Zeng Jun is an employee of the Lantai Technology Industrial Co., Ltd. On July 15th, when he went to the Business Service Center of Yichang High-tech Zone to apply for the land-use permit, he found that although it was promised that the permit will be confirmed within 20 working days, it took just 2 days, while in the past, it usually took 20 days. Zeng Jun has 3 years experience of permit application and he said:" It takes a quite short time to go through all the formalities because professional agents would give instructions on how to process the enterprise’s data. It is a beneficial innovation."
　　There are two professional agents in the Business Service Center of Yichang High-tech Zone. They provide service for Baiyuang Industrial Park, Biology Industrial Park, Dongshan Park, Dianjun Electronic Information Industrial Park. Chen Jun, head of the Representative Office, said that nowadays once a contract was signed, the project would be transferred to Business Service Center, and next, the professional agents there would be responsible for all the following formalities, such as company registration, tax registration, land registration and the examination and approval of program planning. The agents would handle them within a definite time and send them to the leader of a company.
　　There are now more than 8000 industrial and commercial enterprises, 98 industrial enterprises and 103 high-tech enterprises in the High-tech Zone. Every year, there are about 200 projects that are introduced into the Zone. For these enterprises and investors, plenty of needed files, long period and unclear formalities are all difficulties they have to overcome to initiate projects. Moreover, enterprises in Baiyang Industrial Park is 80 kilometers away from the downtown and it takes 3 hours to go there and back, which makes it all the more difficult to go through examination and approval. “To promote the initiation of projects, create a first-class soft investment environment, Yichang High-tech Zone is learning from Shanghai Free Trade Zone (SFTZ) as required by Yichang Municipal Party Committee. Its thoughts and ideas, system and mechanism, capacity and quality are all what we should learn” said Yang Meiren, leader of the Management Committee of High-tech Zone. On June 20th, the Zone followed the SFTZ and established the Business Service Center. By implementing the “One Window Acceptance, Combined Examination and Approval, Handled by Professionals within Definite Time” mechanism, the investing, delaminating and approving formalities are largely simplified.
　　“The approval items are reduced by 47%, from 91 items to 44 and the formalities are reduced by 48%, from 281 formalities to 145. What’s more, the time is reduced by 74%,” according to Hu Yu, leader of the Business Service Center. He also said that the Center will further simplify the approval formalities and reduce time period by 80%, making High-tech Zone a pioneer in the reform and innovation project of Yichang City.
