  Fellow Deputies:

  On behalf of the municipal government, I now present to you the work report for your deliberation and for comments from the members of the Municipal Political Consultative Conference and other non-voting delegates.

  I. Review of work in 2014

  In the last year, despite of complex macroscopic environment and special difficulties at certain stages, we have comprehensively implemented the decisions and deployments of Hubei Provincial Government and Yichang Municipal Government, and have overcome, with the Party’s mass line education practice as an opportunity, many difficulties to realize the steady progress in economic development with both effectiveness and efficiency, so the objects set on the fifth session of the Yichang fifth NPC have been basically completed.

  1. Comprehensive ability continuously improved by steady growth and successful ranking

  Through implementing all-round policy, focusing on practical issues and keeping sustained and healthy economic development as the priority, we have gained a satisfactory major-economic-growth index which was much higher as usual than that of the national and provincial standard. In general, the GDP of Yichang in 2014 is 313.22 billion yuan, an increase of 9.8%; local public budget revenue27.15 billion yuan, an increase of 31.6%; total fixed asset investment 247.1 billion yuan, an increase of 22.1%; the per capita disposable income of urban residents and the per capita net income of rural residents were 25,025 yuan and 11,837 yuan respectively, an increase of 9.6% and 13.2% over last year; 2.7 billion dollars on export and import, an increase of 14.8%; 96.45 billion yuan on total retail sales of social consumer goods, an increase of 13.3%.

  County economy has also developed rapidly. In 2013, Yidu became the National Top Hundred Cities in Economy, the second one in Hubei Province. Yidu, Yiling, Zhijiang, Dangyang ranked among the front-runners in the classified economic evaluation of all the counties in Hubei province. The average local financial budget revenue income of 8 counties (cities, districts) was more than 1 billion yuan, while two of them got 2 billion yuan, and another two got 3 billion yuan. The per capita disposable income of urban residents of nine counties surpassed 20,000 yuan, and the per capita disposable income of rural residents was over 10,000 yuan.

  2. Industrial upgrade sped-up by mode transformation and structural adjustment

  With structural adjustment as the focus, we take fully use of market system to upgrade and transform industries. Therefore, the leading industries got rapid development---the gross output value of fine chemical industry, food, biological and pharmaceutical industry, advanced equipment manufacturing industry, and advanced material industry took up 78% of the whole industry in the city; the outputs value of the fine chemical industry and the food, biological and pharmaceutical industry exceeded 150 billon RMB yuan; the advanced equipment manufacturing industry outputs was over 100 billion RMB yuan, and the advanced material industry, cultural tourism industry, modern logistics grew at a double-digit rate. At the same time, new industries are growing stronger and stronger. For instance, the electronic information industry, new energy industry and energy conservation and environmental protection industry have been developing very fast, and the added value of high-tech industry was 47.56 billion yuan, 3% increased among the total output value. After the optimization of tertiary industry structure, the added value of scaled industry increased by 11.2% and net increased scaled industrial enterprises have numbered 181; the enterprises with output value over ten billion Yuan reached 79, two of which were selected as the top 500 enterprises in China, four of which were selected as the top 500 private enterprises in China, five of which were selected as the top 100 private enterprises in Hubei Province.

  In tertiary industry, 1.4 points were increased on the percentage of added value to the total output value. The construction for new tourism area in Three Gorges was accelerated, the Three Gorges Dam has been opened free for tourists, and the cultural tourism zone of Quyuan Hometown has been promoted to 5A. So far, Yichang has received 40,850,000 tourists in the whole year and has gained a gross tourism income of 33.6 billion yuan, an increase of 23% and 29.2% respectively. Currently, there were 200 newly increased commercial enterprises above the limited sum. China Guangfa Bank Co. Ltd and China Everbright Bank Co., Ltd have set branches in Yichang. Three rural banks and 3 small loan companies have been set here. The deposit and loan in financial institutes have achieved 258.3 billion yuan and 196.8 billion yuan respectively. In the field of agriculture, six types of featured agriculture have yielded a good result---its total value accounted 82.8% of whole industry and the output value of agricultural products processing arrived 160 billion yuan with a strong growth potential.

  In the past year, we have attracted 123.9 billion yuan investment, an increase of 33%. HKC, KYLAND, and Yihaodian, and other national or international enterprises have settled in Yichang. Our city has become one of the “Top Ten Cities with Best Business Environment in China”. At present, there are 1126 projects under construction with investment of more than 10 million yuan, an increase of 246 compared to last year, among which 67 important projects at city level and provincial level have over-fulfilled their annual investment plans, and a batch of important projects, such as the producing base for CSG display devices, and Yichang Automobile Industry Park, and drug export base of Yichang Humanwell pharmaceutical Co.Ltd etc. have been completed or launched. In Yichang High-tech zone, 17 over- 1- billion- yuan- projects have been introduced, and 63 key industrial projects have been initiated for construction.

