While, the professional skills training offered the laid-off workers new positions, which ensured them to earn an income of nearly ¥2000 a month and live a better life.
It is of vital importance to pay attention to the people\'s livelihood, and we should be concerned about every detail of the life of our people. To conscientiously carry out requirements of educational practices of the Party\'s Mass Line that combining learning with reform, and taking immediate actions to solve problems, the Municipal Civil Affairs Bureau of Yichang has made more efforts to promote the refinement management of civil affairs according to the general arrangements of creating Yichang a national model mega-city. According to requirements of the Standard for the Management and Evaluation of Refinement Management on Major Civil Affairs in Hubei Province, activities serving for the people, such as Express for Civil Affairs and Advocacy for Civilized Life have been implemented by the Municipal Civil Affairs Bureau of Yichang to help solve the problems of people who has difficulties in work and livelihood. The city has raised ¥40 million financial funds to solve problems of 3.4 million people in livelihood, housing, medical treatment, education and so on.
"Nowadays, social assistance not only should help solve the problems of the people’s livelihood, but also encourage them to make a living by themselves and live a better life through education in ideology and health-care as well as skills training." Wang Qingyu, the Secretary of the Municipal Civil Affairs Bureau of Yichang said that the relief system should be changed from only offering the people in need relief and subsidies into encouraging and helping them make a living by themselves by providing them with skills training and public welfare position in order to help laid-off workers to be re-employed and learn to rely on themselves.
Meanwhile, the Municipal Civil Affairs Bureau has paid much attention to a few people who has been benefited from some policies but still in great financial difficulties, and has creatively launched a various of activities to help the people in difficulties and to take effective measures to guarantee their basic lives. At present, ¥6.815 million funds have been raised to solve the difficulties in livelihood, housing and education for 4557 people.
In addition, 170 new policies and regulations have been issued by the Municipal Civil Affairs Bureau of Yichang, among which 83 of them have been implemented by the government and departments in guaranteeing the people’s livelihood, promoting the building of democracy in grass-root units and advancing the fundamental public service in recent years, including the standardization for the social welfare system, the relief work for the homelessness and beggars, funeral system benefiting the common people, medical assistance, free treatment for psychiatric patients who suffered severe poverty and the establishment of subsidy system for senior citizens over 80 years.
