Located at the “throat” of the Yangtze River economic belt, Yichang has brought into full play of her geographical location and resources, and endeavored to build a modern city in recent years. Thus the investments in infrastructure have been growing, which indicates the increasing frequency of the transaction of public resources, such as land, minerals and constructional engineering. In order to avert the corruption caused by the transaction and guarantee the transaction conducted in an open and transparent manner, Yichang government plans to build a platform to implement the online transaction.

　　Auction like Ebay: 795 rounds decide a plot of land

　　In March, 2013, a land of 99, 846 m2 was bought by a company at a price of 29, 100 RMB yuan.

　　Since the land was listed on online transaction, four companies participated in the audition, and the buyer was finally decided after 795 fierce rounds.

　　This land transaction was shown online to the public from the beginning to the end. Moreover, the online audition was automatically completed by the system. After the technicians typed in the information of the land, the system worked without any intervention by anyone.

　　As early as 2008, Yichang has built an online transaction platform for the right of use of state-owned construction land in urban area. And in 2011, Yichang brought the profit-oriented land into the online transaction.

　　So far, Yichang has listed 117 cases of land transaction in total, involving land of 6.89 million m2 and of 10.489 billion RMB yuan.

　　Separation of powers: decision-making, execution and supervision

　　Just in Yichang City, the volume of public resources transaction is over 10 billion RMB yuan. In this significant battlefield where all companies fight for their benefits, the Yichang government, by reform and innovation in systems and mechanisms, endeavors to thoroughly separate powers of decision-making, execution and supervision.

　　In February, 2009, the Yichang government decided to establish the Bidding and Tendering Management Office and the Comprehensive Bidding and Tendering Center.

　　In May, 2010, the Yichang government decided to officially integrate Engineering Transaction Center, Government Procurement Center and Property Rights Transaction Center to build the Public Resources Transaction Center as a legal entity which practices the functions of site service, transaction information publication and transaction activity organization.

　　The comprehensive regulator and transaction platform adhere to the separate work of people, money and property to avoid the risk of confusion of supervision and execution. The relationship between supervision and execution is supposed to be “one establishing rules and the other executing”, “one executing and the other supervising” and “one correcting the other’s mistakes”

　　Under the separation of three powers, from 2011 till today, the public resources transaction platform of Yichang City has organized more than 2000 transaction activities which involved the transaction volume about 40 billion RMB yuan.

　　Exploring and implementing online transaction for public resources transaction

　　The online transaction of public resources on the one hand can guarantee the transaction conducted openly, and on the other hand dramatically decrease the costs of communication, transportation, print, labor and management.

　　In 2012, the online transaction platform for public resources of Yichang was officially put into operation. Till today, over 1000 projects have been brought into the platform, involving a transaction volume over 15 billion RMB yuan.

　　The Yichang government tries to improve the institutional system in order to foster a normalized online transaction platform for the public resources. It has established the information transparency system in which the transaction center publishes all the information of the projects entering the platform and specifies the process, contents, ranges and time limits of the information.

　　As soon as the information of public resources transaction is put on records, it can be traced at any steps in the process, such as information publication, transaction confirmation, bribery record inquiry, staffs accountability, opening of tender and evaluation of bid.

　　Moreover, the Yichang government has established an expert database for bid evaluation. Adhering to the principle of “establish unified database, manage according to different categories, and share resources”, the Yichang government integrated the bidding and tendering expert databases of Ministry of Housing and Urban-Rural Development, Ministry of Communication and Transportation and Ministry of Water Resource, expert database of government procurement and expert database of transaction of property rights.

　　Furthermore, the Yichang government has enhanced the supervision of the personnel involved in bid evaluation and transaction of public resources. The government has issued Performance Appraisal Standards for Bid Evaluation Experts, setting up appraisal records for experts and preparing to dismiss the experts who do not reach the standard.
