At the end of March, the first made-in-Yichang car rolled off the line in GAC-ZX Auto Co., Ltd (Yichang) of Shenzhen High-tech Industrial Park in Yichang New District. On April 22, the reporters learned that GAC-ZX Auto only spent 300 days from signing a contract to putting the first car into production, namely from last May 16 last year to March 30 this year. The rapid development of Yichang City promotes its automotive industry

　　At the end of 2013, as a wholly owned subsidiary of Guangzhou Automobile Group, Guangzhou Automobile Group Motor Co., Ltd (GAC Motor) restructured the Yichang Branch of ZX Auto, and planed to set up a Yichang branch of the GAC Motor. Due to a series of new policies adopted by the state authorities to reduce automobile enterprises, it would be much more difficult to gain a new production qualification in recent years. The company planned to produce the SUV and sedan with the car production qualification of GAC Changfeng Motor Co.，Ltd. in Yongzhou, Hunan Province. The new companies must apply for approval from the Ministry of Industry and Information Technology if they want to use the original qualification to produce cars. The registration of the new company has miscellaneous procedures which involve GAC Motor, GAC-ZX Auto in Hebei Province, Yichang Branch of ZX Auto, and the changes of land and factories ownership of related companies. Therefore, the application procedures for the qualification and production depend on the registration approval of the new company.

Yichang municipal government determined to reform the approval pattern. On the 25th day of the twelfth month of the lunar year, Yichang Government, GAC and ZX Auto established a joint working group to make sure all approval procedures be completed before the New Year\'s Eve. They set up six special work teams who went to the Ministry of Industry and Information Technology, Guangdong Province and Hunan Province several times for negotiation, and finally reached a consensus with related companies on moving out the Production Qualification. Yichang  Government reformed approval procedures, transferring the sequential to parallel and turning the passive data-acceptance into initiative on-site services, which dramatically reduced approval time and procedures.　　

On March 28, Yichang Factory Branch of GAC-ZX Auto was approved for car production. It only took them five days to finish three-month application procedures for the qualification. On March 30, the first car rolled off the line in Yichang Factory Branch of GAC-ZX Auto. It is the rapid development of Yichang City that promotes its Automotive Industry.

It was learned that the simplification of administrative procedures brought fresh air to “soft environment” in Yichang for attracting more investment and fully optimized the administrative approval in Yichang. Data showed that the department in Yichang took just 8.5 days on average to handle with the administrative procedures, only 1/3 of the statutory time limit. The approval limit time of establishing enterprises in Yichang decreased from the statutory 60 days to only 3 days, and the approval time of industrial project construction decreased from the statutory 134 days to 33 days. The municipal administrative procedures decreased to 72 items, only 5% of the past administrative procedures.
