The Report on the Results of a Bill Proposed by the Representatives Designated by the Presidium of the 6th Meeting of the Fifth Yichang People’s Congress Standing Committee was approved by voting in the 24th session of the Fifth Yichang People’s Congress Standing Committee. Yichang Government was designated to conduct the Bill of Accelerating Urban Shantytowns Reconstruction and propel this major livelihood and development project vigorously. 

    During the 6th session, more than 400 representatives of Yichang People’s Congress have concentratedly inspected Jiuancheng resettlement residential area, one of the reconstruction projects of Yichang shantytowns. They paid high attention to and discussed widely over shantytown reconstruction. The delegations from Wujiagang District and Xiling District both submitted the bills of accelerating shantytowns reconstruction, to be specifically, the Bill of Accelerating Shantytowns Reconstruction to Promote Yichang to be a Modern Megalopolis, and the Bill of Accelerating the Reconstruction of Shantytowns in Central Urban Area. The presidium determined to deliver them to the Environment and Resources Protection on Urban and Rural Construction Committee of Yichang People’s Congress for deliberation after the meeting.

    After that, the member of the Committee and a part of the representatives who proposed the bill conducted a survey on the acceleration of shantytowns reconstruction. 

    The Report of the results presented that the conditions are ripe to deal with the bill, since Yichang Government and Housing Management Department have completed the top-level design and specialized planning, and possessed enough reconstruction funds and operation experience. The Standing Committee voted and approved of this Report, and gave the Bill of Accelerating Shantytowns Reconstruction which was a combination of those two same bills to Yichang Government for implementation. The Government was required to strengthen their leadership in reconstruction works, to establish scientific and efficient operation mechanism, to maintain the overall balance of the municipal level, and to enhance comprehensive evaluation and reconstruction progress. 

    From 2013 to 2014, Yichang has launched the reconstruction for 44,649 households, of which 15,012 were completed. It is planned to reconstruct 27,400 households in 2015 with a focus on 24 points involving the shantytowns along Zhongnan Road, 1st Xiling Road and 2nd Xiling Road, and in Wuyi Square, Jiumatou Wharf, Yiling Square, Pinghu Lake and Hongguanggang Machine Area.

    Zhang Jianyi, the secretary of Party Committee and the executive deputy director of Yichang People’s Congress Standing Committee, said that, “shantytowns reconstruction is closely related to people’s livelihood; Yichang People’s Congress will further enhance supervision, duly listen to the report from the government on implementation condition, and organize the members and representatives to inspect the reconstruction of this year.”

    After being informed that Yichang Government was responsible for dealing with the bill of reconstruction, the representatives having proposed the bill offered advice and suggestions for its implementation actively. Li Yang, one of Yichang People\'s Congress members from the key region of shantytowns reconstruction and the Party Committee secretary of College Road in Xiling District, suggested that the government should guarantee urban architecture style and taste, improve public supporting service facilities and extend the historical context of Xueyuan Street. Deng Yiping, a Congress member and lawyer from Hubei BEST Law Office, suggested that the legitimate interests of the house owner should be protected legally in the process of reconstruction. (Reporter: Liu Chuan’e, correspondent: Chen Yuwei)