  We have also implemented 9.96 billion yuan of pairing assistance fund for Three Gorges, obtained 1.06 billion yuan for aiding the succeeding activities of Three Gorges Project, and broaden the cooperating area about the pairing assistance from Shanghai. With the pushing forward of building Quality Model City, our city was awarded “National Quality Model City in 2014”, which was followed by four newly- increased famous trademarks of China, contributing to the total number of 39, and 12 kinds of brand products in Hubei Province. DaoHuaXiang Co. Ltd was awarded “Yangtze River Quality Nomination Award”. There is also diversified capital market development with newly increasing one listed company, two listed enterprises on New OTCBB, and 6 listed enterprises on Fourth Board. The listed companies have refunded 1.21 billion yuan, and the local enterprises have financed 7.4 billion yuan through bond syndication.

 

  3. Vitality further released by focus on reform and innovation

  Keeping reform and innovation as the fundamental driving force, we endeavored to give a decisive play to the market and a better role of the government in the allocation of resources. After learning from and docking to Shanghai Pilot Free Trade Zone, we have established the mode of “1+6+4+5”, which accelerated the reforming of market entry, streamlining administration and delegating power to the lower levels, investing policy, social credit, industrial supervision, enforcing law comprehensively. The policy “Business license issued before permit, three permits combined in one” has been firstly implemented in our city, resulting in 89000 newly-emerging market entities, 3.4% increase of private investment and 21.4% increase of in tertiary industry investment. The framework of platform for public credit and information has been formed basically, the reform and restructuring for city-level state owned investment enterprises are being pushed in an orderly way with the total financing value 22.06 billion yuan this year, and the reform and development of state owned enterprises in the city are being sped up. Meanwhile, the deepening of urban management system gave aids to the basic formation of a big city management system, and big achievements have been gained on fiscal budget, investment and performance management. We have smoothly propelled the pilot confirmation, registration and issuing certificates of management contract of rural land and the registration and confirming the rights of rural collective construction land and of using house site. Currently, land transferring area in the city has achieved 750000 mu, farmer cooperatives has increased by 722, and 588 family farms have been registered.

  In the past year, we have completed the reform of food and drug administration system, and have firmly pushed forward the construction of the National Best Food Safety City, all of which have contributed to the title of “Top 10 National Best Food Safety Cities in China” conferred to Yichang in 2014. Besides, smooth progress has also been made in the reform of government agencies, classification of institutions, medical and health system, and accelerated aggregation of innovation factors. In the previous year, there were freshly newly recognized 60 national high-tech enterprises, one national-level incubator, 11 new provincial-level Engineering Research Centers, 10 municipal Engineering Research Centers, added 200,000 square meters of new incubators, 276 invention patent grants, and 55 increased high-tech products. In the same year, the industrialized project of Angel Yeast Co., Ltd has gotten the Second Prize for the National Scientific and Technological Progress, CAST has build workstation for “Haizhi Plan” in Yichang, and there has been built 18 Academicians & Experts Workstations and 3 Post-Doctoral Innovation Bases.

  In the sphere of talents employment and professional appraisal, we have introduced seventeen experts of provincial or above level were introduced, and carried all-around evaluation for skilled talents in enterprises and tile appraisal for staff in non-state-owned enterprises. Yichang was approved to build national demonstration plot for national eco-civilization construction, national model city for new energy and for e-commerce, and has become the national model base for enterprise-university-research institute cooperation and innovation, national pilot city for benefiting people on information, food safety, and for comprehensive reform of pension service, and national important city for comprehensive reform of grassroots health.

  4. Mega-city construction accelerated with emphasis on overall planning and functional optimization

  We have given priority to the central urban area construction, and comprehensively propelled the urban modernization, the village ruralization and the integration of the urban and rural areas. Currently, there are 202 newly-built and continued projects of construction in Yichang New District with ¥31 billion investment; the express ring-road network has taken shape in Yichang’s urban area with 121 km urban roads under construction, 45 km completed roads open to traffic and the Zhixi Yangtze River Bridge of 70% project progress, and the BRT renovation project under accelerating construction on the Dongshan Avenue has been evaluated by the Asian Development Bank as the only best case of the sustainable traffic projects across China.

  Meanwhile, eighteen large-scale public projects have been put under construction including the substantial completion of Yichang Planning Exhibition Hall and Yichang Museum, together with Yichang Olympic Center’s main construction stage, among which Yichang Planning Exhibition Hall has been awarded the top-ranking green building of the demonstration innovation projects in Hubei Province. So far, there are 5.18 million ㎡ continued and newly-built resettlement houses with 690,000 ㎡ completed houses, the first stages of the Moji Park and the Dongshan Park have been completed and are open to the public and the Binjiang Park’s landscape has presented a new appearance as well.

  Yichang has also accelerated the renewal of old town and construction of the urban complex, including the Binjiang CBD project and the new eco-city in Dianjun District. In the past year, the shantytowns renovations of the Southern Ring Road and Baisha Road have been carried out with the ¥12.7 billion counterpart special loans granted by the China Development Bank, the urban planning of completed coverage has been achieved, including 172 construction projects of comprehensive improvement, over 90,000 landscape lights installment, 2.6 million ㎡ urban green coverage, the planting of 63,200 green seedlings, the completion of the three-year urban canal renovation, 13 key power grids and 1,060 newly-increased public parking spaces in the urban area. Yichang has won consecutive six “Chutian Cups” of urban-rural planning and construction in Hubei Province, achieving the goals of 152.6 k㎡ built-up urban area, 55.65% urbanization rate.

