According to the "Detailed Rules for Student Registration Management of Hubei Primary and Secondary School (Provisional)" issued by the Provincial Department of Education recently, primary and secondary school students in Hubei Province will have a lifelong school enrollment number. Students cannot repeat the grade but can skip and the transfers can be approved online.

　　Each primary and secondary school student only has one lifelong student number.
　　Primary and secondary schools will implement centralized registration system since the coming fall semester. Students enrolled within 30 days of the date must be established school records, and apply for school enrollment numbers through electronic systems. Each student only has one lifelong number.
　　As to the students who registered for the first time, the school should collect and record their information, including student enrollment and enrollment changes and some other information. Earlier this year, the Ministry of Education issued formal school enrollment numbers for nationwide primary and secondary school students, involving the 300,000 students in our city.
　　On this basis, our province will gradually release free student cards which contains students\' information.
　　Students of city level model high school may not be transferred to the provincial level model high school.
　　According to "Rules", students transferred within the province can request approval online. The school and competent department of school enrollment should upload and provide relevant evidence through electronic enrollment system.
　　High school students who have legitimate reasons for transfer must obey the rule of transfer to the school of the same level and the same grade. Model High School students can transfer to an ordinary high school, but not vice versa. And city level model high school students may not transfer to provincial one.
　　Two schools involving in the student transfer should complete the enrollment in 10 working days.
　　As to the transfers between regular schools and special education schools, the students can transfer their status to a new school or left it in the original school.
　　Students may skip a grade but cannot repeat.
　　"Rules" also claimed explicitly on the "skip" for the first time .There is no repetition in primary and secondary schools in our province .The provisions of skip were set by the municipal Administrative Department of Education. For skip establishment, the school shall have an expert evaluation mechanism on student body and mind development. For skip confirmed, the school department shall request approval by municipal Education Administrative Department.
　　Some educators say that this provision is mainly to make inPidualized for few exceptional students, but the majority of teachers and parents agree more on learning step by step.
