According to the Municipal Economic and Information Commission (MEIC) that the City is planning to adopt a fund-reward policy to encourage those enterprises that have been listed in the catalogue of eliminating obsolete and redundant production capacity to develop in a green and low carbon way. Those enterprises will get an extra 50% funds in proportion to the amount that they have obtained from the provincial and state financial departments. 

　　Between 2011 and 2014, Yichang City has urged 14 sub-standard enterprises to eliminate obsolete and redundant production capacity in the following industries: steel production, 640,000 tons, ferroalloy production, 11,000 tons; paper making, 136,000 tons; dying, 72.39 million tons. According to the relevant staff, the central governmental and the provincial financial organizations respectively awarded those enterprises that have achieved their eliminating goals. From 2011 to 2013, the overall funds from the central government were 16.59 million yuan and the provincial funds were 7.96 million yuan. Enterprises in the eliminating list of 2014 have all achieved their goals and the specific amount of awarding funds is still under examinatiion. According to the Provincial Economic and Information Commission, the estimated funds are around 3 million yuan, and the Municipal Financial Department will award them in accordance with the policy. 

　　This year, the efforts to eliminate the obsolete and redundant production capacity will be intensified. The MEIC has organized 7 enterprises from 5 industries to submit their 2015 eliminating plans, which have now been sent to the Provincial Economic and Information Commission after the MEIC’s approval, and are under the National Ministry’s review.

　　Zigui Jisheng Dying Co., Ltd. is again in the 2015 catalogue. This is the third time that this enterprise takes the initiative to submit its eliminating plan. A staff member in the MEIC said, “It is rare in the province and even around the whole country.” In order to eliminate all its old equipments and outdated techniques, buy new equipment and innovate its techniques, Zigui Jisheng Dying Co., LTD. started eliminating obsolete energy since 2013. The enterprise has gained remarkable rewards by eliminating obsolete energy and introducing advanced energy.

　　Adhering to green development, Yichang has been doing what it can. It is reported that last year the City issued “Opinions on Speeding up Industrial Transformation & Upgrading and Strengthening Industrial Support”, which has set up the guideline catalogues in industrial structure adjustment, aiming to strengthen the management of newly-constructed and expanded projects, and restrict and eliminate obsolete production capacity via both the economic and legal means. Enterprises in the national and provincial eliminating list will be awarded an extra 50% funds in proportion to the amount that they have been subsidized by the province and the state. The staff said that the City is going to implement the eliminating policy this year and give financial awarding funds for the first time. (Reporter: Chen Cheng; Correspondent: Hu Shoujin)
