Food comes as the first thing to the people, and safety of food is given the priority to. In order to offer the citizens healthy food, the Yichang Food and Drug Administration has implemented the project of “sunshine kitchen” since 2013. So far, 47 sunshine kitchens in Yichang downtown area have been put into use. Therefore, citizens can watch all the procedures in the kitchens through network, videos or on the spot which enables people to enjoy more wholesome delicacy.
School canteen: simply touching cameras to see washing vegetables and cooking
On November 10th, the reporter came to the kitchen of Yichang No.7 Middle School, wearing hairnet and clean work garment.
After entering the kitchen, what the reporter saw at once was all the staffs in uniforms preparing lunch with putting. The reporter found that more than 10 kitchen sections have had cameras. Through these cameras, the staffs\' work can be seen clearly in the kitchen. The chef Li Dongyu told the reporter that this year, the "sunshine kitchen" with cameras has officially put into practice since July 2ed since this year. The students can watch their work on TV in the canteen. Their parents can also install the special software in their cell phones in order to watch the working process in the kitchen.
“My parents used to take meals to me from home. Since the “sunshine kitchen” appeared, they can see clearly what I eat every day. My mom said that school kitchen is now even cleaner than at home.” Yang Yuanyuan, a student from Class 7, Grade 2, told us that her parents no longer take food to her. Instead, more and more classmates now dine at the school canteen just like her.
The Little Dining Table: Food Photos Uploaded to QQ for Parents
Miss Mu’s Little Dining Table, close to Yichang Experimental Primary School, belongs to Rainbow Light Educational Center. Many school kids from Yichang Experimental Primary School and No.4 Middle School have meals there after school.
Mu Jinping, who is in charge of Rainbow Light Educational Center, told us that all the cooking materials that they buy in markets are carefully selected in order to guarantee food safety. Photos are taken when the children are eating and then uploaded to QQ Zone with the menu everyday according to parents’ requirements.
Li Yuanze is a Grade 1 Student from Yichang Experimental Primary School. One day his mother left a message on QQ saying that her son didn’t like vegetables and mushrooms, so she hoped that the teachers could have a good way to encourage him not to be a picky eater. So the cooks from Little Dining Table came up with an idea: they chopped the mushrooms into much smaller pieces and cooked them with pig sparerib. Cooked in this way, the mushrooms were very much liked by the boy. Photos of her son enjoying the mushrooms were taken to his mother at noon. His mother lighted up with pleasure and clicked like below the photos.
Our journalist saw an insurance contract between PICC (People\'s Insurance Company of China) and the Little Dining Table on the bulletin board. Mu Jinping told us that Rainbow Light Educational Center attached much importance to children’s food safety, so they bought food safety insurance to get rid of their parents’ worries.
Restaurant: Cooking To Be Seen on Television
“Hello, please have a seat.” The waiter turned on the television after leading the guests into a room in Shalongyan Restaurant, Wujiagang Branch. The television began to display the cooking in the restaurant kitchen. “What’s going on?” One of the guests asked curiously. The waiter explained, “This is our special Sunshine Kitchen, where you can see our chefs cooking the dishes you ordered.”
Yang Chunya, the chief chef of Shalongyan Restaurant, Wujiagang Branch, told us that RMB200,000 ($326,000) has been invested to build Sunshine Kitchen since last year. 28 cameras have been installed in every stall to videotape the risk points. These cameras are connected to electronic screen in the lobby and LCD TV in the guest rooms, so videos about cleaning, disinfection, cooking and sanitary conditions can be uploaded. The customers can pick any picture of the 28 monitoring points and watch the whole operation process of cooking while enjoying their dishes. All the staffs in the kitchen show the cooking process through videos. This has opened up a good channel for better communications between cooks and customers.
From the administration department: sunny and transparent service needed by people
“Attaching importance to the appearance of dining halls while ignoring the kitchen” is a chronic disease in the catering industry, which is difficult to supervise. Therefore, the joint participation of the whole society is required in order to improve it. “Sunshine Kitchen” aims at making the kitchen transparent. Besides, through the display of video surveillance and transparent operating room, the customers are made clear about food quality. Guan Wenjing, a person in charge of Food Consumption Supervisory Section in Yichang Food and Drug Administration (YFDA), told the reporter that since the beginning of this year, the city council has continually implemented the activities of “Sunshine Kitchen”. Yichang City has set up 47 so far. And 100 “sunshine kitchens” will be completed in Yichang by the end of this year.
It is known that the current “sunshine kitchen” is divided into four categories. The first type is video “Sunshine kitchen” with a monitoring probe installed in it. The electronic displays are set up at the checkout counter and in the dining hall, through which the whole cooking process can be shown live to consumers. So they can supervise the whole process. The second type, Network “sunshine kitchen” is to create a website for consumers. Pictures and videos including the kitchen, cooking, the procurement of materials and the qualification certificate of suppliers will be uploaded on it and they are all open to consumers. The third type, Transparent "sunshine kitchen" is to install glass walls and windows and set up corridors for customer to see the inside of the kitchen. The final type, Partition “sunshine kitchen” is to separate kitchen from the dining section through partition walls.
To further explore new models for effective supervision, YFDA also encourages “Video Kitchen” & “Network Kitchen” to be combined with Electronic monitoring of regulatory authorities. So monitoring from restaurants, consumers and authorities can be integrated organically. Furthermore, the electronic management for food security will be improved. The policy of “substitution of subsidies with rewards” is to be encouraged and implemented. The fiscal subsidy used for transforming small-sized restaurants should be given inferior to the project of “sunshine kitchen”.
Since July 1st this year, the project of “sunshine kitchen” will be assessed and evaluated by YFDA, namely whether it can be on the list of the quantified and classified management of A-class units of food consumption and on the list of the approval of food consumption safety model units above the municipal-level. Any food enterprises which don’t meet the standards of “sunshine kitchen” will not be authorized as A-class or a model at municipal level (or above).
