At the very beginning, the project was aimed at the world\'s most advanced oral solid preparation market with slow controlled release effect. "Before it is put into production, we received three big orders from the United States and the United Kingdom, marking 80% of the production capacity at the first phase has been implemented in advance.” said the vice president of Humanwell Healthcare Group Co., ltd with great confidence, standing in front of the world\'s top GLATT fluidized bed imported from Germany.

　　The uprising of the pharmaceutical export production base is an epitome that Yichang vigorously boosts project construction. According to data, the city has attained a fixed assets investment of 118.34 billion RMB in the first half of this year. The aggregate investment has remained second in the province. Key projects with high technological content and good economic returns have become major force to the city\'s investment growth.

　　First, Investment is the wheel horse of economic growth, while the project is the carrier of investment.

　　In the first half, faced with downward economic pressure, the Municipal <app:ds:municipal> Party <app:ds:Party> Committee <app:ds:committee> and Government have regarded the investment as main engine and project construction as main battlefield, and always adhered to the principles of "all circle around project construction, serve project construction, subordinate to project construction and are evaluated by project construction.”

　　Until June, Miaozui Yangtze River Bridge has completed an investment of 1.56 billion RMB; Jiangcheng Avenue has started construction with a total investment of 1.7 billion RMB; Dianjun Avenue across Dianjun District has completed an investment of 0.37 billion RMB and Xiazhou Avenue across Wujiagang District an investment of 0.22 billion RMB; BRT on Dongshan Avenue, Xiaoting Household Refuse Landfill and Catering Waste Utilization have been under construction.

　　Wujiagang Yangtze River Bridge - a river-spanning pathway linking Wujiagang East Station New Town and Dianjun Ecological New Town, starts preliminary work. It plays a dominant role in building Yichang "three-vertical and five-horizontal" fast road network. After the construction of the bridge, it will make the traffic of the Yangtze River more convenient with Miaozui Bridge. The two bridges play an important role in expanding urban space, realizing integrated development of Yichang New District and building Yichang into a central city in the upper and middle reaches of the Yangtze River and a modern megacity.

　　25 project studies and approval have been completed basically so far. The relevant administration strives to achieve land pre-approval from Ministry of Land and Resources, navigation safety approval from Ministry of Transport and project approval from the National Development and Reform Commission to ensure that they have conditions to start construction by the end of the year. In addition, Xiangxi Yangtze River Bridge--the river-spanning bridge in the 12th <app:ds:12th> Five-Year <app:ds:Five-Year> Plan <app:ds:Plan> has also passed technical design scheme review.

　　Third, The Municipal Party Committee and Government require that investment and development quality of project construction be regarded as equally important.

　　The city adheres to the project investment evaluation system and assesses projects from industrial policy, tax contribution and product market prospect to decide whether they conform to industrial development planning. This year, at the Bio-industrial Park, 18 projects to be introduced accepted assessment and five were "shut out" for they disobeyed industrial policies and lagged in technical standards. As for the projects which had failed to meet standards of environmental protection, the government has already had a serious talk with 16 leaders of enterprises.

　　Some industrial projects with high added value and technology content enjoy a more mature and convenient "nanny service" and grow rapidly. At the Business Service Center of Yichang High-tech Zone, two professional agents provide service for Baiyuang Industrial Park, Biology Industrial Park, Dongshan Park and Dianjun Electronic Information Industrial Park. Chen Jun, head of the Representative Office, said that nowadays once a contract was signed, the project would be transferred to Business Service Center, and next, the professional agents there would be responsible for all the following formalities for free, such as company registration, tax registration, land registration and the examination and approval of program planning. 　　Now among “six industries worth 100 billion RMB”, the output value of fine chemicals and food biological medicine have surpassed 100 billion RMB in succession. In the first half, the output value of advanced equipment manufacturing industry has achieved 32.2 billion RMB, with a big potential. The output value of new energy and electronic information industry have accounted for more than 27% of total industrial output.
