“It only takes a day to establish a company!”  Zhijiang, a county-level city of Yichang, strives to keep the promise, for it has taken the lead nationwide to simplify the approval procedure when market subjects apply for establishing a company. In the past, it took 18 workdays for the applicant to go through the procedure while now it only takes a workday to get business license, organization code certificate, and taxation registry certificate, and it is for free. This is just one respect of Yichang’s reform after it combines the local characteristics with the experience that it has learnt from Shanghai Free Trade Zone.
　　As the “experimental plot” of deepening reform, Shanghai Free Trade Zone has attracted attention from the world since it was established. Yichang got rid of the traditional development pattern and sped up the reform by bringing in the advanced pattern of Shanghai Free Trade Zone. With the red tape being cut and the management mechanism being innovated, the reform has greatly sped up Yichang’s development.
　　In Yichang, the registry time of a company used to be 60 workdays, and now it only takes 3 workdays, even a day faster than Shanghai Free Trade Zone. In order to meet the requirement of “preferential policies, simple procedures and effective practice”, Yichang simplified the registry procedure, resolving many tricky problems in the past.
　　Yichang has also reformed the policy of granting access to investors. It makes a “negative list” and a “positive list” for the company which wants to invest and settle in Yichang. The investment approval procedure has been greatly simplified in order to make it more convenient for people to invest, which has stimulated the investment vitality.
　　The key to reforming the administrative approval is to streamline administration and delegate the power. Yichang streamlined all the administrative approval procedure items. It kept 138 items, canceled 5 and delegated 52 to the lower level organizations. The item list of the city administrative approval was showed on the official website.
　　In the process of establishing a social credit system, Yichang focuses on integrating the credit resources of the legal person and the natural person collected by the departments including developments reform, public security, industry and commerce, taxation, civil administration and so on, promoting the informationization of credit resources and the publicity system, spot check system, abnormal list and black list system of enterprises.
　　In addition, Yichang has established a comprehensive law enforcement system in which city and counties are both involved in market supervision. The industrial associations, commercial associations and other social agencies are encouraged to participate in the market supervision to reduce the excessive work of the government.
　　In order to effectively implement the reform policies, Yichang has put forward four kinds of cooperation covering districts, logistics, investment attraction and services. Districts cooperation refers to the cooperation among Yichang Hi-Tech Zone, New District, the Three Gorges Tourism District and the Three Gorges Hub Port District, which will further optimize the management system of exploration and construction. The transportation cooperation means that Yichang will quicken the steps in constructing bonded logistics center and try to turn it into a comprehensive bonded zone. To accomplish cooperation of investment attraction, Yichang will quicken the pace to improve the investment and cooperation system and positively learn from the industrial transfer experience in Shanghai Free Trade Zone and the Yangtze River Delta Region. To cooperate in respect of service, Yichang will speed up to improve the government affairs service system, bringing convenient services to people, market subjects and communities.
　　The speeding up of reform by learning from Shanghai Free Trade Zone made Yichang more energetic than before. The city-level administration approval items have been significantly reduced. Since this March, the number of newly registered companies has reached 4,232, which brought a registered capital of 4.36 billion RMB, and the registration rate has increased by 22%.
