On September 18th, it is learned from Yichang Customs that, since China\'s General Administration of Customs (GAC) decided to conduct pilot project in Shanghai, Nanjing and other cities from September 22nd，which will initiate the customs clearance integration reform of Yangtze River Economic Belt, Yichang customs is expected to be included into the reform process in 2015. Following the customs integration of Beijing, Tianjin, Hebei and Guangdong, this is another important measure in the field of customs reform, which is to promote the development of the Yangtze River Economic Belt. If Yichang joins in the reform, about 400 B-class enterprises, which refers to the enterprise that is in accordance with the law during the trade and without smuggling behaviors, will enjoy the benefit from it.

　　According to the plan, the first batch of cities from the Yangtze River Delta to enact the reform will be Shanghai, Nanjing, Hangzhou, Ningbo and Hefei since September 22, 2014. Nanchang, Wuhan, Changsha, Chongqing, Chengdu, Guiyang, Kunming will follow it at the right time. In the current pilot regulations, customs among the Yangtze River Delta can share the accreditation of commodity pre-classification, price pre-audit, pre-assessment of the origin, administrative assessment results like license, classification, price and administrative licensing decisions like the temporary entry and exit; after the improvement of the system, based on bank guarantee and the collection of taxation, one taxation guarantee can be accredited in all the customs of Yangtze River Delta; the process of integrated customs clearance in the Yangtze River Delta region, including the audit of customs declaration, the printing of tax receipt, registering and canceling tax, the transfer from non-paper clearance to paper-based clearance, the pilot collection of tax and so on, can be handled according to the current provisions. The customs declaration form of Yangtze River Delta Integrated Customs Clearance can be checked in the port or local customs supervision places according to the actual needs of logistics.

　　Accordingly, once Yichang is in the process of integrated customs clearance, based on the actual requirements, Yichang enterprises can choose any way of customs clearance, including gateway customs clearance, customs transit, “local declaration & port clearance”, “local declaration & local clearance”, regional integration of customs clearance and so on. And in the future, declaration enterprises in Yichang can enjoy all the customs service in any other pilot cities. Analysts said that the launching of reform in Yichang can not only reduce the operating cost of work and staff, it can also attract the customs transit and clearance from Chongqing, Chengdu, Kunming and other places in upstream area through improving the service.