 

  In the past year, the traffic system has been increasingly improved, accomplishing ¥11 billion traffic investment in the completed expressways of Yiba (Yichang-Badong) and Baoyi (Baokang-Yichang) open to traffic, newly-increased 204 km expressways, 110 km first-class highways, 150 km second-class highways renovation, and 900 km village-level hardened roads. At the same time, the Three Gorges Hub Port project has been orderly carried out, the main stream and tributaries regulation of the Yangtze River has been comprehensively initiated, and the infrastructure construction of the Three Gorges Modern Logistics Center has been granted $ 0.2 billion loans by the World Bank. In the past year, the Three Gorges Fanba Logistic Industrial Park has been upgraded to the provincial strategy, the first-stage Baiyang Port and the second-stage Maoping Port have accelerated their construction progress, the bullet trains from Yichang to Chongqing have been open to traffic, and the Three Gorges Airport has been evaluated to be the four-star international airline, which holds over one million passenger throughput per year. At present, there are 12 new urban lines and 2 suburban lines.

  We have also endeavored vigorously to implement the rural construction with ¥1.3 billion input of the infrastructure construction. Nine out of ten villages have achieved environment improvement and 63% rural garbage has realized sanitary treatment. About 25,000 households have employed clean energy. Yichang has brought 51.22 k㎡land of soil erosion under control, completed 650 km terminal irrigation systems, and eliminate dangers and reinforce the banks of 41 small-and-medium reservoirs.

  In the meantime, Yichang has steadily advanced the ecological construction. We have finished the compilation of “Master Plan on Yichang Municipal Environmental Improvement”, eliminated 25 coal-fired boilers in the urban area, closed 8 small thermal power plants like Anneng Power Co., Ltd and Meilian Power Co., Ltd and eliminated 39 brick kilns. The eco-mark regulation of the motor vehicle has been comprehensively implemented and 32,000 yellow label cars have been eliminated, the refuse landfill in Huangjiawan has been closed down in advance, the major project of the risk aversion and removal project has been completed in Wufeng county town, and three villages have been brought into the pilot project of the state poverty alleviation and risk aversion. At present, there are 186 eco-friendly city-level villages and small towns among which six villages are listed as “the most beautiful villages and towns in Hubei Province”. The city’s energy consumption of per unit GDP has fallen by 4.8% and land consumption by 8.43% in Yichang. There are 6.5 million cultivated land of compensation, which makes it balance between land occupation and compensation in the consecutive 12 years. Four enterprises are selected as the pilot units of state-level green mines.

  5. People’s livelihood remarkably improved owing to benefiting social well-being and promoted social harmony.

  Yichang has been upholding people’s well-being as the persistent pursuit, and deepened five people’s livelihood projects to make people share the fruits of reform and development. In the previous year, the financial expenditures in people’s livelihood increase by 23.5%, which accounts for 69.5% that of the local public finance, while the rise in the CPI has fallen to 1.2%.Currently, there are 110,000 newly-increased urban employees with 109,000 rural surplus labors transferred to re-employment, which makes the registered unemployment rate fall to 2.23%. The coverage of the social insurance has been extended to 174,000 people. The insured people of the right age have achieved 100% payment rate in the basic pension insurance and renewal of insurance in the urban and rural areas. The health insurance cards have been officially put into use to achieve immediate settlement of employees’ remote medical treatment and the severe illness insurance in Hubei Province. 99.8% people have participated in the new rural cooperative medical system and the higher compensation proportion of the insured farmers’ hospitalization expenses has been realized. Much progress has been made in the urban and rural residents’ pension, the land-requisitioned farmers’ pension, the enterprise retirees’ pension, and the sanitation workers’ salaries. Steady improvement has been made in the social assistance and social security for the low income people, the people of preferential treatment, and the needy people. Yichang has consecutively won “Top 100 Cities of Charity”. Yichang has established 207 community service centers for the aged in the urban area and 708 mutual help centers for the aged in the rural area. Besides, 65,188 low-rent houses and shantytowns renovation houses are under construction with 23,301 completed houses and 14,383 allotted houses. 10.962 dilapidated buildings have been renovated in the rural area. 260,000 people in the rural area have access to the safe drinking water. Thirty poverty-stricken villages have made the poverty alleviation project in full operation to lift 45,000 impoverished people out of poverty. Both Xingshan County and Yuan’an County have been listed into the poverty relief project of Qingling Mountain-Ba Mountain in Hubei Province.

