On August 14th, it was learned from Municipal Development and Reform Committee that to boost the development of new energy, Yichang took the lead in introducing Implementation Plan on Demonstration Project of Photovoltaic Power Generation. The Plan suggested that besides national subsidies, extra 0.25 RMB should be added for each kilowatt-hour of photovoltaic (PV) power. The subsidy policy is the first to appear in Hubei Province.
According to Li Yang from the Development and Reform Committee, enterprises and individuals are allowed to join the construction of photovoltaic demonstration project like PV power station or distributed PV power system through a declaration for the record. PVpowergeneration produces no pollution. Enterprises and residents can sell redundant electricity to State Grid after meeting their needs.
Although PV power generation is beneficial, it is hard to promote for the long cost-recovering cycle.
According to the new rules proposed by Yichang Authority, the enterprises and individuals who participated in the construction of PV demonstration project through a declaration for the record have access to additional subsidies since May 1st, 2014, which reduces the cycle of investment recovery.
