Recently, Hubei Provincial Development and Reform Commission released a special project investment plan of 2014 to support the development of enterprises including biological industry, optoelectronic information and industry innovation capability construction. Eight projects of Yichang gained the first fund of about 17.2 million RMB in total, amounting to 18% of the provincial capital investment, of which 10.5 million RMB goes to 3 biological industries; 4 million RMB goes to 3 optoelectronic information projects, and the remaining 2.7 million RMB belongs to 2 industry innovation capability constructions.

　　To speed up the growth of new industry and to improve the industrial innovation capability are two primary development strategic targets of our city; therefore, the Municipal Party Committee and Municipal Government proclaimed a file titled Ideas on Accelerating Cultivation and Development of Strategic New Industry, which clearly states that effective measures should be taken to mainly foster and progress 6 new industries, i.e. new material, biology, high-end equipment, new information technology, energy saving and environment protecting, as well as new energy resources. These special funds given to biological industry, optoelectronic information project and industrial innovation capability construction of Yichang as financial support will inject new impetus into the growth of high technology and new materials, promote the optimization and upgrading of industrial structure, and drive the economic transformation and the sustainable development of economic society.
