Just a smart phone, we can enjoy the wisdom of life:
To go by bus, just clicking on the "wireless city bus ", we know where the bus is; by taxi, more taxi soft-wares are available.
By logging onto the public “e-home”, we can inquire the pension and health insurance payment.
Nevertheless, this is just the beginning on the way to an intelligent Yichang. With the integration of the new information technology and urban construction, Yichang will develop into an intelligent city. Based on digitization, perceptualization and interconnection, an intelligent city will have infrastructure intelligentization, services collaboration and industry development modernization, so as to improve people\'s happiness as well as to achieve industrial sustainable development.
It is expected that with the construction of intelligent city, Yichang people will enjoy a convenient, fast, personalized and characterized intelligent life.
On the 10th Party Congress of Hubei Province and the 5th Party Congress of Yichang City, Yichang future development objective is stated, that is to develop Yichang into a sub-provincial central city in the middle and upper reaches of the Yangtze River, a world-famous hydroelectric and tourist city, and a modern megacity. The megacity development connotation is also clearly stated as “big and powerful, superior and beautiful” and target as “developed economy, prosperous culture, beautiful environment, harmonious society and happy people”. A megacity construction is a grand project which requires coordination and innovation in concept, building mode and development approach.
Intelligentization is characterized by thorough perception, universal connectivity, efficient coordination, precise control, innovative applications, and harmonious development. It is a kind of deep revolution to rebuild a scientific and harmonious relationship among urban economy, society and nature. It is also a kind of new urban development model of integrating megacity management, industrial development, public services. The development idea as “intelligent Yichang” proposed by Yichang Municipal Government and Party Committee undoubtedly provides an innovative development approach for Yichang’s megacity construction.
First, intelligentization is a significant feature of a modern megacity.
With the integration of new information technology and urban construction, modern megacity connotation and function are growing rich. Modern megacity development is on the fast road of intelligentization and smart elements of urban space are increasing. Its core is based on infrastructure intelligentization, services collaboration and industry development modernization.
— Infrastructure intelligentization. Through various networks, all types of information will be fully integrated so as to achieve the greatest degree of communication, development and utilization to get data and information at any time and at any place.
— Services collaboration. By using new information technology and establishing a “horizontal open, vertical deepening” information application systems, services collaboration aims to break barriers and improve integration between industries and sectors and thus to make them get the ability to do fast, concentrated and accurate data analysis to make a scientific and intelligent decision. Services collaboration will realize intelligentization perception, interconnection, collaboration and processing among persons, substance, and situations involved in fields of infrastructure support, resources and environment, people\'s livelihood, industrial economy and municipal management.

Basing on Internet of Things, cloud computing, mobile Internet, large data and other new information technology, through mutual perception and exchange between humans and substances, intelligentization will realize the new megacity construction idea of highly integrated resources, efficient public management, convenient public services, developed intelligent industries and healthy environment, which is also the foundation of a modern city development. Intelligentization is an important approach to realize megacity construction objective as “big and powerful, superior and beautiful” as well as megacity development function as “assembling industries, integrating services, driving and leading” proposed by Yichang Party Committee and Yichang Municipal Government. Intelligentization is also an important means to realize information benefit development as “benefiting livelihood, service innovation and industry stimulating”. Intelligentization is the only way to build Yichang into a modern megacity.
First, intelligentization helps to guarantee and improve people\'s livelihood.
Yichang is currently in an accelerating period of the way to a megacity. It is also a strategic opportunity to achieve a breakthrough on major livelihood issues and needs, which requires solving livelihood problems, such as public service resources imbalance, urban and rural imbalance and equalization problems. Intelligentization construction also helps to improve livelihood development, such as social security, education, health care, pension, employment, food and drug safety, public safety development, which is beneficial to optimize social resources, innovate public services modes, elevate equalization standard and to develop new industry and new economic growth point. A modern megacity must have a number of industries with core competitiveness in the future which help to achieve economic sustainability and growth potential. “Powerful” in the connotation refers to creating powerful industries, functions and capacities. Yichang should be built into a powerful city in industry, agriculture, cultural tourism as well as economy. Yichang’s economy is based on featured agriculture, cultural tourism, fine chemical engineering, and electric energy, bio-medicine, advanced equipment manufacturing, new materials while circular economy and export-oriented economic development modes have not yet formed in Yichang. Through further developing information industry represented by Internet of Things, e-commerce, cloud development in Three Gorges industries, the urban intelligentization construction helps to enhance the informatization level in the whole city. Through innovating and upgrading informatization in traditional industries such as featured agriculture, advanced equipment manufacturing and service industry, the urban intelligentization construction helps to integrate informatization with industrialization. Through creating modern service industry represented by cloud computing and e-commerce, the urban intelligentization construction helps to promote industrial upgrading and restructuring so as to achieve sustainable development in Yichang.
Third, intelligentization helps Yichang play a leading role in the region
Located at the junction of the middle and upper Yangtze River, Yichang City is the intersection of Chongqing City, Hubei Province and Hunan Province and it borders Bashu and Jingxiang. Known as “the gateway to the Three Gorges”, “the throat of Sichuan Province and Hubei Province”, Yichang City is the center of urban cluster “Yi-Jing-Jing”( Yichang City, Jingzhou City, Jingmen City). The area of these three cities accounts for 25.6% of the whole Hubei Province, and the population accounts for 22.2%, GDP accounts for 1/3. The Yangtze River and Han River run through nearly every jurisdiction in this region. We will persist in people first, put protecting the fundamental interests of the people, stimulate and promote the development of people’s livelihood by informationization as important contents of the development of Smart city, focus on ensuring and improving the wellbeing of the people, on stimulating consumption and promoting development, to make all the people share the achievements of the development of a smart city.
We will persist in inheritance and innovation, highlight its unique features. We will tightly revolve around the urban development orientation, pay attention to utilize the regional advantages of Yichang and industries with local advantages, such as tourism, logistics, and agriculture, make full use of the informatization basis on innovation of social management, e-government applications, highlight the features of resources integration, collaborative sharing, industrial upgrading and optimization, promoting comprehensive service ability, constantly strengthen the influence of Yichang on the Three Gorges Area.
We will persist in overall plans and proper steps. We will strengthen the overall planning, coordinate the relationship between the city development, industrial development, ecological environment, cultural life and social management, coordinate the information resources sharing and information security, and coordinate the functional conflicts between horizontal systems and business vertical management system. We will adhere to setting good examples, highlight pertinence, timeliness and operability, speed up the development of smart city in key fields, set reasonable development goals and implementation plan step by step, boost the development of Smart city by classification, stages and focus.
We will persist in infrastructure first and people\'s livelihood first. We need to persist in infrastructure first, continuously promote the intellectualization of information technology infrastructure, the digitization and precision of public service facility. Effectively improve the intellectualization and elaboration level of urban operation and management. Areas important to people\'s livelihood, including education, social security, health, public security, traffic will be selected preferentially.
