On May 19, reporters learned from the 32th municipal government executive meeting that Yichang will introduce the “Implementation Plan for Further Promoting the Reform of the Market Subject Access System” to explore the reform of market subject access system, further transform government functions, release reform dividends and promote the prosperity of city and industries.

　　According to the Plan, Yichang proposed that the city should explore the establishment of a modern market subject access system, comprehensively reform and transform the working modes are inadaptable to government functions, fully relax market access threshold, to create the best “Yichang” mode with the widest market subject access conditions, the minimum threshold, the best process, fastest time and best environment.

　　To further optimize the service processes for the market subject access system, maximize facilitation and high-speed, the city focuses on the following six reforms：1. Implementing the “Negative List”management model to achieve access as long as there is no legal prohibition. In addition to economy fields and industries regulated not open by government explicitly, other industries, fields and activities are all open to market access. 2. Improving “Application of One Table and One Window” mechanism to implement centralized fast approval. In accordance with the method of simplified procedure and a reasonable way to merge, set access declaration form uniformly. 3. innovating the market subject access registration process, implement the “Handle Business License First and Then Get Permit”. Apart from some special industries, for business activities need permitting, they should implement the principle of “Handle Business License First and Then Get Permit”. 4. Reforming foreign investment registration system and implement the project filing system. For the foreign investment beyond the “Negative List”, they should consistent with the principles of domestic and foreign investment is the same, to change the foreign investment projects from approval system into Filing system. 5. promoting the residence registration system reform, implement the category management. In accordance with convenient access to market subject and effectively protect the principle of economic and social order, develop specific provisions of the registration management of the city’s market subject residence (manage location) as soon as possible. 6.
