Accelerating Development of Headquarter Building Economy

  Yichang government issued the "Opinions on promoting urban headquarter economy and accelerating building economy ", deciding to accelerate the construction of the headquarter-building economy overall layout (two focuses and five clusters) and give more incentives and support policies to the settled headquarters and the key commercial building constructions.

  According to the document, the overall layout of "two focuses and five clusters" will be constructed under the city overall planning. The two focuses are the headquarter-building economy areas of Xiling District and Wujiagang District. Five clusters include: modern service industry cluster of Xiling No.1 Street Area and Meiziya Area; commercial office building cluster of Yiling Square area and Wuyi Square area (including Aijia are); tourism service cluster of Pinghubandao area ; culture industry cluster of Bawangdian Area in Dianjun District, corporate headquarter cluster of Fazhan Avenue area, and Huayan area in Wujia District.

  In accordance with the standard, the enterprise headquarters in the document means the integrated headquarters and functional headquarters which do the business registration and tax registration in Yichang urban area, pay enterprise income tax, invest more than 5 economic organizations and promise not to change the place of registration and tax. Yichang government allows World top 500 enterprises, China top 500 enterprises, those famous enterprises which can boost economy, financial institutions and the Yangtze River shipping companies to set up their headquarters in Yichang with relaxed restriction under the principle of “tailor-made method”

  Key commercial buildings (including the Science and Technology Park and incubator base) should also meet the requirement as follows: Within the functional areas, if the building height achieves 100 meters or more, it should be a total commercial landmark building; if the construction area hits ??20,000 square meters or more, it should be a total commercial building; if the construction area reaches 100,000 square meters or more, 60% of the area should be the commercial urban complex. The building property agency management and service sound system should be sound. In addition, the annual local retained portion of the tax revenue should hit 10 million yuan or more.

  There will be new incentives and policy measures about enterprise headquarters and commercial buildings to introduce new enterprise headquarters, high-end talents, and set up office space subsidies, key industry support and key construction support for commercial buildings. The document also notes that the subsidy base for integrated headquarter is 500 million and functional headquarter is 150 million.

  The newly established and identified corporate headquarters who rent the rooms in the key commercial buildings can get a subsidy of 20% of the 12 month rent they paid at one time. In addition they can get a subsidy of 30% of the local retained portion of the deed tax and building tax they paid.

  From the next month of the enterprises acceptance, the corporate headquarters executives and leading talents identified by the city talent office can get housing and living subsidies of 100% of the local retained portion of personal income tax they paid in five years. The qualified headquarter staffs can get the preference of domicile system residence registration to facilitate their children’s education.

  The six 100 billion-level industries, electronic information industry and other large enterprises which match the strategic emerging industries are encouraged to set up headquarters in Yichang urban area; financial institutions and shipping companies are also welcomed to set up regional headquarters; more municipal key industry development fund will be used for its key projects. There are new awards for key commercial building construction in the document. The investors of the key commercial buildings can get 30% of the local portion of housing tax revenue, and 30% of the local retained portion of the rent tax revenue in 3 years. Now, the key enterprises in Yichang and the newly established headquarters are allowed to build headquarter building in the planned area according to the related rules. When the building is completed, they can get 3% of the cost at one time. Besides, no more than 30% of the incubator building area can be used for residential purpose and the Government will withdraw this area to sale it for the incubator supporting construction.
