According to Yichang Development and Reform Commission, recently the Yichang Municipal Party Committee and Yichang Municipal Government issued the Guidance for Accelerating the Development of Strategic Emerging Industry. Yichang would further define the strategic focus and the goal of developing its strategic emerging industry and it is expected that in 2016, the prime operating revenue of strategic emerging industry would reach 220 billion yuan and the added value will account for over 12% of Yichang’s GDP. The Guidance pointed out that we should provide more support to the improvement of financing and investment system, the reinforcement of financial support, the strengthening of transformation of innovative achievement and the introduction of skilled professional; put emphasis on the cultivation and development of six strategic emerging industries including new material, biology, advanced equipment, new generation of information technology, energy conservation and environment protection, new energy; promote the optimization and upgrading of industrial structure, the pattern of economic growth and the sustainable economic and social development; strive to build Yichang into a strategic emerging industrial city that has distinct features, and develop Yichang to be an exemplary city in the whole country in combining production, teaching, research and application.

　　In 2016, the business income of 5 enterprises in key area is expected to reach 10 billion yuan, 20 enterprises 3 to 10 billion yuan, 30 enterprises 1 to 3 billion yuan and the R & D expenses of key enterprises would make up 10% of the sales income. The core competitiveness of new materials and bio industry should be significantly improved. High-end equipment, new generation of information technology, energy saving and environmental protection industry has become a pillar industry, and new energy industry has become a new growth point. Great progress has been achieved in the construction of Intelligent Yichang, National Information Beneficial Pilot City, National E-commerce Demonstration City, National Pilot City in Centralizing Development of Regional Strategic Emerging Industry, National New Energy Demonstration City. It is expected that in 2020, the added value of strategic emerging industry would make up 18% of the GDP and some industries and key technologies would reach the advanced world level.

　　It is said that the strategic emerging industry of Yichang maintains a strong development trend. The new material industry has formed a basic industrial system, that is, the new type of functional materials are regarded as the main material and the advanced structural materials and high-performance composite materials are regarded as the supplementary material. Yichang has become one of the eleven pilot cities in regional strategic centralizing development, and it is also the only demonstration city in new material industry of China. 4 biological industry enterprises of Yichang are in the list of top 500 national pharmaceutical enterprises. The high-end equipment manufacturing industry forms a pattern of obvious local advantages and dominant subdivision industry. In the new generation of information technology industry, Yichang was selected as National E-commerce Demonstration City and National Information Beneficial Pilot City. Energy saving and environmental protection industries, especially the recycling of resources, has helped to cultivate a number of influential enterprises both in Hubei Province and the whole China.
