Zhang Zhi, the officer of the Port Office of the Municipal Bureau of Commerce said that the boom of export processing enterprises in coastal cities transferring to the mainland start to emerge with the acceleration of China\'s industrial transformation and upgrading, while the competition for introducing more investments of these industries in the mainland become more fierce due to the demands of economic development and industrial upgrading. At present, the difference in the preferential policies for investment and the quality of services provided has been narrowed down in the whole country. The establishment of the Special Area Supervised by Customs will improve the efficiency of export tax reimbursement and exchange settlement. Besides, all export enterprises can take advantage of the feature of the Special Area Supervised by Customs to ease the financial pressure and to directly and effectively bring great profits for local enterprises.

At present, the proposal for building Wuhan East Lake Bonded Logistics Park in Hubei Province has been approved and the construction of Wuhan Comprehensive Bonded Logistics Area is awaiting the approval of the government. Then, Zhang Zhi took out a lot of study materials and introduced that after the six-month thorough investigation and said that they have decided to take a program of planning and designing in a unified way and constructing step by step, which means that they will declare the construction of a bonded logistics center of B type in the first year and focus on attracting investments within the next three years to build the bonded logistics center into a comprehensive bonded logistics area supported by some large projects, instead of directly declare the Comprehensive Bonded Logistics Area. The Bonded Logistics Center will be located in the Xiaoting district after the thorough discussion of Yichang’s Municipal Committee and the Municipal Government. According to the program of building various parks in one area, with the total area of 150 acres, the first stage of planning and construction aims to build bonded warehouses of 30,000 square meters and outdoor yard of 17,000 square meters as well as an office building of 15,000 square meters to fully take advantage of the convenient transportation including the port, road, rail, air network completed or planned to be constructed around and to develop more convenient means of transportation.

　　The construction of the bonded logistics center has started at the end of 2014 in Yichang.
