Wen, a forty-year-old man in the old Yuan’an County, had stolen several hundreds of scratch lottery cards, with a value of ¥5980, 23 times continuously from a welfare lottery agency in the new Yuan’an County when the boss was engaged in his business. He cashed more than¥1300 in another lottery store but was arrested on 21st.
Wen set out for work early in his life when he dropped out of junior high school. In 2006, with the money saved by working, he married a country girl in his hometown Yuan’an County, where, to take good care of his family, he had always labored as a miner. However, owning to different personalities, he always quarreled with his wife over family trifles. In 2013 when the mining enterprise was facing depression, he left home in an anger after a usual squabble with his wife and worked as a casual laborer in the city area of Yuan’an County.
During this period, he began to buy lottery tickets and dreamed of making great fortune overnight with little money when he found there were several lottery agents in the city. However, except winning some tiny amounts of money, he got nothing after investing more than 5000 Yuan, thus leading to a sharp reduction on household income and ever-intensive quarrels. Then came the divorce of the couple.
After the divorce, Wen still frequented the old lottery agency, witnessing the happiness of the lucky dogs. But after several times of observations, he found a habit of the boss, who usually neglected the glass box used for storing lotteries when he was busy introducing lotteries to customers. In March of this year, when the boss was busy talking with other customers again, Wen caught tens of lotteries from the box quickly, hurried to hide in a hotel, and scratched the cards one by one, but only won a prize of 10 Yuan. Not to be discovered by the owner, he cashed it at another agency in Yuan\'an County.
Though only 10 Yuan was obtained, Wen was so elated because he paid nothing for it. Within the following six months, he came to the same agency and repeated the same trick for more than 20 times.
On October 20, the boss of the agency doubted that somebody had been stealing the lotteries, so he reported to the local police, who in return quickly spotted Wen and then arrested him on October 22nd.
