It is noteworthy that Yichang BRT (Bus Rapid Transit) construction is the one and only domestic project that has been awarded the best case of sustainable transportation projects of Asian Development Bank in the backdrop of vigorously promoting new urbanization in China.
　　Construction in the center of a city must bring challenges like land acquisition, residents resettlement, environmental pollution and traffic safety, etc. However, Yichang has worked out feasible solutions to all these problems by changing its notion of administration into the notion of governance. 
　　Under the guidance of GDP-oriented performance concept, projects and funds have always the precious resources pursued by all sectors for a long time. Once getting, the government is bound to launch them as soon as possible in a top-down administration style, while a lot of above-mentioned people-related issues will not be attached equal importance in overall planning and therefore always come second. There remains a big question whether the completion of the project could be eventually translated into real benefits to local people and achieve the sustainable development.
　　Under the idea of governance, however, projects and funds are no longer sacred resources but integrated into local economic and social systems as well as natural and geographical conditions for the overall consideration. As the subject of implementation, the government and people engage in the consultation on a relatively equal footing. This is the “secret” of Yichang’s people-oriented BRT project. 
　　The project also has some inspiration on how to fully consider the benefits of public funds. In recent years, related departments have been steadily advancing in the performance evaluation of financial funds, and have made considerable progress. However, from the view of governance idea and people-oriented approach, there still remains much room for improvement of the evaluation index and evaluation system.
