The promotion meeting of IT application on citywide population health management was held on Wednesday. During the meeting, it was mentioned that one-card system will be achieved for medical treatment this year and a “Smarter Healthcare” platform will be built in three years.
　　Currently, each hospital has its own treatment card, thus causing a lot of trouble when people moving among different hospitals. To solve the problem, Yichang will cancel these treatment cards that are issued by different hospitals. As a replacement, the residents\' health card will be issued for the people who joined the NCMS in accordance with the "Zigui mode", while for the city residents, the social security card, residents\' health card, hospital card, and financial payment card will be integrated into one so as to realize that people can go to any hospital with only one card.
　　Meanwhile, 10 projects will be completed this year including the municipal population health information platform data center, population health information private networks, municipal population health information platform system, connecting between hospital managing information system and people’s health information system, health Yichang information system construction and physical examination information system and so on.In addition, services like electronic medical record, health record, two-way referral, appointment registration and other services will also be completed.
　　It is planned that Yichang will have finished improving systems like healthcare institution system, hospital digitization, disease precaution system, health monitoring on 2016. To the end of 2017, the smarter healthcare project will have been completed, and therefore a citywide health care system will be basically established until then.
　　By then, with a card in hand, the public can not only receive services like prevention, health care, medical care and so on, but also take the model of full appointment and fully self-treatment through Internet, Wechat platform or medical institution, as well as to enjoy benefits like the mutual recognition of inspection results, two-way referral, remote consultation and other benefits.

　　"Smarter Healthcare" platform will be achieved through the construction of the new management system of "1236" information service. "1" refers to build a citywide population health network, a health care cloud platform, a card needed to go to the hospital; "2" refers to the construction of the city and county levels of population health information platform, the citywide unified information exchange and sharing system and information security protection system; "3" refers to the construction of the citywide population basic information database, the residents electronic health records database, the electronic medical records database; "6" refers to the six functions of co-ordination of public health, family planning, health services, healthcare, pharmaceutical management, integrated management. By linking the provincial information platform and county level platform and medical institutions directly under the city, the city information platform will help achieving cloud services of the city\'s healthcare and population health.
