Recently, Yichang Municipal Committee of the CPC and Yichang Municipal People\'s Government has formulated the document "to accelerate the development of urban industrial economy." Its purpose is to further strengthen the leading role of urban industries in supporting and promoting the construction of building Yichang a modern mega-city, to establish a new pattern with optimized industrial structure, larger scale and obvious competitive advantages for the development of urban industries, and to construct the city while developing industrial economy as well as the industrial transformation and upgrading.
　　To firmly follow the concept of building a powerful industrial city", and " to construct the city while developing industrial economy".
　　Efforts should be made to adhere to the dominant role of industry unswervingly. Currently, Yichang is in the middle and late period of industrialization. And the industry continues to be an important support for the city\'s economy in quite a long time, a main channel for creating more job opportunities as well as a vital foundation for the construction of a modern mega-city. Due to the lack of urban industries and structural optimization, we must unswervingly take the road of new industrialization and establish a powerful industrial city main industry to increase the  proportion of urban industry in the total amount of all industries in the city gradually.　　
　　Efforts should be made to push forward the development of urban industries with competitive quality and efficiency. We should vigorously develop new high-technological industries especially focus on the development of biological medicine, new materials, electronic information and strategic emerging industries; We should try to accelerate the integration of information and industrialization and to transform and upgrade traditional industries; We should adhere to develop the new heavy chemical industry moderately under the premise of protecting the environment. We should adhere to construct the city while developing the industrial economy steadfastly driven by the development of industries and the service sector, and to actively form new models for the development of urban industries such as urban industries and headquarters economy with less environment pollution, low power consumption, which is suitable for the distribution of urban centers and the development of SMEs; We should develop the manufacturing industry to accelerate the construction of building a regional investment and financing center, industrial design center, R & D and trading centers and industrial products exhibition center.
　　Co-ordinate the development of urban industrial economy.
　　We should adhere to a regional planning of the High-tech Zone of Yichang city and the implementation in different zones in the industrial parks. The Dongshan industrial park, the Bio-industrial Park, the Electronic Information Industrial Park and Bai Yang Industrial Park in the High-tech Zone will be put into operation; Xiaoting Industrial Park in Xiaoting district, Shenzhen industrial park in Yichang and airport industrial park will run independently. Thus making the High-tech Zone and Xiaoting district focus on industrial development and compete with each other to make improvement at the same time.
　　We should promote the integration of urban industrial economy. Both of the High-tech Zone and Xiaoting District are planned as the developing zones in Yichang City. Meanwhile these two districts act as the developing zones in the urban city and they are of great importance in introducing new projects and expansion projects. According to the planning of industrial parks, the high-tech zones and Xiaoting district should undertake the construction of infrastructure, besides, the total amount of value-added business tax in ten years introduced by the high-tech zones and Xiaoting district will be shared equally, while the funds to support enterprises will be undertaken by the enterprises and the high-tech zones or Xiaoting district.　　
　　We should adhere to "balance the development of every aspect", we should pay equal attention to large projects which meet the demands of the transformation and upgrading of urban industries as well as to the SME’s with intensive technology, more job opportunities and strong tax capacity in nurturing the market entities. While introducing and attracting more investments, we should give more support and help to the local enterprises, and encourage local enterprises to implement technological transformation and to create new projects to speed up industrial transformation and upgrading.

　　The district-level industrial funds for development are encouraged to set up in every district. According to the data collected in the year of 2014, the value-added tax of the urban industrial enterprises will be used to set up the district-level industrial funds for development in 10 years in every district.
　　We should Persify modes of land supply. We should strictly audit the scale of land for industrial projects, allocate the land in stages and increase the output of per unit land. We should also actively adopt the approach of " first lease then transfer" to lease the land to enterprises for free in short terms, then make changes in land use after enterprises gain sound development and sell the land instead of leasing to ease the financial burden of projects and to improve the efficiency of land use.
　　We should give full play role of municipal-level industrial funds for development. We should strengthen cooperation with the bank through setting up special deposit guarantee funds, mortgage for enterprise and re-guarantee from the government in districts to increase funds and to guide banks to increase loans to industrial enterprises in order to speed up the development of the excellent companies with development potential and to make full use of the financial funds.
　　We should broaden the financing channels for enterprises. We should accelerate the development of new financing platform including the financing guarantee companies, venture capital firms, venture capital firms and encourage enterprises to finance directly through the stock market, corporate bond issuance, issue bonds by SME’s and other methods.
　　To strengthen the leadership and management of urban industrial development
　　We also should strengthen leadership mechanism of urban industrial development. The "five-one" working mechanism, which means one plan, one leader, one special group and one evaluation method should be implemented.　　
　　We should improve major enterprise systems. The urban industrial enterprises on the list of major enterprise systems should be supervised by one leader separately, and the leader should take responsibility and accountability to help enterprises solve problems, and make improvement, so that to achieve the goal of one policy for one enterprise, on-site service and resolve the problems in time.
　　We should strengthen the leadership and management of urban industrial development. The development of industrial economy and the nurturing of market entities continue to be the main parts for the work performance appraisal of the government\'s annual assessment of each city and the main party leaders. The High-tech Zone and Xiaoting district must adopt different annual target with no crossing of evaluation index data. Pragmatic assessment of the project, the actual funds and corporate registration number are emphasized in introducing and attracting investment. The use of municipal-level industrial funds for development and service offered to enterprises to solve problems are incorporated into the assessment range.
