According to the relevant provisions of The Three Gorges Project Security Regulations promulgated by the State Council, the Three Gorges Dam Public Security Sub-bureau declared an administrative warning to the Brazilian tourist Ricardo Pereira Nucardo for illegal flying of a model airplane on May 18. The Brazilian visitor is the first foreign violator against the Regulations since implementation of the regulations from Oct. 1 last year in Yichang.
On May 16 at 9:00 am, Mr. Zhang, a worker in Tangziling in Three Gorges Dam called the police and reported that there was a foreigner flying a model aircraft illegally. The worker stopped him, deleted photos taken by the model aircraft on spot and reported to the public security bureau promptly. Arriving at the scene, the policemen from Three Gorges Dam Public Security Sub-bureau and Bahekou Police Station were informed that the foreign tourist had left by boat for Xinshiji Wharf near Three Visitors’ Cave.
The leaders in the Municipal Public Security Bureau attached great importance to the case and required serious investigation. The policemen from Three Gorges Dam Public Security Sub-bureau and Bahekou Police Station rushed to the mouth of Xinshiji Wharf, intercepted and questioned the offender in M/V President Prime.
The party was a Brazilian named Ricardo Pereira Nucardo. He bought a model aircraft in Beijing on May 6. Seeing the magnificent Three Gorges Dam from Tanziling Viewing Deck, he started flying his model aircraft without hesitation. Less than one minute, the scenic worker stopped him and asked him to delete his photos. Then, he left Xinshiji Wharf near Three Visitors’ Cave by boat for Wudang Mountain.
After the inquiry, the police checked his computer and the memory card in the model plane finding nothing suspicious. According to Article 23 in the Regulations, the Public Security Bureau in Three Gorges Dam gave him an administrative warning. (Reporter Gong Changjun, Correspondent Chen Qiuping)
