On the morning of February 26th, Huang Chuping, the Standing Committee member of CPC Hubei Provincial Committee, Secretary of CPC Yichang Municipal Committee, chaired the Yichang Municipal Standing Committee Meeting, in which participants discussed about the issues of to deepening rural reform and accelerating the construction of modern agriculture, and measures for fund management of key industrial development etc.
Since a series of new tasks, new requirements and deployment about the reform and development of “Three Rural Issues” (issues concerning agriculture, countryside and famers), urban-rural integration and new pattern urbanization in new era have been put forward by the Central and Provincial Rural Work Conference, the Central Urbanization Work Conference, the Fourth Plenary Session of the Fifth Municipal Committee Meeting and the Fifth Session of the Fifth Municipal People\'s Conference, this meeting regulates that municipal organs at various level must strengthen the responsibility for "three rural issues", implement the general requirements of "Strong Agriculture, Rich Farmers, and Beautiful Rural Areas", deepen rural reform, and accelerate the construction of modern agriculture.
It was stressed at the meeting that, with “three rural issues” as the priority all the time, efforts must be made to deepen rural reform by adhering to make breakthroughs in reform, by transformational upgrade, innovative drive and overall integration, to innovate development pattern, to promote comprehensively the development of urban-rural integration, and to speed up the pace of “Strengthening Yichang by Agriculture”. In 2014, the city\'s total agricultural output will increase by more than 10%, the agricultural added value will increase by more than 5%, above-scale agro-processing output will increase above 15%, and the per-capita net income of rural residents will exceed 10,000 yuan.
According to the requirements of the meeting, the municipal government will implement the plans of improving the quality of citrus, of doubling tea industry, of enhancing the livestock industry, of expanding the vegetable industrial brand, and of accelerating the development of aquaculture industry and edible oil industry, strengthen the construction of scientific and technological support, of quality and safety supervision, and of market system, and accelerate the transformation and upgrading of characteristic industries. Establishing a rural comprehensive property-rights trading system, developing diversified scale managements, the municipal government will support the new agricultural management body, improve the agricultural social service levels, and accelerate the construction of new agricultural management system. Efforts will be made to deepen the reform of rural land system, improve the rural land contract policy, guide and regulate the operation of rural collective land for construction, and effectively ensure the property rights of peasants. Meanwhile, to speed-up in pushing the construction of urban-rural integration, the government will overall enhance the construction level of new countryside, accelerate the promotion of new types of urbanization, build beautiful villages, propel the equalization of public service between urban and rural areas, strengthen the support and security of solving "three rural issues", and improve rural governance mechanisms.
The meeting stressed that party committees and governments at various levels should strengthen the organization and leadership of the "three rural" work, accurately grasp the direction and pace of reform in rural areas, and overall design the schemes of modern agricultural construction. They have to strengthen the comprehensive evaluation of "three rural issues", actively apply for and realize all kinds of Model Pilots in reform and experiment, and create actively Yichang Experiences and Model. To effectively change the style, keep close ties with people, the government should pool labor and talents to deepen the work.
Furthermore, the meeting has intensively discussed about trying out key industrial fund management reform, and competitive allocation reform of special funds among municipal finance. According to the meeting, the establishment of the industry funds is an important measure to promote the development of key industries in Yichang City, and a basic requirement to implement the municipal government’s demands of pooling special financial funds to solve major problems, thus promoting and guiding social capital to increase investment in key industries, and providing industry support for building modern mega-city. The meeting called to make the fullest use of industry funds to focus on supporting fine chemical industry, food and bio-pharmaceutical industries, advanced equipment manufacturing industry, new materials industries, cultural tourism, modern logistics industry, modern service industry, strategic emerging industries, modern agriculture, as well as other perspective high-tech industrialization projects and industry leading enterprises, superior enterprises and emerging leading enterprises.
The meeting stressed that in accordance with overall planning, the departments should use the industrial funds with the principles of highlighting the key point, focusing on efficiency, guided expansion, and circularly use. Focusing on scientific and rational use of industry funds, avoiding excessive concentration use, they must fully mobilize the initiative of enterprises and financial institutions. To strengthen the supervision of industry funds, the municipal government should be strict to the application, certification and assessment, make competitive allocation mechanism, and ensure the safety of funds and of cadres. Meanwhile, they should play a "seed" role of the funds, draw on the successful experience of developed areas, guide social capital investment, and magnify the effect of industry funds as much as possible.(Reporter Liu Zirong)
