“Four First” in system reform
　　On May 30th, 2014, Implementation Scheme of Further Promotion of Access System Reform of Market Entities was officially established, indicating that Yichang was the first to start its access system reform in Hubei province. Yichang learned from Shanghai Free Trade Zone and tried first and hard to promote access system reform of market entity. The reform of market access had many highlights: issue together of three certificates, three certificates in one, issue license before certificates and so on.
　　Taking the transformation of government functions and the construction of service-oriented government as a breakthrough point, Yichang has issued batches of top-level designed reform scheme and launched a series of major measures playing a leading role.
　　Six Reforms of access system of market entities that have been strongly advocated are: implementing of the management mode of Negative List to realize full access unless prohibited by law; the improving the application, examine and approval mechanism; innovating the registration process of market entity access; reforming of foreign registration system, keeping projects on record; propeling the system reform of residence registration; promoting  whole-course electronic registration.
　　With the gradual implementation of major measures and the access system reform of market entity, Yichang has achieved Four First: in early July 2014, the registration window of industrial and commercial enterprises of municipal government affairs service center was the first to issue three certificates including Business License, Tax Registration Certificate and Organization Code Certificate all together in Hubei province; also the same period, Zhijiang Industry and Commerce firstly carried out registration system reform by issuing the three certificates in one; at the end of July 2014, Yichang tried first to deal with license before other related certificates; in August 2014, Yichang, as the only online trial registration unit in Hubei province, was the first to issue business license through online registration in the region.
　　“3 days may work out one material instead of several times back and forth as before”
　　Breaking barriers of departments enabled Yichang first to issue three certificates together in Hubei. One service window was consisted of three departments including industry and commerce, tax administration and quality supervision to relieve the public and businesses from troubles. In the past, a company need to go to three windows of industry and commerce, tax administration and quality supervision to submit three application materials if registering license and certificates . It may took him 7 workdays to get certificates after several times of going back and forth. Nowadays, the three departments were put into work synchronously by opening Internal Operation Channel. It only took three workdays to get Business License, Tax Registration Certificate and Organization Code Certificate from Industrial and Commercial Department.
　　On the basis of issuing three certificates at the same time, innovation improved efficiency again so that Three Certificates in One was achieved first in China. Cooperation of departments simplified the procedures of company. In July 2014, Anfusi Town of Zhijiang City started trial operation that the applicant only needed to register once in the window of administrative service center and within 3 workdays, he could get the business license containing tax registration number and organization code number. One license representing three certificates came true. On July 15th, 2014, Meng Aimin, a villager from Group Three of Hengxihe Village of Anfusi Town, went to the window of market entity access in Service Center for the Convenience of People to handle these three certificates for Hongji Orange Specialized Cooperatives. “In the past, these three certificates asked for several materials, but now, one is enough and it is more efficient than before. I can get the certificate in the same day.” In early November 2014, Three Certificates in One was carried out in whole Yichang.
　　On July 28th, 2014,Yichang Ruituo Building Material Co., Ltd first got the first business license that took effect, proving that it is easier than before for the market entity to enter into the market. To save more time and cost for entrepreneurs, the examination and approval contains only 12 items rather than more than 300 in the past, of which most have been changed into post examination and approval. Apart from some special industries related to national security, citizen’s life and property security, the entrepreneurs can immediately bid for business license when handing in complete procedure materials; then they can make some important preparations such as opening bank account, making business discussions, conducting staff recruitment ect over the period of applying for the license.
　　Igniting entrepreneurial energy of the market entity
　　To do subtraction on examination and approval can provide much quicker and more excellent services. All the examinations and approvals of enterprise registrations are to be finished in three workdays, of which 57% can be done in one workday. Single window services largely improve effectiveness and demonstrate the gradual benefits of reformation.
　　Yiling District features in 80% mountain areas of its geography, 80% rural areas of its structure and 80% farmers of its population. In the past, villagers needed to spend one or two days journey to and fro in going through related formalities for they found no appropriate ways to deal with them. But now, villagers can solve those problems without going out of the village. Yiling industrial and commercial substation accelerates the window service into the villages by setting up network examination and approval. A business agent will be responsible for a village. As long as the villagers offer related materials, they can directly apply for the license. By October, 2014, there have been in total 405 inPidual business licenses, 481 inPidual investment enterprise business licenses and 43 farmers’ specialized cooperatives business licenses.
