Besides the titles of "Most Suitable City for Factory Operation in China" and "Best City for Investment in China", Yichang has recently won another title of "Top Ten Cities with Best Business Environment in China". There is no doubt that Yichang could not win such titles without the reform and innovation of its market player’s access system, which alleviate the business burdens and facilitate projects progress, presenting the investor with stable prospects. The system allows the market to allocate resources and makes Yichang a favorable city for development.
　　Early this year, Yichang sent delegation to Shanghai Pilot Free Trade Zone, studying and learning its experience.
　　What is the superiority of the Shanghai Free Trade Zone---the reform and innovation of market access.
　　Yichang municipal government found the breakthrough, that is, first license, then certificate; three certificates in one. Yichang aims to establish its own market players access mode featuring the widest access conditions, the lowest threshold, the least procedures, and the optimal process with high efficiency and most favorable environment.
　　This guideline promoted bold innovation of the Government Affairs Service Center and Industrial & Commercial Department, which is fully reflected in the registration procedure.
　　On July 25, Wu Zijian, director of Yichang Across Ocean Trading Ltd, received the business license from the Municipal Administration for Industry and Commerce before obtaining any certificate. In the past, this was beyond the imagination of corporations.
　　Wu Zijian said:“The company is specialized in imported foods. According to the previous model, I must first apply for a circulation license and then I can apply for a business license. I had to wait at least a few days.” But now, after handling the business license, I can use the waiting time to open an account, recruitment and training employees and negotiate with customers.
　　“Receiving business license before application saves a lot of time and cost and wins valuable business opportunities.” said Cai Yixin, the deputy secretary for the Municipal Administration for Industry and Commerce. Yichang first carried out this pilot in the province, which benefited hundreds of companies.
　　To solve the problem of too many certificates of market players which are inconvenient to keep and carry, Yichang took the lead in conducting “three certificates in one” pilot in the Industry and Commerce Office in Anfusi Town of Zhijiang County. Then this mode was promoted to the whole Zhijiang county. The organization code number approved by the quality control authority, the tax registry number approved by the national tax and local tax authorities were marked on the industrial and commercial business license directly. This approach was first in the country.
　　Currently, the registration of Zhijiang has expenced delightful change: the registration process for market players has significantly shortened and the subsequent operations become very convenient, which effectively stimulated the entrepreneurial enthusiasm of operators. Since the short half month, Zhijiang has registered “three certificates in one” for 62 market players.
　　This pilot practice will soon be promoted to all over the city.
　　Low threshold, facilitation and high efficiency are the main directions of the market access reforms. The key of reform and innovation is  “decentralization”  and relax restrictions.
　　With this “baton”, Yichang started the “six systems” of innovation prologue, namely implementation of the “negative list” management model to achieve no legal prohibition to enter. It perfected the working mechanism and conducted centralized and rapid approval. The registration process for market players access implemented “receive business license before application”. It reformed the registration system for foreign investment and implemented project filing system. It implemented residence registration system reform and category management. It reformed to promote the full electronic registration and online registration.
　　On July 14, Yichang Xinrong garment co. , ltd was the first one to receive “business license” “Organization Code Certificate” and “tax registration certificate” from the administrative service center. This shortened the handling time from 7 days to 3 days.
　　In the past, when applying for certificates, corporations needed to visit and submit three copies of application materials to the Municipal Administration for Industry and Commerce, taxation bureau and bureau of quality and technical supervision, which forced corporations to travel between these bureaus. But now, corporations can simply submit one copy of application materials to the Municipal Administration for Industry and Commerce, and receive three certificates at the same time, that is, business license, tax registration certificate and Organization Code Certificate within three working days. So far, 68 corporations in Yichang have enjoyed the convenience brought by this improvement.
　　After the reform, the number of pre-approval items in Yichang city has reduced from over 300 items to the current 12 categories (items), and the rest have been changed from pre-approval to post-approval. While the number of pre-approval items across Hubei province is 53.
　　The Municipal Administration for Industry and Commerce of Yiling District is the first one to provide the service allowing “villagers to apply for license without leaving their village”. They open the registration window in the village room for the convenience of villagers through delegating the approval authority to lower level, simplifying procedures, which aims to eliminate the “last mile” between villagers and the services. Now, in the village room for the convenience of villagers, villagers can conduct 9 administration approval items, such as the market players establishment, alteration and registration cancellation of inPidual business, the sole inPidual proprietorship corporations and farmer professional cooperative. “In the past, we had to spend one or two days applying for various certificates, traveling between different departments. But now we can make it just in a few hours in our village room for convenience of villagers, which not only shortens the time, but also saves the cost for us”, said Fan Fangyou, a inPidual businessman from Yiling District, Longquan Town.
　　Meanwhile, the Municipal Administration for Industry and Commerce of Yiling District have launched special services, such as policy advocacy, service guidance and the protection of consumer rights in villagers’ home, which have won the applause of villagers.
　　Yichang actively promotes the online registration service, which is the first of its kind in Hubei province.
　　On the morning of August 13, Li Tao, director of Yichang Zhuoen Trading Co. Ltd, received the business license from the government affair service center, which is the first business license registered online. It only took him 3 working days to receive the business license, organization code certificate and tax registration certificate after applying online.
　　In Yichang, market players can complete the pre-approval and registration of corporate name, the declaration of registration materials, online approval, the submission of the paper application materials identical with the online registered ones, then the registration in the Industrial and Commercial bureau is completed. The fastest corporation can receive his business license within one working day. So far, more than 10 corporations have declared their opening registration application online and 38 corporations have their corporate names approved online.
　　Last year, the software “Easy-to-handle”, one-point-connection in Chinese, independently developed by the Municipal Administration for Industry and Commerce, offers a template, which includes all the materials needed for industry and commerce registration, such as the articles of incorporation and the shareholders’ resolution. If the registrants face problems while registering, they can complete the registration by relying on the self-service system within 15 minutes. Today, “Easy-to-handle” has become a useful assistant for market players to register online.
　　According to the director of registration sub-bureau under the Municipal Administration for Industry and Commerce, at the next step of the market players’ registration, Yichang Municipal Administration for Industry and Commerce will establish the industry and commercial registration digital certificate management system suitable for the Internet environment. At the same time, they will vigorously promote the online registration and management modes, for example, online consultation, application, acceptance and handle, approval, publicity, license issue, supported by electronic business license. It can provide identity authentication and electronic signature service guarantee for e-government and e-commerce, improving the information, convenience and standardization of the registration and management of market players.
　　In October, the Municipal Administration for Industry and Commerce plans to launch the pilot management platform of electronic business license, governing the issue, alteration, cancellation, certificate validation, exhibition, and license validation of electronic business license. By the end of next year, all corporations in Yichang city will register online.
　　While we are streamlining administration and delegating power, and providing convenience for corporations, how can we strengthen regulation? The Municipal Administration for Industry and Commerce will implement the strategy of easy access and strict regulation. The construction and completion of credit information platform will restrain and punish these dishonest and deceitful corporations. Recently, the State Council has published the Provisional Regulations on Public Notice of Corporate Information, which will come into force on October 1. With the public notice of corporate information, the spot check system of public notice of corporation information, the business abnormal operation list system, the serious violation corporate list system and the corporate credit inter-punishment system, we have specified and determined the actual regulation system of “easy access and strict regulation”, vigorously promote the construction of social credit system.
