on the afternoon of February 27. Wang Guobin, Dputy Mayor of Yichang City, attended the meeting and delivered a speech at Yichang Parallel Session.

　　It was reported that the Party and government leaders of Yichang won the first prize in family-planning objective assessment of Hubei Province for three straight years, and No.1 for two years. In 2013, eight counties put the family planning reward policy into practice. Over 16 million RMB was invested into the equipments of free pre-pregnancy eugenic physical examination and inspection and zone modification. Yichang is the first in Hubei to achieve full coverage of the target population. Zhou Lirong was awarded "the Most Beautiful Person in Grassroots --- National Top Ten Outstanding Figures in Family Planning".

　　Wang stressed that departments at all levels should earnestly implement the spirit of the conference, firmly establish the awareness of the basic national policy of family planning, perform their duties positively and explore the way to maintain population and family planning work at a high level in the province, to implement the "2-child policy for only-child parent" and to improve birth-control service and management level, the population quality and family happiness index so as to build happy families and contribute to the construction of a modern mega-city in Yichang.
