From September 1st, those non-business vehicles will be exempt from inspection for 6 years. This is one of 18 items regulated for the convenience and benefits of residents listed in a document jointly issued by the National Ministry of Public Security and AQSIQ on May 16th to promote the New Deal of the vehicles. The responsible person of the Municipal Vehicle Administration Office in Yichang explained the New Deal as the followings:
According to the documents, the exemption from inspection system for non-operating cars and small & mini passenger buses (except the van, seven or more than seven seats vehicles) for six years will be piloted from September 1st this year. The related department will comprehensively promote the inspection agencies for socialization. From January 1st of 2015, the traffic administrative department of the public security organ will withdraw all the police who were once accredited at inspection agency to inspect the vehicles and issue the compliance certificate.
The measures of remote inspection for vehicles will be implemented, thus the citywide owners of the vehicles (except large bus and school bus) can choose any inspection agency in the Hubei Province which has been using the unified inspection and supervision platform of province without applying for entrustment procedures. The trial of the measures allow the owners of the vehicles (except large bus and school bus) to accept inspection and get compliance certificate directly at the vehicles\' location.
Meanwhile, the department will further expand the exemption scope for the new cars. From April 29th of this year, all the following vehicles would be exempted from the safety and technical inspection before applying to be registered: all new cars, small & mini passenger buses, and the new vehicles which have been approved to be exempted from the inspection by the China\'s Ministry of Industry and Information Technology.
In recent years, discontents have arisen among the people because of lacking of vehicle safety inspection agency (hereinafter referred to as the inspection agency), of serious queuing delay, of arbitrary charges under false pretenses, of collecting fees without inspection, of ill-mannered inspectors and etc. Therefore, the New Deal issued by the two Ministries will further reform and innovate the vehicle safety inspection system, strengthen inspection and supervision, standardize testing behavior, and improve the convenience services.
