On May 6th, the Yichang Municipal Implementation Plan on the Prevention and Treatment of Air Pollution (2014~2017) was officially released by the Municipal government. The Plan proposed that the air quality will be improved, that the heavy polluted weather of the air quality in the downtown will be decreased significantly, and that the air quality in all counties and other prefecture-level cities will be improved sequentially. By 2022, striving to basically remove the heavy polluted weather and to obviously improve the air quality and it will meet with the second level standard of the national air quality.

　　According to the Plan, the ten major tasks of treating the air pollution are as follows: deepening the treatment of the industrial pollution and decreasing the emission of the air pollutants; further governing the diffused pollution and comprehensive managing the particulate pollution; intensifying the treatment of the pollution of mobile source and quickly weeding out “yellow-label cars” which are heavy polluting vehicles; optimizing industrial development structure and transforming the economic development mode; intensifying the study and promotion of science and technology and enhancing the industrial development level; optimizing the energy consumption structure and popularizing the utilization of the clean energy; optimizing the layout of the urban development and building the green living environment; perfecting the matching policies and measures, reinforcing the joint implementation of laws among departments; endeavoring to build the supervision system and increasing the ability of emergency treatment; increasing the opening of the environmental information and expanding the channels of public participation. By 2017, through implementing the 134 comprehensive measures and clarifying the accountability units and the deadlines, the annual concentration of PM10 (Particulate Matter) in Yichang’s downtown will be decreased by 15% compared to 2012 and that of PM2.5 will be decreased by 15%.

　　It is also learned that the Plans and Measures on pollution prevention were released intensively. Except for the Yichang Municipal Implementation Plan on the Prevention and Treatment of Air Pollution (2014~2017), the Administrative Measures on the Exhaust Prevention of Vehicles and the Emergency Plan of Yichang’s Heavy Air Pollution were issued by the Government who is the second one publishing plans and measures on the prevention and treatment of the air pollution after Wuhan in Hubei Province. Yichang takes lead in carrying out the general plan of the urban environment and the General Plan of Yichang’s Environment (2012-2013) under editing will draw the “ecological red line”, making citizens enjoy the beautiful environment with fresh air, clean water, and green plants.
