Anti-corruption List System Implemented in Yichang

  The Yichang Municipal Party Committee has decided to implement the Anti-corruption List system among leaders at and above county level, and they are required to execute the “ten musts” and “ten prohibitions” regulations. Anti-corruption List contains a responsibility list, a negative list, a performance list and a personal information list. The responsibility list requires that the construction of the Party conduct and of an honest and clean government should be incorporated in the daily work of the Party committee; the head of the Party committee should be personally responsible for the construction of the Party conduct and of an honest and clean government; the Two Duties for One Post system should be fully carried out among the leading officials; the responsibility organizations or individuals to enforce the construction of the Party conduct and of an honest and clean government should be cleared.

    The negative list requires that the “eight prohibitions” and “fifty-two forbiddances” in the Guiding Principles for the Honest Performance of Official Duties of Chinese Communist Party Leaders should be strictly enforced and the “eight regulations” of the central government should be implemented conscientiously. When carrying out the “ten prohibitions”, we should take the actual situation of Yichang and the problems that have aroused strong public resentment into consideration. The “Ten prohibitions” are: prohibiting the accepting of bribes and the spending of public funds on gifts; prohibiting the practice of giving lavish feasts at weddings and funerals; prohibiting the rule-breaking providing of allowance and subsidy; prohibiting the rule-breaking involvement in economic activities, such as project bidding and tendering, land leasing, mineral resources exploitation; prohibiting extravagance and waste; prohibiting the using of official car for private purposes; prohibiting gambling; prohibiting the spending of public funds on treating others to dinners; prohibiting rule-breaking employment; prohibiting harming the interests of the public.

    It is required by the performance list that the implementation of Two Duties should be reported to the Party Committee and the Committee for Disciplinary Inspection twice a year and the “six reports” should be done in the form of presenting lists. “Six reports” are: reporting the research work of the construction of the Party conduct and of an honest and clean government; reporting the planning and arrangement work of the construction of the Party conduct and of an honest and clean government; reporting the newly issued anti-corruption method; reporting the education on the construction of the Party conduct and of an honest and clean government; reporting the anti-corruption talk and reporting the anti-corruption inspection.

    The personal information list requires that leaders should report their important personal information of the previous year to the Committee for Disciplinary Inspection, which can be summarized as “five submissions”: submitting information on income, house property, automobile and investment; submitting information on marital changes and the migration and profession of spouse and children; submitting information on personal work division, investment attraction and contact of enterprises; submitting information on personal social relationships; submitting information on the turning over of cash gifts.

    As required in the Notification from the Yichang Municipal Party committee, leaders at and above county level should implement the Anti-corruption List system with a practical mind and hand in faithful reports; signs with “ten musts” and “ten prohibitions” should be put in the conference room and leaders’ offices of each unit, which can serve as reminders that leaders should set an example of performing official duties honestly. The Committee for Disciplinary Inspection of Yichang City would conduct random inspection on personal information submitted by officials. For those who conceal the fact, they will be criticized and educated, hand in writing performance review, have no chance of promotion within two years, or get dismissed.
