Since this year, Yiling District Government has been overcoming the unfavorable factors of investment, comprehensively collecting the project information, changing the service mode without delay and promoting the transfer from quantity to quality in project introduction and service. Centered on the principle of “inviting great, good and excellent investment”, Yiling District lays emphasis on introducing competitive enterprises and projects with good economic benefits, high-tech content and investment of great intensity. The emphasis of the project shifts from signing the contract to making progress, determining the rank not just according to the number of signed contracts. The aim is to make sure that there is project progress after any contract is signed, and make sure that once the progress is made, the project begins and then put it into operation effectively. The project service mode transfers from arranged service to pertinent service and fully respects the market subject, transferring from enterprise-arranged service to service which provides the services within the scope of the governmental functions. The key point is to ensure the communication and service connection with places which the projects settle in.
　　According to statistics, from January to October this year, there are 108 projects under construction with investment of more than 5 million yuan in Yiling District, including 53 newly-started projects and 55 continuing construction projects. The total amount of planned investment is 49093 million yuan and the accumulated paid-in investment reached 14080 million yuan. Among the 108 projects, 60 of them are industrial projects, with the total amount of planned investment being 27300 million yuan, and 32 of them are newly-signed projects, including 3 projects with investment of more than 1 billion yuan, 4 projects with investment of more than 500 million yuan and 21 projects with investment of more than 100 million yuan, with the total amount of agreed investment being 16306 million yuan. 
　　In October, Liu Hongfu, secretary of CPC in Yiling District Committee, led the leading officials of the Investment Invitation Bureau of Yiling District and the Office of the State Council Three Gorges Project Construction Committee went to Shanghai with the party and government delegation of Yichang City to study the advanced experience and practice of the institutional  innovation of Shanghai Free Trade Zone and participate in the “Exchanges over the Tea of  Shanghai Entrepreneurs” activities organized by the Municipal Party Committee and the Municipal Government of Shanghai. During the activity, Yiling District delegation grasped the opportunity that Shanghai provides targeted aids to the development of Yiling District, actively invited investment in the way of small groups and invited merchants to discuss and exchange and dock projects in the forum. Fortunately, Yiling District delegation successfully invited enterprise legal persons of Shanghai Changgang Logistics Group, Jiazhao Holdings Limited and Shanghai East Asia Food Industry Co., Ltd., etc., and successfully signed the Three Gorges Taipingxi Logistics Park project with the investment of 7600 million yuan, the tourism complex project themed on marine culture with the investment of 2000 million yuan and the food production and processing project with the investment of 500 million yuan, with the total amount of investment reaching 10100 million yuan. Both the number of projects signed and the total amount of investment rank the first among the counties and cities which participate in the signing.
　　It is said that the newly-introduced projects of Haier Logistics Park, Zhaofeng Automation Instrument CO.,Ltd and other projects have been signed; Wahaha Bottled Water project, the second phase project of DaoHuaXiang Science and Technology Park and other projects are under construction. Besides, a number of projects, including Nongfu Spring project, Zhaojia Ocean Town project and Hubei Green Environmental Protection Science and Technology Co., Ltd project, etc., are under consideration at the same time and Yiling District delegation keeps close contact with them. Moreover, with the help of the platform of Yichang Chamber of Commerce, Yichang Association of Industry and Commerce and the targeted aids from Shanghai, Yiling District delegation met a group of new merchants and created the opportunity that the delegation of entrepreneurs from Sichuan Province and Chongqing Municipality City came to Yiling to observe, study and negotiate and finally built up bonds of cooperation.