  Yichang has initiated the construction of public cultural service system with 15 cultural centers of the sub-district offices and 342 rebuilt and expanded village-level culture stations. Several festivals have been successfully held in Yichang, including the Dragon Boat Festival in Qu Yuan’s hometown, the 4th Yichang China Yangtze River Piano Music Festival, and the first Yichang Art Festival. Thirty-one national and provincial sports events have been hosted in Yichang. The athletes from Yichang have swept four gold medals and one bronze medal in the Inchon Asian Games. Three sports events have been selected into the excellent events of the sports tourism. The song “Falling in Love with Rivers” has been awarded “the Best Works Award” and “Adventures of Chinese Sturgeon” has been awarded the short-listed prize of the best Chinese animated film. Yichang has been named as “the City of Poetry in China” and “the City of Piano in China”. The citywide reading index in Yichang tops among other equivalent cities in Hubei Province. Yichang has finished the choreographies compilation, including the folklore ethnographies and county-level choreographies and so on.

  In 2014, the first-stage three-year plan of preprimary education has been comprehensively accomplished with 94 kindergartens newly built, renovated and extended, and the gross 3-year preschool enrollment rate rising to 86%. Yichang has passed the national acceptance for the balanced development of compulsory education, the only prefecture-level city in Hubei Province. At the same time, the first-stage project of vocational education park has been put into use; steady progress has been made in the quality of the vocational education; the preliminary work of several projects has been orderly advanced, including the Teenagers Practice Education Base, Yichang No.1 High School, and the new branch of Yiling High School; China Three Gorges University has upgraded into “the national key university” enrolling the first batch of students who have passed college entrance examination, and “the top 50 universities in term of national employment rate”. 128,000 needy students have been subsidized with ¥146 million; The early childhood education of children (0-3 years old) has been taken into the pilot project of the UN children’s fund.

  Steady improvement has also been made in medical and health care system in the urban and rural areas. We have vigorously carried out public ownership construction of the village-level clinics and the three-year targeted training plans of the country doctors, accelerated the outpatient buildings projects of Yichang Central Hospital and the First People Hospital of Yichang. Yichang has passed the “Healthy City” evaluation, achieved the complete coverage of family planning subsidy for the one-child families with elderly parents firstly in Hubei Province.

  To strengthen the system of “people and service oriented service with grid management, IT application, and integrated service”, Yichang has realized the complete coverage of grid management in the urban and rural areas firstly in China and “Optical Fiber to Every Village” in the rural area firstly in Hubei province. We have actively built the 4th Cultural and Ethical Progress City across China with excellent performance in the acceptance of the Central Guidance Commission on Building Spiritual Civilization. In the last year, fifty Yichang citizens have been nominated into “Chinese Good Person List”, “Hubei Good Person List in Province” and “Moral Model in Hubei Province”, seven units were evaluated as the model urban districts, model sub-districts and model communities of the harmonious community construction, and the coverage rate of “Happy Villages” has reached 40%. After the completion of villages’ committee election, efforts have also been made to deepen the construction of “law-based Yichang” to undertake 2,103 legal aid cases and 19,221 legal aid items, which resulted in remarkable achievement gained in social order and steady overall situation of production safety.

 

  6. Self-construction comprehensively strengthened by changing work style and improving efficiency.

  We have carried out the Party\'s mass line education, thoroughly implemented the central government’s principles of “eight provisions” on improving the work style, closing ties with the masses and effectively solving the problems of "four winds", which have achieved initial results. Besides, we have cleaned and standardized administrative authority and publicized a full list of municipal power; cancelled and adjusted 97 items of municipal administrative approval; optimized the administrative approval process and implemented parallel approval and online approval, which have decreased 75% of the approval time. Meanwhile, the standardization and information construction of Administrative Service Center has developed steadily, with the publication of 51 items of executive system that the first required executive department should take responsibility of the affair, the implementation of 10 specific rectifications, reviews on the ideological and work styles of government officials and activities of "TV politics". In Yichang, the "three public expenses" fell 28%, the number of meetings, documents, assessment activities decreased by 23%. Adhering to the theory of "strength unity", Yichang has gained remarkable results on reform and anti-corruption work and further strengthened on administrative supervision and audit supervision. Under the supervision of law and work and democratic supervision of CPPCC, we have consciously carried out work, regularly reported to the Municipal People\'s Congress and the Municipal CPPCC and dealt with 273 pieces of proposals and suggestion of the Municipal People\'s Congress on schedule and 567 pieces of recommendations and proposals of Municipal Political Consultative Conference.

  In 2014, new levels have been staged on ethnic and religious, aid program of Tibet and Xinjiang, statistics, petition letter, meteorology, the work of Taiwan-oriented affairs, foreign affairs, overseas Chinese affairs, food, supply and marketing, archives, confidential letters and other work; new achievements have been made in national defense mobilization, militia and reserve construction, “double support” (support the army and give preferential treatment to the families of the army man and martyrs, the army support the government and cherish the people), civil air defense, earthquake disaster reduction, fire and other work; new development has been achieved in women and children, youth, the elder, the disabled and other undertakings. Meanwhile, the third economic census has been fully completed. With the generating capacity of Three Gorges power plant ranking first in the world and Three Gorges ship lock running safely and efficiently for 11 consecutive years, the Three Gorges Project Service for Safe Operation has achieved remarkable success.

