The “Fiber Optic to Every Village” completion ceremony was held in Yichang On December 31, 2014, which marks that Yichang has become the first city in Hubei province to achieve “Fiber Optic to Every Village”. People in remote rural areas no longer live without fiber optic, landlines  and special network of government affairs.
　　Huang Chuping, Member of Standing Committee of Hubei Provincial CPC Committee and Secretary of Yichang CPC Committee declared the completion of the project and made a speech. Li Hongbo, General Manager of China Telecom Hubei Company and Secretary of the Group Comittee, Ma Xuming, Deputy Secretary and Mayor of Yichang, city leaders Wang Xingyu, Li Yalong and Yuan Weidong attended the completion ceremony.
　　Huang congratulated Yichang on the completion of the project “Fiber Optic to Every Village” in rural areas. He said that the program is not only the important contents of enhancing the level of information in Yichang and promoting the synchronization of the four modernizations, but also a major program of people\'s livelihood for the implementation of rural grid management in Yichang in order to provide social services for farmers in all directions.
　　Huang also stressed that urban and rural Party organizations at all levels should seize the great opportunities of “Fiber Optic to Every Village” to promote the simultaneous construction of the four modernizations and share and build the Smart Yichang. Party organizations at all levels should establish rural grid management and document farmers\' basic information database, and arrange rural grid staff to do practical and good things for the grassroots. And should take advantage of fiber optic channels to update the set up of grassroots organizations in rural areas, strengthen the construction of rural grassroots organizations and to further consolidate the party\'s power base. And should establish a new system of social service governance in rural areas which refers to the promotion of grid management of rural organizations, standardization of autonomy, integration of services, and the construction of integrated platform of rural electronic village affairs, electronic students affairs, e-commerce and e-service to promote the information construction of new countryside.
　　At the ceremony, Li said in 2015 Hubei Telecom will vigorously promote the rebuilding of the whole province\'s fiber optic network, and Yichang is the focus of the investment and construction. He said that China Telecom\'s unique high-speed wired optical networks and high-quality wireless communications network will provide stronger guarantee for the information construction of Yichang.
　　The two-year construction of “Fiber Optic to Every Village” totally cost 183 million yuan and covers 1411 administrative villages, which means that Yichang has fully realized the butt joint of the information network between urban and rural areas. Relying on this project, rural areas will better achieve the open information of village affairs, happy new countryside, "one county, one product" the information of rural industries and the promotion of rural e-commerce applications to make the villagers get rich by communication network. Meanwhile, dependent on the big networks, Yichang will establish the team of rural grid staff and form the four levels of city, county, towns and administrative villages to establish and improve the rural grid member of the team, and built cities, counties, towns, villages four grid to create a national benchmark by the innovation system of social service management.
　　At the ceremony, Zhen Jun, general manager of China Telecom Yichang Company introduced the related conditions of the project. Shuang Weifeng, the secretary of the Party branch of Ling Yun Village, Niu Zhuang Township in Wu Feng introduced the condition of the fiber broadband connection in the village by video connections.
