By Nov. 12, governments of counties, county-level cities, and districts in Yichang have issued documents to scientifically set the forbidden areas for scale livestock and poultry breeding in each jurisdiction where the farms of scale livestock and poultry breeding should not be constructed. The official in charge of Yichang Environmental Protection Bureau said the move would lead to a rational distribution of the city\'s scale livestock and poultry breeding and protection and improvement of the ecological environment as well as pollution control from the source of livestock and poultry breeding.

　　In accordance with the requirements of Ordinance of Controlling Pollution for Scale Livestock and Poultry Breeding issued by the State Council which has been implemented since Jan 1, 2014, every region should define the breeding forbidden areas. Municipal government attaches great importance to the development of livestock husbandry and pollution prevention and control for livestock and poultry breeding. Referring to the red line drew by Yichang City Environmental Plan, it asks Environment Protection Bureaus of counties, county-level cities, and districts in cooperation with the local farmers and authorities to compile Pollution Prevention and Control for Livestock and Poultry Breeding Plan as well as to define the no-breeding areas in conformity with the development of local livestock planning and the task of agricultural pollution reduction. Technical Points on Yichang Livestock and Poultry Breeding Layout has also been compiled and published by municipal government . Governments of Zhijiang county-level city and Dianjun district compiled Livestock Husbandry Development and Layout Planning; governments of Zigui county, Xingshan county, Yuan\'an county, Wufeng Tujia Autonomous County, Xiling district and Xiaoting district issued Regulations of Controlling Pollution for Scale Livestock and Poultry Breeding"; governments of Yiling district, Yidu county-level city, Dangyang county-level city, Wujiagang district and Tujia Autonomous County developed Suitable Area, Restricted Areas and Forbidden Area Divided for Scale Livestock and Poultry Breeding Program.

　　According to statistics, there are 589 existing scale farms in Yichang, among which there are 493 pig farms, 47 broiler farms, 28 layer farms, 15 cattle farms and 6 cow farms. Though livestock husbandry increases both agricultural efficiency and farmers’ income, problems about planning and coordination sufficiency between production layout and rural environment protection have also increasingly emerged. On one hand, the random constructions of livestock and poultry farms and breeding zones are forbidden in some places, which restrain the economic development. On the other hand, problems have also been gradually aroused in other places for increasing the breeding quantity, such as unchecked constructions of livestock and poultry farms, breeding zones, and  unreasonable layout of breeding areas, lack of examination and approval, as well as the disposal of livestock and poultry excrements. Especially, livestock and poultry excrements have become one of major causes of rural environment pollution, leading to deteriorating local environment and growing environment complaints, which not only affects rural production and life, but also poses as a “bottleneck” of restraining the sound development of livestock husbandry.

　　In accordance with the well-defined principles about livestock and poultry breeding “three areas” (forbidden breeding-forbidden area, breeding-restricted area and breeding area), forbidden breeding-forbidden area is place where breeding is prohibited by laws and regulations and hence will be relocated or closed or transformed into other production area. Breeding-restricted area is the region where breeding density surpasses the land carrying capacity. In such areas, the scale of livestock and poultry breeding is strictly restricted; newly-built and expanded livestock and poultry breeding farms are forbidden; existing livestock and poultry breeding farms are required to construct the supporting facilities for waste processing and utilization which are in normal function. And the suitable breeding area is the places excluding forbidden and limited breeding area, in which reasonable planning and layout , as well as restrictions on scale breeding should be carried out according to the carrying capacity of environment.  (Reporter Jin Mangui, correspondent Shang Qinghua)