  Under the background of slow economic increase over the country and Hubei Province and the continuously increasing economic downturn, Yichang city has showed good trend of development and enhanced vitality and stamina: speed up in high momentum and quantity increase with better quality, which has gained full affirmation of the provincial Party Committee and provincial government. These achievements and progress were hard-earned and witnessed the leadership of the provincial Party Committee, provincial government and municipal government, the support from the NPC and CPPCC of Yichang city and the concerted efforts of all the citizens. Here, on behalf of the municipal government, I’d like to extend my sincere gratitude to every deputy of the Municipal People’s Congress and member of the Municipal Political Consultative Conference, to all the officials, people, retirees, to all the democratic parties, association of industry and commerce, nonparty personage, people\'s organizations, to the People’s Liberation Army Yichang Garrison, armed police and departments in Yichang directly leaded by the central and provincial departments, to all the friends at home and aboard who have shown understandings, supported and took part in the construction of a better Yichang.

  We are also clearly aware that the microenvironment remains complex, the real economy remains difficult, the overall strength of the industry is not strong enough to expand the total quantity and enhance quality; the independent innovation capability is not strong enough, resource and environmental constraints increase, task transformation and upgrading are arduous; weaknesses still exist in people\'s livelihood, resource allocation of public service is imbalanced, urban and rural residents face more difficulties to get income increase, social governance faces many new challenges; few departments and cadres do not have strong sense of service and implementation ineffective still exist. We must pay attention to these and take effective measures to solve them practically and live up to the expectations of the people.

 

II. Major Tasks for 2015

  2015 is a crucial year to deepen comprehensive reform and the first year to promote in an all-around way the rule of law, and it is also the ending year of the "Twelfth Five-Year Plan". Over viewing the international and domestic development, we can know that the world economy has been slowly recovered and the domestic economy has kept the good long-term momentum. With the system benefits released by the Third and Fourth Plenary Sessions of the 18th CPC Central Committee, great opportunities will meet in Yichang, for example, new round of economic opening up and development in Yangtze River, city group construction in middle reaches of Yangtze River, follow-up planning and implementation of Three Gorges Project and provincial sub-central city construction, which will create a favorable environment for the development of our city. Particularly, after years of development, Yichang has become a city with ever-increasing inherent vitality and competitive advantages: adopting advantageous industries as the lead in new industrialization process, central city construction, the lead of the integration development of urban and rural regions, characterizing breakthroughs along the Yangtze River in the process of opening up, seizing the chance of first national ecological civilization demonstration zone construction in the process of ecological civilization. We have confidence that we are possessed of the infrastructure, condition and ability to create a new situation of comprehensively deepening reform and modernization construction!

  The general requirements of government work are: Yichang should thoroughly implement the principles of the 18th NPC, the Third and Fourth Plenary Sessions of the 18th CPC Central Committee and the decisions and arrangements of the Fifth Plenary Session of the 10th Provincial Party Committee and the Fifth Plenary Session of the 5th Municipal Party Committee, adhere to the rule of law and reform and innovation, implement the high-quality core strategy of sustainable development and get adapted to the new situation of economic development. With higher standards and more performance, we will firmly refine structure, transform methods, propel reform and overcome difficulties, highlighting innovation-driven, strengthening people’s livelihood, promoting the upgrade of economic efficiency and social harmony and stability. Besides, we will thoroughly accomplish the tasks of "Twelfth Five-Year Plan" and accelerate the construction of a megacity, striving towards the first in the central region of same city.

  This year, the goals of Yichang’s economic and social development are: on the basis of structure optimizing and quality improving, GDP will be increased over 10%, the added value of industries above a designated scale over 11.5%, the local financial budget revenue over 12%, fixed investment over 20%, the total retail sales of consumer goods over 13%, the foreign trade export over 10%. Meanwhile, income of urban and rural residents has been increased as the economic growth, the increase of consumer price has kept within 3.5% and registered urban unemployment rate within 4.2%. In addition, the task of energy saving and emission reduction regulated by the provincial government have been completed.

  To achieve the goals above, priorities must be given to the following five aspects of work.

 

