On April 18, the Deputy Mayor Zhang Wenxue attended the Fifth Session of the Fourth Committee held by the Municipal Association for Science and Technology, in which the Regulations on Academician and Expert Workstations in Yichang City was issued.

　　Ren Yun, Chairman of the Municipal Association for Science and Technology (MAST), has pointed out in his work report that among the 40 Academician and Expert Workstations declared by the city in 2013, 15 of them have received approval from the Provincial Association for Science and Technology and 9 of them have been authorized in secession. According to the Supportive Measures for Entrepreneurs to Start and Improve the Business issued by the Municipal Party Committee Office and the Municipal Government Office, “the newly authorized Academician and Expert Workstations will be financed with 500,000RMB”

　　According to the Regulations on Academician and Expert Workstations in Yichang City issued by The Municipal Personnel Office and the MAST, under the direction of industry development needs and technological innovation and being linked by the Industry-Academy-Research cooperated projects, the workstations, with enterprises as the main body, can serve the companies’ technological innovation with intellectual support as an important platform by relaying on the academicians of Chinese Academy of Sciences and the Chinese Academy of Engineering. The main functions of the workstations are as follow: to offer industry and enterprise strategy consultation and technological guidance; to organize the academicians and their teams to work together with the research staffs in the companies on the major technological problems that need urgently to be solved; to bring in the technological achievements from the academicians and their teams as well as transform and industrialize the achievements with the companies equipped with workstations to build their own brands with intellectual property rights; to instruct the companies equipped with workstations to apply for the approval of technological innovation and research at the regional, industrial and national level, at the same time in order to strive for the financial support for national major projects, to provide decision making demonstration and participate in the implement process; to construct the personnel training base with the academicians and their teams to cultivate innovative talents; and to flexibly introduce in the talents, intelligence and projects that meet the need of the economic and social development of the city by relaying on the workstations.

　　Zhang Wenxue required that the platform of Academician and Expert Workstations should be fully used to promote actively the cooperation between academicians, experts and companies, to strength the transformation and popularization of scientific and technological achievements, to accelerate the integration of economy and science, and to transform the development mode from resource consuming oriented to technological innovation oriented.
