On August 31st, the Vehicle Management Station of Traffic Police Department of Municipal Bureau of Public Security notified that non-operational cars in Yichang would need no more inspection in six years since September 1st. On April 29th, Ministry of Public Security and General Administration of Quality Inspection issued Opinions on Strengthening and Improving the Tests of Vehicles. It stipulated that since September 1st, all the non-operational cars and mini-buses registered in six years would need no more inspection.

　　The range of vehicles exempted from inspection

　　The director of Municipal Vehicle Administrative Office Luo Jincheng introduced that the vehicles exempted from inspection included the non-operational large, small or mini-cars, non-operational small buses or mini-buses. Non-operational vehicles mentioned here doesn’t include vehicles for police, fire fighting, first aid, engineering emergencies, non-operational vehicles changed from operational vehicles, non-operational vehicles changed from taxis.

　　It newly stipulated that vehicles registered after September 1st, 2012 (including this day) can be exempted from inspection for two times; vehicles registered between September 1st, 2010 and August 31st, 2012(including this day) can be exempted from inspection for one time since they have been inspected for one time; vehicles registered before August 31st, 2010 (including this day) will not be exempted from inspection.

　　Six types of vehicles can’t be exempted from inspection

　　Six types of vehicles that can’t be exempted from inspection are: vehicles registered before August 31st, 2010 (including this day); mini-buses defined by Terms and Definitions of Vehicle Types (GA802-2014) that passenger service vehicles have flat or short headstocks, single floor, mid-engine, aspect ratio equals or lower than 0.9, seating capacity of no more than 9 and equipped with seats; vehicles have approved passengers capacity of more than 7; vehicles exempted from inspection once had traffic accident causing casualties; vehicles registered four years after being produced; vehicles once were operated (non-operational vehicles changed from operational vehicles, non-operational vehicles changed from taxis).

　　The procedure of getting the check tag

　　According to the new policy, when the non-operational cars and non-operational mini-buses are needed to be regularly inspected every two years according to Enforcement Regulations of the Law on Road Traffic Safety, the owners can directly go to Municipal Vehicle Administrative Office ( No. 16 on Huayan Road), Dongshan Branch, Linjiang Branch, Xiaoting Jinan Motor vehicle Co Ltd, vehicle administrative department of Xiling District, Wujiagang District, Dianjun District, Xiaoting District, Pinghu traffic police brigade, the vehicle administrative window of traffic police brigade in all counties and districts, motor vehicle inspecting authority and so on, covering 27 windows to get the check tags by offering the driving licenses, compulsory insurance for motor vehicle traffic accident. They don’t need to go to the inspecting authority to get the inspection for safety engineering and environmental protection.

　　As for vehicles exempted from inspection in six years, when checking and granting the check tag, the department of traffic administration will not check the vehicle but only the application form of the check tags, driving licenses, certificate of compulsory insurance for motor vehicle traffic accident, certificate of vehicle and vessel tax or tax exemption, illegal behavior of traffic safety and the processing of traffic accident. The qualified vehicles will be granted check tags and registered on the driving licenses and the application form of the check tags will be saved into the vehicle files.

　　When checking and granting the check tags, the department shouldn’t charge any payment, or involve in toll charge, vehicle management fees and so on.

　　Illegally refitted vehicles will be strictly investigated

　　The chief of Municipal Vehicle Administrative Office expressed that they should pay special attention to vehicles exempted from inspection. Their owners still need to get the check tags from the department of traffic administration when they reach the valid date and paste them by rule. The policy of vehicles exempted from inspection in six years have been implemented since September 1st, 2014. The vehicles that weren’t inspected before the valid date can’t enjoy this policy but need to accept the inspection from inspecting authority to follow the old stipulation.

　　Meanwhile, vehicle modification is forbidden. When checking and granting the check tags, the department of traffic administration will demand the owner to fill the application form of the check tags and promise not to refit vehicles illegally in written. The department of traffic administration will investigate and treat cases like refitted vehicles, exceeding the time limit of inspection, pasting check tags out of stipulation and so on.
