Honoring Ceremony of national spiritual civilization construction was held by the Central Committee of Civilization in the Great Hall of the People on February 28, during which Yichang once again won the title of "National Civilized City" after winning it in 2011. Yichang has become the first city in Hubei that has won this honor in a row. Ma Xuming, Mayor of Yichang, attended the honoring ceremony.
　　Hearing this news, Huang Chuping, member of the Provincial CPC Committee and Party Secretary made important instructions : "It is a great news for the whole city that Yichang has been awarded as the National Civilized City again by the joint effort of everyone in this city! There is no end for civilized city construction, and it is still on the road. I hope that based on the \'standard era and World Vision\', all departments throughout the city should continue to deepen the work of the construction of civilized cities in accordance with the \'four first-class\' requirements, we also must adhere to creating a better living environment for the people and benefiting the people. We must regard the construction works as a great event which is closely related to a matter of development and people’s livelihood. More effort should be done to serve the people well, and the city as well as all counties of Yichang should work together to build Yichang \'National Civilized City Group\', and to establish a sound long-term mechanism of a civilized city, thus to truly make Yichang city become a pioneer in nurturing and practicing the socialist core values as well as promoting the development of scientific development, and make much more great contribution in building Yichang a big, strong and beautiful modern mega-cities and promoting Hubei province a fulcrum forefront. "
　　New changes and requirements in the fourth installment of national civilized city evaluation took place in target tasks, evaluation content, on-the-spot investigation etc. The city firmly establishes ideology of "universal creation and created for the people", and concentrates to focus its efforts to create the city a civilized city and achieve a series of new developments and breakthroughs thus successfully passed the final evaluation of winning the title of the National Civilized City."
　　Creating and constructing an inspection team gave the feedback after unannounced visit. They said that Yichang attached great importance to the construction of civilized city and implemented it with perseverance, meanwhile, the city focused on combination and active merge which end up with the formation of the ideological consciousness of civilization, conscious action, long-term mechanism and a powerful force. As a result, the city is being under good sanitation, the city management operates in an orderly manner, and citizens are of high quality of civilization, the overall situation is good. At the same time, the inspection team requires the creation of experience in Yichang to make greater contributions to promote the building of spiritual civilization of Hubei.
　　The most intuitive feelings of people in Yichang in the process of building a civilized city is that the city becomes more beautiful, the streets become cleaner, the mountains greener, the water cleaner. Yichang always implements the concept of people-oriented, promotes creation benefit the people, and allows the people of all the city to share the results of civilization construction, and planning and solving problems that people mostly concern about, or most direct and practical in priorities during civilized city construction. Yichang take issues like drinking water, road, medical care, employment, environmental protection, housing security and other problems that related to people\'s well-being as key projects to arrange in priority under the ideology of creating a civilized society for people. In 2014, the city\'s livelihood financial spending raised 28.3%, accounting for 69% of local public expenditure total incremental. The city has also established and improved a series special relief system of medical care, housing, education, justice, employment and so on.
　　61,400 affordable housing and shantytowns have been established, with 18,822 units have been built and the number of the transformation of rural dangerous houses reached 15000.
