"Garbage recycling" shall be standard and legal. On August 26th, it is learned from Yichang Municipal Bureau of Commerce that "The Regulation Plan in Yichang Renewable Resources Recycling Industry" has come out recently. Six departments including Yichang Municipal Bureau of Commerce, Industry and Commerce Bureau, Public Security, Urban Management, Fire Department, Environmental Protection Bureau will spare no efforts to solve the chaos in renewable resources recycling industry and gradually form a standard, clean and tidy, civilized and orderly recycling system in the urban planning area.

　　Zhou Huarong, Deputy Director of Yichang Municipal Bureau of Commerce, told reporters:"Garbage classification can change the waste into resources. Only through standardized regulation can we turn waste into treasure in renewable resources recycling industry." According to the 2013 statistics, the amount of annual waste in Yichnag was about 3.8 million tons and the total recycling was about 1.7 million tons, of which, the amount of recycled waste from business services and urban residents was 0.6 million tons. 45% of waste may be turned into treasure and reused. Currently, only 200 companies in recycling industry are recorded in Industry and Commerce Bureau, and more than 90% waste recycling site are individual traders. Most of them have no recycling expertise and conduct unlicensed operation in the open air, which affects the living environment and becomes the difficulties for relevant sectors to solve.

　　From now to December 31st, promoted by Yichang, districts, sub-district offices, neighborhood committee, every sector work together to regulate Yichang renewable resource recycling enterprises, individual business, and focus on unlicensed operation. The key regulating areas are urban areas, suburban joints, idle land and factories.

　　Industry and Commerce Bureau is responsible for the registration and management, and investigates the unlicensed operators; Public Security is responsible for security administration, strengthening the management and filing of scrap metal recycling, and investigating and punishing people who are against the law; Urban Management is responsible for investigate and punish the violations of urban planning and regulations; Yichang Municipal Bureau of Commerce is responsible for the filing and registration of renewable resources recycling companies and investigating the illegal behavior; Environmental Protection Bureau is responsible for supervising the recycling market and environmental pollution prevention; Fire Department is responsible for fire safety inspection of waste recycling companies and sites.

　　On the basis of regulation, next step is to establish long-effect management mechanism to solve the chaos in renewable resources recycling industry, basically eliminate secondary pollution in the process of waste flow, and gradually form a standard, clean and tidy, civilized and orderly recycling system in the urban planning area.  (Reporter: Zhang Bokang, Correspondent: Deng Tengfei)
