“The Overall Planning of New District Construction in Yichang” was officially approved by Hubei provincial government last year. It requires Yichang to construct the New District with high standard. Over the past year, according to the overall deployment of Yichang Municipal Government Office, Yichang New District Promotion Office innovated institutional mechanisms constantly around the project construction to push forward the development of Yichang New District with practical measures.

    Nowadays, when you take a broad view at the New District, you will see the highway-centered road networks. Building Yichang with ecological environment, building settlement houses and supporting Yichang by projects which are worthy of over 10 billion yuan are promoting the rapid development of Yichang.

Reinforce Building Foundation and Gather Development Power

　　To lead Yichang move toward a modern megacity, Yichang New District which takes the expanding of the urban functions and the improvement of the city as its own duty must identify the build path and gather power for development. On the first plenary meeting of the Leading Group, the Provincial Committee and Party secretary Huang Chuping clearly indicated: “We need to adhere to the Four Constructions (the road network construction, public construction, placement and ecology construction), accelerate the construction of big and strong, good and beautiful Yichang.”

　　Yichang New District firmly concentrated on the project construction, started from strengthening the foundation of the city to open a new journey on pursuing dreams.

　　Facing the land expropriation, the new district people found a new path with wisdom. The “all-round responsibility system” promoted the district governments, communities to participate in it. Since 2013, the accumulated resettlement of the collective land was over 31.4 km2. The total agreements about state-owned land expropriation was 3879. Zhou Qing, the executive vice-director of Yichang New District Promotion Office said: “We have organized six batches of 144 projects. Totally 69,326,500,000 yuan has been invested in the projects. ”

　　If we change these data into the actual picture, it will become the machine roar from the BRT project on Dongshan Avenue in Xiling District, the flowering Dianjun District, the tree-lined Moji Park, the construction site of Settlement buildings in Wujiagang District as well as the gradually rising planning Museum ...... The construction booms changed Yichang.

　　Strengthen industry support and give prominence to radiate function

　　 “We should start from the Juanqiao River, build the core areas to drive the development of the region by leaps and bounds.” Ma Xuming said at the workshop of the New District. What he said was a new pointcut for the construction of the New District.

　　Hard work pays off. Jiangnan New Eco-Town Investment Co., Ltd was officially unveiled in the cheerful music on June 3.The eco-town project in Dianjun District was launched. As the core district, It will bring more opportunities for the New District.

　　In just 1 week, the successful signing of the Ecological Wisdom Industrial Town, the Central Business District Riverside Project and the investment project of the Beltway South Road led Yichang New District become bright and eye-catching.  

　　The service, technology and ecology-oriented industries and the Yichang Wahaha shopping plaza which started construction in November 2013 stimulated the further development of Xiling District, Dianjun District and Wujiagang District to further optimize the industrial structure.

　　At the signing ceremony of ecological wisdom industrial town, the chairman of China Tong Road Group Zhou Zhiliang said with full confidence: “We will unswervingly invest Yichang and serve the construction of Yichang modern megacities”.

　　  Large enterprises invested in Yichang and constructed the New District not only due to  opportunities in Yichang, but also the environment for construction projects in Yichang.

 Improve service levels to accelerate the construction

　　How to serve the projects? How to speed up the construction? Faced with one and another problems in the construction of projects, Yichang New District Promotion Office and the leadership team members units fully learned the advanced experience at home and abroad to jointly overcome difficulties.

　　In February, a seminar held in Yichang attracted 20 entrepreneurs come to seek business opportunities. They are the "three big" (ie, “big enterprises, big tenders, contract system”) new initiatives launched by Yichang New District.

　　At the launching conference, Gao Wancai, the vice director of the market development of Gezhouba Group said: "The “three big” initiatives launched by Yichang New District make us gained more motive power.”

　　With the help of excellent construction teams, the construction projects also need efficient services.

　　At the directors’ office conference, the Municipal Committee, vice mayor and director of Yichang New District Promotion Office Mao Chuanqiang pointed out:"We should take the initiative to learn the advanced experience of Shanghai docking FTA to accelerate the process reengineering to improve propulsion efficiency."

　　The introduction of advanced experience and optimizing of administrative examination stimulate the projects grow like bamboo shoots after rain. It is learned that in 2014, Yichang New District has 105 projects under construction, with a total investment of 71,316,500,000 yuan. The    annual investment is 28.244 billion yuan, 7.344 billion yuan has completed. A total of 22.442 billion yuan investment has completed.
