From today on, related departments and personnel have to be responsible for incidents of random disposal of dead livestocks. Recently, Yichang City has started to work on biosafety disposal of dead livestock and stated to take it as a goal for the end of this year during the mobilization meeting on live stock slaughter transformation and special management.
Before that, the city will have built a dead livestock collection and disposal system related to every link including feeding, slaughter, operation and transportation ect; established a complete, interrelate work procedure and mechanism from the start of collection information on dead livestock to gathering, transportation, concentrative storage and biosafety disposal and constructed a scientific, efficient disposal mechanism, thus realizing “gather to dispose” to avoid dead livestock abandoned anywhere, improving the biosafety disposal level and the ability to control disease and ensuring the safety of the food, the public and the environment.
According to staff of the municipal Department of Veterinary Services, on the principle of that one who conducts the work gets the subsidy, it is a must to give the subsidy to right persons and make rational subsidy plan in accordance with policy. Up to now, Dangyang City has invested 50 million into the construction of biosafety disposal plant which can deal with about 25 tons a day. Other districts in Yichang can directly send dead livestock to the plant to dispose.
Based on the decision, the city will make scientific planning layout to integrate slaughter resources and steadily accelerate concentrative quarantine and fixed-point slaughter of flocks and herds. Moreover, it is necessary to combine administrative execution with criminal justice; to focus on investigation and prosecution of a group of major cases and a number of illegal slaughter houses and to punish those criminal offenders severely so as to advance the transformation and special management.
