YICHANG, August 24 (Xinhuan) --: Embraced by continuous mountains, Swan Village is located in Yang Linqiao Town, Zigu County, the first county of the Three Gorges. The village is a  a swan perching on the quiet place with green hills and clear waters.

　　In villager Shui Yuanlong’s memory, blocking traffic, poverty-stricken villagers, bad infrastructure, etc. constituted the image of Swan Village and it had changed little over the past 10 years.

　　The picture changed in 2011 when the key county for national poverty alleviation and development work-Zigui launched the 1119 Anti-poverty Project. To let the residents get rid of poverty and become better off, the project required 1 main leader from County Committee, County People’s Congress or County Political Consultative Conference be in command, 1 leading institution with strength take the lead, 1 scale enterprise co-work with poor village and 9 institutions directly affiliated Zigui County assist 1 poor village.

　　Shui Yuanlong said to the reporter: “Thanks to the 1119 Project, or I would live as poor as a church mouse.” Standing beside the sty, he told the reporter that the main economic source was farming in the past. However, even corn and cole planted in all the field, he still could only earn little money. Later, the 1119 Anti-poverty Project was launched in 2011. The village gave Shui 4000 yuan for the construction of feedlot and provided him 4 boars for free. It was in the same year that he sold 37 live pigs and got 40,000 yuan profit.

　　During the first half of this year, Shui has sold 16 live pigs and earned almost 20,000 yuan. More live pigs will be sold in the second half of this year. Shui bought a 50-inch LCD TV last year.

　　Zhou Yao, a villager of Quyuan Temple Village, Guizhou Town, shared the same feeling with Shui. Zhou contracted 4 hectares field to plant walnut but suffered heavy losses because of  traffic inconvenience, water shortage and lack of technology. Since the 1119 Project started, the village built roads. They also helped Zhou construct 3 drought-resistant pools, set up drought-resistant water pipe and arranged for technical personnel to train him.

　　Now, the walnut garden of zhou is entering the period of high yield. He expanded the planting scale to over 6 hectares. Zhou smiled: “I made nearly 200,000 yuan by selling walnuts last year. The sales volume will reach 300,000 yuan this year. ”

　　“As the 1119 Project, the resources of the poverty alleviation are more concentrated and responsibilities are more clear. ” said Wang Gonggao, the director of Zigui county poverty relief office. In the poverty alleviation of the past, it was advocated “equalitarianism” and “give money to the object directly”. While the 1119 Project changed “the flood irrigation” into “drop irrigation”. According to the actual conditions of the villages and farmers, the project strived to achieve  sustainable poverty alleviation by “project scheme”.

　　The village secretary Lin Wenying introduced that there was no dominant industry in the village and 645 households had no method to increase their income. During the implementation of 1119 Project, the village indentified pig husbandry as the leading industry and support project. Swan Village gradually developed into the first largest pig farming village. Last year, the  average income of per household increased 6500 yuan.

　　“The project identified by our village is tea cultivation.” said Lei Jianghong, the village secretary of Yanwotai Village, Jiuwanxi Town. At present, the village has developed more than 75 hectares tea gardens.

　　Wangjiaya Village planted citrus. Wenjiayan Village developed tobacco planting industry. Yeluojiapin Village cultivated tea. Since the implementation of 1119 Project, 28 villages in Zigui have identified their leading industries to boost income of vast farmers.

　　Wang Gonggao introduced that on one hand, poverty alleviation department, development and reform department and financial department respectively raised special funds; on the other hand, poverty alleviation department communicated with related industry sectors to raise matching funds. The parallel measures ensured the funding to each poor family is no less than 3 million yuan.

　　Zigui County has already raised 180 million yuan for poverty alleviation for nearly 3 years.

　　To ensure the achievements of poverty alleviation, in each quarter, Zigui County Party Committee and government inspectors carry out a special supervision with county department for poverty alleviation. And the supervision results are being communicated publicly. They also promptly carry out “look back” to sweep “obstacles” for the industry development of poor villages.

　　According to statistics of 2011, there were a total of 105,000 impoverished people in Zigui County. After 3 years of implementation, the “1119” Project has helped more than 20,000 poor people get rid of poverty and become better off.
