New Policies Give Impetus to Advertising Industry

  Recently, the reporter learned from the Municipal Industrial and Commercial Bureau that the provincial government has issued "Suggestions on Accelerating the Advertising Industry in Hubei", significantly reducing the market access barriers to the advertising industry. In addition, the government put forward seven preferential tax policies, which has provided new opportunities for the advertising industry development in Yichang.

  The Suggestions made it clear that in addition to media institutions such as radio, television, newspapers and periodicals, other institutions and individuals who want to run advertising business only need to apply for the business license and other related documents rather than the permit to enter the industry. Those who run the fixed printing business can submit the application directly to the city-level or prefecture-level Bureau of Industry and Commerce rather than the provincial one. For those who are interesting in advertising industry, new policies have been implemented in order to provide much easier access to it in terms of registration and investment modes of the establishment of the advertising company.

  The Suggestions have also put forward seven preferential tax policies for the advertising industry, in which the small advertising enterprises pay the income tax based on only 50% of their total income, and the tax rate is 20%. The administrative service fees that are not listed in the national and provincial charge catalog are not allowed to be charged; and as to the fees that have upper and lower limits, the lower limit should be adopted. In addition, the advertising company which has been identified as hi-tech enterprises, the corporate income tax will only be charged at a rate of 15%.

  Statistics show that till May this year, there are 1,450 advertising business units in total in Yichang, among which 5 are top-level advertising enterprises, 11 are second-level advertising enterprises. And more than 6,000 people are working in the advertising industry.
