In July 1954, Yichang City and its subordinate counties held the first People’s Congress (hereinafter referred to as the PC) successively, which marked the formal establishment of the system in the city and turned over a new leaf for the local authority. Yesterday morning, a meeting was held to celebrate the 60th anniversary of the founding of the PC.
　　Huang Chuping, the member of Standing Committee of Hubei Provincial Committee, Yichang Municipal Party Secretary and Director of Municipal People\'s Congress, attended the meeting and made a speech. Ma Xuming, Deputy Secretary of Municipal Party Committee and Mayor of Yichang, Wang Xingyu, Deputy Secretary of Municipal Party Committee, Li Yalong, Chairman of Municipal Political Consultative Conference, Zhang Jianyi, Secretary of the Leading Party Members\' Group and Executive Deputy Director of Municipal People\'s Congress, municipal leaders Wei Shengbin, Ma Xuejun, Mao Chuanqiang and Liu Xuepu were also present at the meeting. All undertakings make rapid and remarkable progresses. It makes a great contribution to the construction of democracy, rule of law and a modern megacity in Yichang.
　　Mr. Huang pointed out that 60-year valuable experience and Yichang’s scientific development in practice told us that the relevant administration must always adhere to the leadership of the Communist Party of China, have a correct grasp of political direction firmly, take the road of socialism with Chinese characteristics unswervingly; the relevant administration must always keep people\'s position dominant, give full play to people\'s democracy and represent, safeguard and realize the fundamental interests of the overwhelming majority of people; the relevant administration must always focus on the central task, serve overall situation, strengthen the construction of socialist democracy and rule of law, promote scientific development and promote social harmony; the relevant administration must always strengthen self-construction and improve constantly the ability to perform their duties. In a nutshell, all the experience is to put together the party\'s leadership, people being the masters of the country and ruling the country by law. The core is to uphold the party\'s leadership. We should cherish, persevere and intergrate the three parts in the whole process of democracy and rule of law, of the PCs to perform their duties and of economic and social development.
　　Huang stressed the relevant authority needed to conscientiously study and implement the spirits of the speech made by the General Secretary Xi Jinping to celebrate the 60th anniversary of the founding of the NPC. The relevant administration must keep confident in the road, theory and institution of socialism with Chinese characteristics and unswervingly uphold and improve the PC system. During a new historical period, the PC shoulders a great responsibility and glorious mission and has a brilliant future. The PC will advance with the times and create new glories. The Party Committees at all levels should give full play to the leadership of the overall situation and coordinating the parties, comprehensively strengthen and improve the leadership of the PC, and support and guarantee the PC and its Standing Committee to exercise functions and powers according to law. The PCs, their standing committees and the PC members at all levels should focus on the province\'s overall development, conscientiously perform their duties entrusted by the Constitution and laws, strengthen law enforcement, carry out supervision according to law, exercise decision-making rights on major issues, condense reform and development and play a greater role in the construction of the megacity in Yichang. They must keep in mind the purpose of serving people wholeheartedly, insighting conditions of people, fully reflecting public opinions and pooling their wisdom to make the masses benefit from reform and development. “One Government, Two Courts (People\'s Government and People\'s procuratorate)” should carry out administration bylaw strictly and justice impartially, conscientiously implement the decisions from the PC and its Standing Committee at the same level and consciously accept the supervision of the PC and its Standing Committee. civil servants at all levels and people in the city should adhere to the consciousness and firmness of the PC system in further and uphold, perfect and develop the fundamental political system.
　　While presiding over the meeting, Zhang Jianyi stressed that the relevant authority need to conscientiously study and implement the spirits mentioned by the General Secretary Xi Jinping at the 60th anniversary of the founding of the NPC. The relevant administration must deepen the understanding of the system’s historical necessity, integrate the party\'s leadership, people being the masters of the country and ruling by law, take the road of socialism with Chinese characteristics unswervingly, keep promoting socialist democracy and develop socialist political civilization. “One Government, Two Courts (People\'s Government and People\'s procuratorate)” should insist and perfect the system in practice, carry out administration bylaw and justice impartially and rule Yichang by law together. The PCs and their Standing Committees at all levels must take on the responsibilities endowed by the Constitution and laws, blend in the main battlefield of the modern megacity construction and perform the functions of state authorities in promoting economic, political, cultural, social and ecological civilization construction.