  1. The vitality of systems and mechanisms should be stimulated by further advancement of the reform and opening up.

  The reforms in the key areas should be deepened. Therefore, our minds should be further emancipated by learning from Shanghai Free Trade Zone as our breakthrough and insisting on the problem-oriented methods to solve the system and mechanism obstacles which restrict the development. Meanwhile, the administrative approval system should be further deepen by the continued progress in streamlining administration and delegating power, the intensive publicizing of the directory listing of the administrative power, the list of the enterprise-related charges and the operation flow chat of the administrative parallel examine and approve and the improvement of standardization and marketization reforms of the intermediaries which are related to the administrative examination and approve. Making port cooperation as the tie of connection between cities, we will strengthen connections with Shanghai, Wuhan, Chongqing, Nantong and other big cities along the Yangtze River to promote industrial cooperation, factor mobility and common development. Strengthening cooperation with the Yangtze River Delta, Pearl River Delta, Circum-Bohai Sea Economic Zone and other developed areas, we will actively undertake coastal industrial transfer. Moreover, we will prompt the effective docking of Three Gorges urban agglomeration on transportation, tourism, environmental protection, science and technology, education, culture, market, infrastructure and other aspects, making Yichang the supporting point between urban agglomeration in the middle reach of Yangtze River and urban agglomeration in Chengyu District.   At the same time, we must make a breakthrough on the development of intensive processing of agricultural products by implementing the projects of “fostering the enterprise with 10 billion output value”, model industrial area for agricultural products processing, and brand name creation, we must support Daohuaxian Group in making a first dash for the total output value of 50 billion in Hubei Province, we must dedicate to the creation of new developing advantages for agricultural products processing to ensure that the proportion between output value of agricultural products and total output value of agriculture will be over 2.5: 1. Accelerate the integrated development of the following key projects, namely, the construction of Pinghu Peninsula Tourist Spot, the overall upgrade of Qingjiang River Scenic Spot, the overall development of Yuquan Mountain Scenic Resort, the construction of Chaibuxi Tourist Resort and Longquan Ancient Cultural Commercial Street. Quicken the pace of building Yichang as the National Tourism Standardization Model City and attach importance to building the first and second level tourists transfer centers. At the same time, efforts will be made to ensure the successful hosting of the Sixth China Yangtze River Three Gorges International Tourism Festival and the Fifth China Yichang Yangtze River Piano Festival, and the construction of ten industrial parks including the piano cultural industrial park. Construct “Yichang Wisdom Valley”, and build public services platform for innovation and entrepreneurship and service platform for the living of talents. Strive for an increase of six new provincial science and technology research and development platforms, and build eight new municipal engineering and technology centers as well as key laboratories. Push forward the construction of the Three Gorges Inspection & Testing Center, high-tech park, science and technology park, and entrepreneurship park. Support Xiaoting District in actively developing recycling economy, port and airport economy by concentrating on fine chemicals, advanced equipment manufacturing and new materials, and support Yiling District in making itself the provincial-level demonstration area of coordinate development of urban and rural areas and in speeding up deeper integration with the central urban area.

   To promote the upgrading of county development. Facilitate the free access of the Three Gorges Special Highway to the society. Complete the construction of Zhixi Yangtze River Bridge. Accelerate the construction of Xiangxi Yangtze River Bridge. Manage to start the construction of Wujiagang Yangtze River Bridge and Baiyang Yangtze River Bridge. Start the construction of the first-class Yichang-Huanghua Highway. Complete the construction of several first-class highways such as Dangyang-Zhijiang, Wancheng Bridge of 318 national highway to the Yuchi segment. Build 100 km-long first-class highway, 200 km-long second-class highway, 80 km-long county and town-level roads and 1,000 km-long cement road in the villages. Boost the channel construction of the Three Gorges Hub Port and park along the river, and expand the coverage of transport services of the port. Speed up the preliminary work of Jiangbei and Jiangnan Fanba Railway, and Yichang-Changde PDL(Passenger Dedicated Line), and ensure that the Ziyun local railway line will be fully opened to traffic. Actively promote the urban rail transit construction, and support the extension of the Three Gorges Airport with increasing transportation routes and expanding of aviation services.

In terms of land deterioration and land pollution, accelerate the construction of sewage treatment plant of towns such as Shawan, Tianjiahe and relevant pipeline network construction; reinforce geological disaster prevention of the Yangtze River and other key areas; pay close attention to the recovery and management of ecological environment in mineral mining area; increase supervision of mining and quarrying; deal with soil erosion land of 50 square kilometers; deepen the construction of ecological village, town and counties and reinforce the management of livestock pollution, soil pollution, solid waste and household garbage in rural areas; reduce agricultural non-point source pollution, and improve the effectiveness of rural environmental improvement. Efforts will also be put on the construction of 100 provincial livable villages, 164 characteristic villages, a high standard of 40 acres of prime farmland, the transformation of 500 kilometers of final stage of canal system, the completion of 58 rural water renovation projects for efficiency enhancement and expansion, the strict enforcement of environmental accountability system and environmental damage compensation system, and severe punishment of the violators of environmental laws.

  erfect urban management and organization system; extend the scope of urban management evaluation; raise the level of the fine management; strengthen the management of urban underground pipeline network construction; further consolidate utilization of kitchen waste into resources; build a number of sanitation facilities and strive to achieve 96% of urban life garbage decontamination rate, 65% of road sweeping mechanization rate.

