On March 16, Yichang municipal government launched special regulation movement to ensure the gasoline quality of motor vehicles of the city to reach the national standard. It is required that from that day on, the rules of The Announcement of Implementing the National Standards of Motor Vehicle Emission Control will be formally and strictly implemented. Those who use or provide substandard gasoline will be punished by law. The ultimate purpose of the movement is to decrease the exhausts of motor vehicles and improve the air quality of the city.
It is learned that at the end of last year The Announcement was jointly released by six departments including Municipal Environmental Protection Agency and Public Security Bureau. According to the announcement, from January 15, 2014, the motor vehicles with spark and compression ignition engines must reach the national Ⅳemission standard, and those with gas fuel and spark ignition engine must reach the nationalⅤemission standard. Meanwhile, the operating units of motor gasoline are required to improve the quality and provide the gasoline that meet national standards.
A special work group will be set up to fully examine the operating units, including gasoline depots and gas stations. The unit that provides substandard gasoline will be punished by law. The unit without license will be strongly combated. The coordination mechanism will be built among relative departments to supervise and examine the exhausts of motor vehicles. The motor vehicle that emits evident pollution items such as black smoke during its operation will receive the examination of exhaust emission. The motor vehicle that fails or does not take the regular exhaust emission inspection cannot get the green stamp issued by Environmental Protection Agency, and cannot pass the annual inspection conducted by the Public Security Bureau.