  To strongly facilitate energy conservation. Improve the energy-saving early warning and regulation mechanism; accelerate the development and application of energy-saving technologies and products; focus on energy-saving work in industry, transportation, public agencies and other areas and ensure that the GDP energy consumption rate of the whole city falls by 4 percent. Intensify the precise poverty relief and push forward a new round of poverty alleviation and development; lay emphasis on the implementation of the anti-poverty program for the 30 poorest villages and the development plan for 86 villages, in order to make sure that 40,000 people will get out of poverty; solidly promote moderate prosperity in migrants and the disabled; actively improve the social security policies and try to improve standards of treatment; perfect NCMS (new rural cooperative medical system) serious illness safeguard mechanism and accelerate the NCMS municipal coordination; expand the coverage of social insurances for ensuring that the payment rate of urban and rural residents’ insurance and renewal of insurance of the basic endowment insurance reaches over 90%.   We will further develop the social undertaking. We will vigorously develop and practice the core socialist values, and strengthen the construction of spiritual civilization and public morals. We will consolidate the achievement as a National Exemplary City and push forward the construction of the exemplary city cluster. We will further construct the cultural brands of Yichang as the “Chinese Poetry City”, “Piano City” and “City of Reading”. We will carry out a series of activities to celebrate the 70th anniversary of the victory of the Anti-Japanese War (1937-1945). We will deepen the implementation of the three-year plan of the building of the demonstration area for the public service system of culture, improve the cultural infrastructures, enrich the supply of cultural products, promote the production of quality products of culture and art, and carry out the cultural activities that will benefit people. We will promote the radio-television project in an orderly manner to ensure that every household and village will have the access to them.

  We will strive to ensure the success in hosting the 2015 National Teenage Sunshine Sports Meeting. The city stadium and fitness center for people will be remodeled. We will accelerate the construction of the city news center and reconstruct the Yangtze riverside theater. We will make the best use of the sports infrastructures to satisfy the demands of the public as much as possible. We will strengthen the supervision over the information on the internet to keep them clean and build a positive and healthy network culture. We will promote the development of social sciences, radio and television and journalism to accelerate the pace of education modernization and to build Yichang as an “education city”. We will implement the 3-year uplift plan of special education and the 3-year action plan of the second phase of preschool education. At the same time, we will consolidate the balanced development of compulsory education, quicken the step to build modern schools for compulsory education, and improve the conditions of schools with resources deficiency in rural areas. We will promote the high school education to develop with diversity and distinctive characteristics. We will accelerate modern vocational education to promote employment as well as industrial transformation and upgrading. We will speed up the construct of the major projects, including the Yichang Municipal CPC school, the senior citizen college, the teenager practical education base, activity center of women and children, new campuses of the No. 1 Senior High School and Yiling Senior High School. We will accelerate higher education by providing support for the construction of China Three Gorges University that is co-sponsored by Hubei Province government and the Ministry of Water Resources, supporting the development of Science and Technology College of China Three Gorges University and vocational colleges in Yichang, and focusing on the application and construction of Three Gorges College of Aeronautics.

  We will improve the medical service system in urban areas by further promoting the development of Jiangnan Site of the People’s Central Hospital of Yichang, the No. 1 Hospital, the No. 3 Hospital, Renhe Hospital of China Three Gorges University, Women and Children’s Hospital and Tumor Hospital. We will increase the health service capability in towns and villages by enhancing the construction of health clinics in towns, villages and the health service center in communities. We will carry out the smart medical information project to accelerate the informationization of the public health. We will improve the medical service system in which patients are first examined by the local hospitals and then transferred to the upper-level hospitals if they want to on the condition that it accords with laws and regulations. We will quicken the pace to build a National Healthy City. We will reinforce the family planning work to promote a balanced population growth in the long term. We will carry out the general survey of place names. We will boost the unity and progress of ethnic groups as well as promote aids to Tibet and Xinjiang. We will manage the religious affairs according to law. We will pay more attention to the works of statistics, archives, local chronicles, science popularization, charity, foreign affairs, overseas Chinese affairs, Hong Kong and Macao affairs, Taiwan affairs, confidentiality, fire protection and meteorology, etc. We will promote the harmonious development of army and people by reinforcing national defense mobilization and reserve force construction and consolidating the solidarity between army and government as well as army and people.

We will positively provide services for the operation of the Three Gorges Project. We will give full play of Labor Union, the Communist Youth League, the Women’s Federation, Association of Industry and Commerce and Disabled Persons’ Federation in enhancing the economic development and innovation of social management. We will improve the accountability system for safe production, strengthen the supervision and law enforcement in safe production, deepen the implementation of special treatment for major industries, innovate the methods of safe supervision and completely eradicate severe accidents.

 

  5. We should accelerate the establishment of a law-based government.

  We need to thoroughly implement the fundamental principle of ruling the country by law, expedite the pilot construction of enhancing law-based government administration, bring the rule of law into all the government works, advance the reform and development by the thought and concepts of law, endeavor to build an efficient and transparent government by law in which duties are defined in a scientific way, rights and liabilities are defined by law, laws are enforced strictly and impartially, and affairs are dealt with in an open, fair and impartial manner. We need to stand at a higher place and level when we deepen the rule of law in the construction of Yichang and speed up the construction of a demonstration area of ruling by law for other cities at the same level with us.

   (1) We will deepen the law-based administration. We will perform government functions in accord with law and genuinely practice the principle that “duties defined by law must be accomplished while the powers that have not been authorized by law must be avoided”. We will implement the regulation of learning laws at executive meetings to strengthen the legal education of government cadres and their ability of ruling by law. We will positively plan the local legislation. We will faithfully implement each decision and resolution made by the Municipal People’s Congress and the standing committee, actively listen to the ideas and suggestions proposed by the People’s Political Consultative Conference, and elevate the quality and efficiency of managing the proposals put forward by the deputies to the Municipal People’s Congress and the members of the People’s Political Consultative Conference. We will support courts and procuratorate to fulfill their duties and powers by law with independence and fairness. We will strictly enforce the regulation of major executive decision procedure, improve the review mechanism of the legality of major executive decisions, establish a third-party evaluation mechanism of social stability risk for major executive decisions, ensure the administrative decision system to be scientific, procedure legitimate, process open, and responsibilities clear and definite, constantly elevate the ability of making decisions by law in a scientific and democratic way. We will make government affairs more public, improve the publication systems of government information and affairs, stably promote the openness of decision-making, execution, management, service and results, focus to make government information in key fields public, such as financial budget, public resource distribution, major projects approval and implementation as well as social and public welfare undertakings. We will strengthen the evaluation of system honesty and the records review of normative documents to promote the legal construction of the government with high quality. We will deepen the reform of the systems of administrative reconsideration and law enforcement to establish and improve the comprehensive law enforcement system. We will accomplish the 6th law popularization, improve the popularization and education mechanism and strengthen the people’s concept of rule of law to promote the construction of a law-based society.

  (2) We will endeavor to elevate the government’s efficiency and ability. We will follow the “four tops” standard and requirement to implement the project of improving the service quality of managing government affairs, actively construct the government affairs service pilot with integrated standardization and build up a patch of government affairs service brands. We will establish a working mechanism to evaluate the public’s satisfaction to the government affairs service. We will strictly execute the accountability system in which administrative organs take the major responsibility, further normalize the management of masses’ consultations and complaints. We will enhance the supervision over administration, intensify the accountability system to avoid the improper governance, punish and rectify the nonfeasance and malfeasance in government works, and avoid the negligence and delay of government works.

   (3) We will enhance the construction of a clean and honest government. We will put into practice the leading party group’s entity responsibility to the construction of a clean and honest government, constantly promote the construction of an honest Party and the anti-corruption work by improving Party conduct and strictly following the disciplines with the focus laid on binding by system, and create a clean and positive environment for economic and social development. We will insist on rectifying formalism, bureaucratism, hedonism and extravagance and start a new trend, strictly follow the regulations made by the central, provincial and municipal government about improving the work style and maintaining close ties with the masses, consolidate and expand the achievements of mass line education and practice activities. We will establish a scientific and efficient system to restrict and supervise the operation of government powers. We will strictly execute the system of “To-do Lists for Building a Clean Government”. We will keep deepening the prevention and control of the risk of corruption and strengthen the auditing supervision, quicken the pace of bringing the public fund, state-owned resource and property as well as accountability audit into supervision. In the important fields and key links, such as the allocation and use of financial fund, the supervision over state-owned property, government investment, public resource transfer, public works construction, land supply and mineral resource allocation, we will inspect the risk of corruption, improve the regulatory system and establish a supervision mechanism which runs regularly. We will deepen the construction of the corruption prevention and punishment system, support the discipline inspection and supervision organs to fulfill their duties, strictly investigate and manage illegal and undisciplined cases and spare no efforts to solve the serious problems that cause damages to the people’s interests.

Glossary

The Yangtze River Economic Belt: the belt ranges over 9 provinces and two province-level municipalities from Shanghai in the east and Yunnan in the west, including Shanghai City, Jinagsu Province, Zhejiang Province, Anhui Province, Hubei Province, Jiangxi Province, Hunan Province, Chongqing City, Sichuan Province, Yunnan Province and Guizhou Province. It involves the Central Triangle, central area of Yunnan Province, and central area of Guizhou Province. The rate of the population and economic aggregate in the region is 40% higher than the national average rate. Through the development of the belt, China will build an upgraded version of economic supporting belt for the country.

Three Gorges City Cluster: Lying between the Central Triangle and Chengdu-chongqing (chengyu) City Cluster, the cluster will be a great boost and support for the regional development. Urban Railway Transit: It is the public transportation facility with fixed line and track as well as transport vehicle and service facilities. Yellow-tag Vehicle: Yellow-tag vehicles are gasoline vehicles with high emission that does not meet the national Ⅰ emission standards and diesel vehicles do not meet the national Ⅲ emission standards. Optical Fiber-covering Villages: By the end of 2014, the 181 villages in Yichang which could not enjoy optical fibers broadband before have access to the service. Today, all the villages in Yichang can use the internet. It will further promote the innovation in the social management in the villages and maximize the services to villagers.

Canal Renovation: The 30.5 km-long Yichang canal was first built in 1958 and flows through Yiling District, Xiling District, Hight-tech Zone and Wujiagang District. In a half of a century, it has gone through geological disasters, dilapidation and water quality degradation.
